dc.description.abstract It has been 40 years since the Environmental Impact Assessment (EIA) was implemented to minimize environmental impacts from proposed projects. In the early era of EIA, the Prior Environmental Review System(PERS), currently known as the Strategic Environmental Impact Assessment (SEIA), was implemented to avoid unpredicted shortcomings from applying the EIA. This study conducted a performance analysis of SEIA over 10 years. In addition, we surveyed stakeholders with respect to their perspectives on the SEIA system and recommended plans for improvement. We conducted analyses of the current situation with respect to implementation of the SEIA system in four different areas such as adjustment of assessment period, setting and evaluation of alternatives, EIA committee, and public participation. In terms of adjustment of assessment period, we conducted analyses of the current situation with respect to changes in the assessment period, review opinions, and types of assessment related tasks in order of effectiveness for the SEIA which was designed to assess environmental impacts earlier (planning phase) rather than later (project phase). Based on project information registered in the Environmental Impact Assessment Support System from 1993 to 2017, we carried out quantitative performance analyses of the assessment period and environmental conservation for projects which can be traced back to the SEIA. In terms of the performance analysis of setting and evaluation of alternatives, EIA committee, and public participation, we relied on content analysis and the Delphi method for urban development projects. We found that the assessment period of the SEIA era tended to be lengthened compared to the assessment period of the PERS ear. However, there are two positive results. Not only did the assessment period become stable, but also the fluctuation of the assessment period for the EIA has shrunk. This finding implies that the EIA system has become stable and that assessment periods for both the SEIA and EIA have become more predictable. Since the SEIA deals with appropriateness of plan sites and the EIA deals with the minimization of environmental impacts from projects, the functions for the two systems have been clearly differentiated. This is the main reason why the assessment period for the EIA has been shortened. In terms of setting and evaluation of alternatives, we found that the diversity of alternatives, distinction among alternatives, feasibility of alternatives, and appropriateness of alternative assessment have been improved quantitatively. However, in-depth analysis of the contents revealed that it is difficult to claim that distinction among alternatives, feasibility of alternatives, and appropriateness of alternative assessment have been successful. Although the proportion of governmental officials and experts in the EIA committee tended to be greatest, this committee became diverse through more members appointed from the civic society and affected community in recent years. When we analyzed review opinions of EIA committee members, aside from members of official consulting and review agencies, other members were provided with inappropriate opinions which neither complied with objects for the EIA committee or assessment items. This finding indicates that it is import to appoint members who have technical knowledge pertaining to the EIA and understand the system well. An environmental index based on implementation of the SEIA is a direct indicator that shows if SEIA is accomplishing precautionary conservation of national land. We developed a list of variables that represent the environmental index and compared variables for an initial plan with variables for a final plan. In order to express implementation of the SEIA quantitatively, we computed the relative