그린인프라 패턴을 고려한 장기미집행 도시공원 우선관리지역 선별에 관한 연구

Abstract

As unexecuted urban parks in long-term will be released in 2020 due to a sunset provision, preparing the budget for developing these parks is an urgent issue for municipalities in South Korea. Local governments are planning to identify and purchase the priority management areas, where development pressure and the residential need for these spaces are high. This study identifies such areas by considering green infrastructure patterns and various economic and geographic factors. GIS and MSPA tools were employed to examine green infrastructure patterns and key hubs and corridors within the urban areas of two boroughs in Incheon: Bupyeong-gu and Gyeyang-gu. The findings show that Shinchon, Baekwoon, Shipjung-dong Community Zone, and Wonjuk-san Park in Bupyeong and Galgye and Leechon Park in Gyeyang should be the first areas considered by the municipality for park-related funding. The results are expected to help support decision-makers and policy-makers in establishing policy alternatives to the urban park sunset policy with regard to economic and environmental spatial elements. 2020년 장기미집행 도시공원 해제에 따라 각 지자체는 공원 확보를 위한 예산 마련이 시급한 과제가 되고 있으며, 우선관리지역 선별을 통해 개발 압력이 높고 주민활용도가 높은 공원을 순차적으로 매입하고자 계획하고 있다. 본 연구는 그린인프라 패턴 및 다양한 경제적, 지리적 요소를 고려하여 지자체가 우선적으로 매입해야할 공원부지에 대해 조사하였다. 인천광역시 부평구와 계양구를 대상으로 GIS 및 MPSA를 이용하여 그리인프라 패턴 및 도시 지역 내 녹지 중심지와 주요 연결통로를 고찰하였다. 연구 결과, 부평구의 신촌, 백운, 십정동집단취락지, 원적산공원과 계양구의 갈개, 이촌공원 등이 지자체로부터 우선적인 관심이 필요할 것으로 나타났다. 본 연구결과는 향후 정책결정자 및 입안자에게 경제 및 환경 공간적 요소를 고려한 도시공원일몰제 정책대안을 마련하는데 있어 활용도가 높을 것으로 기대한다.
