P4G 파트너십 의제 개발 및 국내 대응방안 연구

Abstract

On 19-20 October 2018, the P4G Copenhagen Summit was held to form a powerful global coalition for sustainable growth through innovative partnerships. Green Growth and the Global Goals 2030 (P4G) is a global initiatibe with the ambitio of becoming the world’s leading forum for developing concrete public-private partnerships at scale to deliver on the Sustainable Development Goals and the Paris Climate Agreement. And P4G promotes public-private partnerships in five key areas: water (SDG 6), energy (SDG 7), cyclical economy (SDG 12), urban (SDG 11), and food/agriculture (SDG 2), in order to accelerate the achievement of global goals such as achieving the Sustainable Development Goals (SDGs) and implementing the Paris Agreement. Korea’s P4G domestic platform was officially launched on July 28, 2018 after the Ministry of Foreign Affairs took charge of the secretariat and consulted with related ministries and agencies, including the Ministry of Environment, the Ministry of Land, Infrastructure and Transport, and the Ministry of Agriculture, Food and Rural Affairs. The nation has already stressed the importance of public-private cooperation to cope with climate change and achieve sustainable development goals, and P4G is expected to play an important role in contributing to these countries’ SDGs by sharing their future achievements in the environmental sector with developing countries. Various support is provided to achieve SDGs in developing countries. Globally, P4G should be able to support developing countries with coordinated activities along with other SDGs partnerships, and domestically strengthen its link with international development cooperation and sector-specific policies. The SDGs partnership maintains consistency with the 2030 agenda principle and is promoting various sectoral initiatives at the global and regional level, and the new partnership should be implemented in a way that increases effectiveness and efficiency through linkage with existing sector- and region-specific SDGs partnerships. In this study, we developed and proposed an agenda for P4G to function as an important SDGs partnership, while suggesting how Korea should link and utilize P4G partnerships with domestic policies.

지난 2018년 10월 20일, 덴마크 코펜하겐에서는 제1차 ‘녹색성장 및 글로벌 목표 2030을 위한 연대(Partnering for Green Growth and the Global Goals 2030, 이하 P4G)’ 회의가 개최되었다. 우리나라를 포함한 P4G 회원국 정상과 기관·기업·시민사회 파트너 대표들은 지속가능발전과 기후변화 대응을 위한 혁신적 민관 파트너십을 확대하기로 뜻을 모으고, 이러한 내용을 담은 ‘코펜하겐 행동 선언’을 채택하였다. SDGs의 17번째 목표인 ‘지속가능발전을 위한 지구적 파트너십(the Global Partnership for Sustainable Development)’은 개발도상국에 대한 추가 재원 제공, 투자 증진, 과학·기술·혁신 협력, 친환경기술의 개발·이전, 공공·민간·시민사회의 파트너십 장려 등과 관련된 세부목표를 포함하는데 이는 P4G 이니셔티브가 지향하는 바를 잘 보여 준다. P4G는 혁신적인 솔루션 개발을 통해 식량·농업, 물, 에너지, 도시, 순환경제 등 5개 분야에서의 SDGs 달성을 지원하기 위해 새롭게 등장한 이니셔티브이다. ‘민관협력(public-private partnerships)’을 파트너십의 기본 모델로 삼고 있다는 점과 이를 실제 사업으로 연결하기 위해 필요한 지식, 경험, 네크워킹, 국제적 인지도 등의 지원을 자금과 함께 제공한다는 점에서 다른 국제적 지속가능발전 파트너십과 구별된다. 우리나라는 P4G의 회원국으로서, 이는 크게 두 가지 측면에서 중요한 의의가 있다. 첫째, P4G는 우리나라가 다양한 국제개발협력 사업과 더불어 개발도상국의 SDGs 달성을 지원하는 하나의 수단이다. 이는 지구적 SDGs 파트너십의 기본 목적이기도 한데, P4G는 민관협력과 각계각층의 파트너가 참여하는 새로운 파트너십을 통해 개발도상국 SDGs 지원 방식을 다양화하고 있다. 둘째, P4G는 우리나라의 산업, 제품, 기술, 지식, 경험이 국제적으로 진출·확산되는 기회를 제공한다. 개발도상국의 SDGs 도전을 해결하기 위해 이루어지는 다양한 사업들은 기업에게는 또 다른 투자 기회가 된다. 본 연구는 이 두 가지 중요성을 중심으로 우리나라의 P4G 대응 방안을 마련하려는 의도로 기획되었다. 본 연구의 목적은 첫째, 국내에 P4G의 구조와 활동을 소개하여 여러 이해당사자들의 인식을 제고하고 참여를 촉진하는 것이다. P4G는 이미 식량·농업, 물, 에너지, 도시, 순환경제 등 5개 분야에서 다양한 파트너십을 지원하고 있는데, 이들 분야는 우리나라 기업·산업이 높은 경쟁력의 기술을 확보하고 있는 분야이다. 둘째, 우리나라가 핵심 참여국으로서 P4G의 발전에 기여하는 방안을 모색하는 것이다. 셋째, P4G와 국내 정책 연관성을 검토하여 정책정합성을 제고하는 한편, 국내 정책과의 연계를 통해 시너지 효과를 높이려는 것이다. 보고서의 구성은 다음과 같다. 제2장에서는 P4G의 목적과 비전, 구조와 파트너, 주요 활동을 설명한다. 제3장에서는 P4G 파트너십이 개발도상국 SDGs 이행을 실질적이고 효과적으로 지원하기 위해 고려해야 할 요소들을 세 범주로 구분하여 제시하였다. 제4장에서는 P4G와 국내 정책의 연관성을 국제개발협력, 환경산업 육성, 중소기업 해외 진출 등 3개 분야를 중심으로 살펴본다. 마지막으로 세5장에서는 P4G의 발전을 위한 기여와 국내 대응 강화라는 측면에서 정책제언을 제시한다. P4G 발전 측면에서는 SDG 이행 강화를 위한 새로운 의제를 제시하고, 국내 대응 측면에서는 P4G 국내 플랫폼의 역할을 중심으로 정책제안을 논의한다.