performance index, taking into account the assessment period. We also expressed contributions of the performance index based on environmental conservation, setting and evaluation of alternatives, EIA committee, and public participation. Results indicated that the performance index for setting and evaluation of alternatives and environmental conservation contributed the most and least, respectively, to the total performance index. The main reason why contribution of environmental conservation was the least was because the EIA system in Korea has remained stable over time. In other words, since the introduction of the SEIA system, many guidelines related to sites and plans have been developed, and differences between intial and final plans in terms of environmental conservation degree tend to be smaller in recent years. Although the public tends to express opinions related to compensation more than those related to environmental impacts in the SEIA process, this pattern was reversed during the EIA process. In addition, the number of public opinions related to environmental impacts has increased in recent years, which implies that public awareness and interest in the environment has strengthened. Experts reported that the SEIA has contributed to environmental conservation. Experts also said that procedural requirements of the SEIA system are the main reason for environmental conservation. We found discrepancies between results from analysis of the performance index in four different areas and the perception of experts with respect to the performance index. While this can be explained, experts tend to think that the overall effects from introduction of the SEIA system and analysis of the performance index is based on environmental conservation of individual projects. Although experts agreed that the setting and evaluation of alternatives in the SEIA era are more advanced than in the PERS era, such advancement failed to lead to the enhancement of environmental conservation. Experts reported that the EIA committee can be strengthened by improving the provision of feasible alternatives and distinct assessment items. Finally, experts recognized the importance of collecting public opinions on behalf of project proponents and approval agencies, and noted this positively with respect to the dissemination of information during the public participation process. Based on results from surveys on the perceptions of stakeholders and expert forums, we found several problems. In terms of problems associated with management of the SEIA system, we found a prolonged assessment period, lack of distinction between the SEIA and EIA guidelines, demand for information which does not take into consideration the stage of plan, and ambiguous official consultations between the SEIA and EIA as problems. In terms of setting and evaluation of alternatives, we found lack of systematic reviews of alternatives, the time that alternatives are set, and the lack of site alternatives as problems. In terms of the EIA committee, we found written evaluations, lack of variations in EIA preparation documents, lack of information around affected areas, and a lack of distinctive functions between the SEIA and EIA committees as problems. In terms of public participation, we found a low effect from public participation, a lack of diverse public participation methods applied, and a lack of roles for approval agencies during the process as problems. We suggested several policy recommendations to enhance the SEIA system. First, we suggested that SEIA and EIA should be functionally differentiated through taking advantage of the simplified EIA system. Secondly, we recommended that the effectiveness and diversity of alternative assessments should be ensured via adjustment of the time when alternatives are set and provision of the third alternative. Thirdly, we suggested that the SEIA and EIA committees should be combined, scoping functions should be strengthened, and an agency which specializes in scoping should be established. Finally, we recommended that public participation should be considered as a feedback route rather than a unidirectional route, and social research methods should be developed to be applied in the public participation process. -
