빅데이터 분석을 이용한 환경사무의 사회적 평가

Abstract

Using a big data-based approach, this study examines the societal evaluation of environmental administration before and after the devolution of administrative power from the central government to local governments. We have employed a big data-based analysis as the methodology to explore society’s assessment of administrative performance during each period. The term environmental administration is operationally defined as the environmental responsibilities that have been transferred from the central government to the local government. These can be classified into four parts: air quality, the natural environment, public health, and resource recirculation. The results of this study show the that society’s evaluation of environmental administration at the level of local government has been decidedly more negative than that of the central government. However, it should be noted that the proportion of negative evaluation has been decreasing over time. This study indicates that the central government is considered to be more qualified in conducting environmental administration than local governments. 본 연구는 환경사무에 대한 사회적 평가를 빅데이터 분석을 통해 접근하고 있다. 방법론으로 활용된 빅데이터 분석기법을 통해 기간별 기사를 추출하였으며, 사회적 관심과 평가가 어떻게 달라져 왔는지 분야 별로 살펴보았다. 본 연구에서 환경사무는 환경분야 이양사무를 의미하며 중앙정부의 권한과 책임을 지방 자치단체로 이관한 사무를 의미한다. 환경사무에 대한 빅데이터 분석은 대기, 자연환경, 환경보건 그리고 자원순환 이상 네 가지 매체를 대상으로 이루어졌다. 빅데이터 분석결과 지방정부의 환경사무 처리에 대한 사회적 평가는 대체로 부정적인 것으로 나타났다. 이는 국민들의 지방자체단체의 환경행정에 대한 신뢰도 가 중앙정부에 비해 상대적으로 낮은 수준임을 보여주고 있었다. 주목할 만 한 점은 시간이 흐를수록 지방 정부의 환경사무에 대한 부정적 인식이 감소하고 있다는 점이다. 이는 기본적으로 지방자치제의 큰 흐름 속에서 지방자치단체의 환경사무 처리에 대한 인식이 개선되고 있음을 반영하지만, 여전히 중앙정부를 환 경사무 집행에 있어서 중요한 주체로 신뢰하고 있음을 시사한다. 핵심주제어: 빅데이터 분석, 환경사무, 사회적 평가, 감성분석, 기계학습
