친환경지속가능도시 계획의 정책평가 : 3개 사례지역을 중심으로

Abstract

본 연구의 목적은 친환경지속가능도시 사업을 추진한 3개의 사례지역(강릉경포, 청주문암, 부산서구)을 대상으로 계획의 정책 평가를 실시하고, 향후 정책 추진을 위한 시사점을 도출하는 것이다. 이를 위해 정책사업평가에서 주로 활용되는 ‘형성-집행-성과 평가모형’을 이용하여 사례지역별 계획의 정책 평가를 실시하였다. 1) 형성 단계에서는 계획목표 타당성 및 사업구성의 적합성, 2) 집행 단계에서는 사업추진체계, 자원투입, 사업집행관리, 3) 성과 단계에서는 사업실적, 지역환경 개선정도 그리고 주민참여 및 홍보노력 측면을 평가하였다. 평가 결과, 1) 형성 단계에서는 3개의 사례지역 모두 목표에 부합하는 단위사업들을 구상한 것으로 나타났다. 2) 집행 단계에서는 사업 계획 및 집행이 효율적으로 이루어졌으나 지자체 역량에 따라 추진 과정이 원활하지 않는 것으로 나타났다. 3) 성과 단계에서는 전반적으로 양호한 계획 대비 성과를 보였으며 환경, 사회, 경제적 측면에서 지역환경 개선이 이루어진 것으로 나타났다. The purpose of this study is to carry out policy evaluation of planning targeting three case areas (Gangneung Gyeongpo, Cheongju Munam, and Busan Seo-gu) for an eco-friendly sustainable urban project. The “evaluation model” of formation - implementation - performance, mainly applied to the policy evaluation, was used to evaluate the following. 1) At the formation stage, the model was used to explain the planning stage, planning objective validity, and appropriateness of business composition. 2) At the implementation stage, it was used to describe the project implementation system, resource input, and business execution management. 3) At the performance stage, it was used to explain the project outcome, degree of improvement of the local environment, and participation of local people and publicity effort.