dc.description.abstract 개발사업으로 인한 환경영향을 최소화하기 위하여 환경영향평가 제도를 도입한 지 40년이 경과하고 있으며, 초기 환경영향평가 제도 운영으로 인한 문제점을 해소하고자 사전환경성검토 제도(현 전략환경영향평가 제도)가 도입되었다. 본 연구에서는 전략환경영향평가 제도(구 사전환경성검토 포함)를 10여 년간 운영한 결과에 대한 운영 현황 및 성과분석을 수행하였으며, 이해관계자 인식조사를 통하여 문제점을 도출하고 개선방향을 제안하였다. 전략환경영향평가 제도 운영에 대하여 1) 평가시기의 조정, 2) 대안설정 및 평가, 3) 환경영향평가협의회, 4) 주민참여의 4개 부문으로 구분하여 현황 분석을 수행하였다. 평가시기 조정과 관련하여, 전략환경영향평가(구 사전환경성검토 포함)를 추가로 도입하면서 환경영향평가보다 앞선 계획 단계에서 환경평가를 수행함에 따라 제도 도입의 효과성을 알기 위해 평가기간의 변화, 검토의견의 변화, 평가 관련 업무의 변화에 대한 현황 분석을 수행하였다. 정량적 성과분석을 위하여 전략환경영향평가-환경영향평가로 이어지는 연계사업에 대해 평가기간 및 사업별 환경보전 성과를 분석하였다. 평가기간에 대한 분석은 환경영향평가정보지원시스템(EIASS)에 등록된 1993년부터 2017년까지의 사업 정보를 이용하였다. 대안설정 및 평가, 환경영향평가협의회, 주민참여에 대한 분석은 도시개발사업을 중심으로 평가서 내용 분석 및 전문가 평가를 통해 실시하였다. 전략환경영향평가 도입으로 인하여 사전환경성검토 시기보다 평가기간이 증가한 것으로 나타나고 있으나 평가기간이 비교적 일정하며, 환경영향평가 평가기간의 변화폭도 작아지고 있다. 이는 전략환경영향평가 및 환경영향평가 협의기간을 예측할 수 있고 제도가 안정화되었음을 의미한다. 연계사업의 경우 환경영향평가 평가기간이 단축되는 효과가 있었다. 이는 전략환경영향평가가 환경영향평가에 앞서 입지 및 계획의 적정성을 검토함으로써 환경영향평가 단계에서는 저감방안 위주로 평가가 진행됨에 따라 두 제도가 점차 효율적으로 운영되고 있음을 의미한다. 대안설정 및 평가에 있어 사전환경성검토 시기에 비하여 전략환경영향평가 시기에서 대안의 다양성, 대안간 차별성, 실행가능성, 대안평가의 타당성이 모두 증가하였다. 하지만 내용적 측면의 달성도는 대안간 차별성(50% 미만), 실행가능성(60% 미만), 대안평가의 타당성(30% 미만)이 모두 매우 저조한 수준이다. 환경영향평가협의회의 위원구성은 관련 행정기관 공무원과 전문가의 비율이 가장 높으며 최근에는 시민단체와 주민대표의 참여가 늘어나면서 구성원이 다양해지고 있다. 하지만 심의의견에 대한 분석결과 환경청 및 KEI를 제외한 참여그룹에서 항목 및 협의회 목적에 부합하지 않는 심의의견을 제시하는 비율이 높으며, 평가결과는 50점 내외로 낮은 편이다. 이로부터 제도에 대한 이해도가 높고 전문성이 있는 심의위원의 확보가 필요함을 알 수 있다. 전략환경영향평가의 환경성 성과는 국토의 사전예방적 보전이라는 제도의 도입 목적에 관한 직접적인 지표이다. 사업유형에 따라 환경성을 나타내는 환경 지표를 선정하고 당초 및 최종 계획 사이의 변화량을 이용한 환경성과지수를 개발하여 상대 비교를 수행하였다. 전략환경영향평가의 운영 성과를 정량적으로 나타내기 위하여 평가기간과 연동한 상대적인 값으로 성과지수를 계산하였으며, 이를 환경보전, 대안설정 및 평가, 환경영향평가협의회, 주민참여의 4개 부문으로 구분하여 성과기여도로 나타내었다. 부문별 성과기여도에서 대안설정 및 평가 부문의 성과기여도가 상대적으로 가장 높았으며 환경보전의 성과기여도가 상대적으로 가장 낮았다. 환경보전 성과의 기여도가 낮은 것은 제도 도입 초기부터 지속적으로 입지 및 계획 관련 가이드라인이 개발·보급되어 환경평가 과정에서 반영되어 왔기 때문에 제도가 성숙된 현 단계에서는 제도 도입 초기에 비하여 개별사업 단위에서는 사업계획의 변화가 크지 않은 것에 기인한다. 주민참여는 전략환경영향평가 단계에서는 보상과 관련된 의견의 제시가 많으나 환경영향평가 단계에서는 환경과 관련된 의견제시가 더 많은 것으로 분석되었다. 최근으로 올수록 환경 관련 의견 제시가 많아지고 있어 환경에 대한 주민의 관심과 의식수준이 높아진 것으로 판단된다. 이해관계자 인식조사 결과에서는 전략환경영향평가 제도 도입에 따른 효과로서 자연환경의 보전에 대한 기여도가 가장 높은 것으로 나타났다. 이해관계자들은 전략환경영향평가가 환경성 강화에 기여하였으며, 제도화로 인한 절차의 강제성이 가장 큰 요인이라고 응답하였다. 이와 같은 이해관계자 인식조사 결과가 부분별 성과기여도와 상이한 것은 이해관계자 인식조사는 제도 도입에 따른 전반적인 효과를 반영하고 있는 반면, 성과기여도는 개별 사업에서의 환경보전 성과를 나타내고 있기 때문이다. 대안의 설정 및 평가는 사전환경성검토 시기에 비하여 발전했다는 점에는 동의하고 있으나 이로 인한 환경성 강화효과는 높지 않은 것으로 평가하고 있다. 환경영향평가협의회의 운영과 관련하여 대안 제시 기능 및 차별적 평가항목 제시 기능이 미흡한 것으로 평가되었다. 주민참여와 관련하여 사업자 및 승인기관에서 주민의견 수렴의 중요성을 인식하고 있으며 의사결정과정에서의 정보공개를 높게 평가하고 있다. 이해당사자 인식조사 및 포럼 결과를 종합하여 운영주체별 문제점을 도출하였다. 전략환경영향평가 운영의 문제점은 평가기간이 장기간 소요된다는 점, 환경평가서의 작성 및 검토내용의 차별성이 부족한 점, 계획단계를 고려하지 않은 정보를 요구한다는 점, 전략환경영향평가와 환경영향평가 단계의 협의 기능이 모호하다는 점 등이다. 대안설정의 문제점은 체계적 대안검토가 미흡하고, 대안설정의 시기가 늦으며, 제3의 대안이 부족하다는 점 등이다. 환경영향평가협의회의 문제점은 서면평가, 천편일률적 평가준비서 등으로 부실하게 운영되고 있으며, 환경정보 제공 및 대안설정 기능이 미흡하고, 전략환경영향평가 단계 및 환경영향평가 단계에서의 협의회가 차별성이 부족하다는 점 등이다. 주민참여에서의 문제점은 주민의견의 실효성이 부족하고, 주민참여 방법론이 부재하며, 승인기관의 역할이 부족하다는 점이 있다. 본 연구에서는 도출된 문제점에 대한 개선방향을 다음과 같이 제안하였다. 전략환경영향평가 운영의 개선방향은 약식 환경영향평가의 활용 등으로 환경영향평가 절차를 간소화하며 전략환경영향평가와 환경영향평가의 기능을 분리하여 차별성을 확보하여야 한다. 대안설정 및 평가 측면에서는 대안평가의 시기 조정과 제3의 대안 마련을 통하여 대안의 다양성과 대안평가의 실효성을 확보할 필요가 있다. 환경영향평가협의회 부문의 개선방향으로 전략과 환경영향평가 단계의 협의회를 통합하고 스코핑 기능을 강화할 필요가 있으며 이를 위하여 협의회 운영을 전담기관이 담당하는 방안을 제안한다. 주민참여의 문제점을 개선하기 위해서는 주민참여가 절차적 조건이 아니라 환경평가 각 단계별로 참여하고 결과를 제공받는 순환형으로 변경되어야 하며, 주민의견 수렴을 위한 방법론을 개발할 필요가 있다. -
