dc.description.abstract 행정정보시스템은 사람과 처리절차 의사결정규칙 및 조직 운영원리를 법제도라는 규칙을 기반으로 정보기술을 유기적으로 접목시킨 사회?기술적 시스템으로 정의할 수 있다강두 호와 이현규 손승우 외 행정정보시스템은 환경업무의 많은 부분에서도 활용 되고 있으며 환경감시 업무수행 환경오염물질 매체별 정보 조회 정보 입력 등의 업무효율 화를 위해 국가에서는 다양한 환경관련 정보시스템을 구축하여 운영?관리하고 있다 하지만 환경부 각 실국 및 여러 산하기관 지자체 개별 산업단지 등 운영주체가 다양하여 환경감시 에 유용한 정보의 소재파악과 연계활용의 어려움이 존재하는 실정이다 대기 관련 정보시스 템으로는 한국환경공단에서 운영하는 대기총량관리 시스템 에어코리아 등이 있으며 국립환경과학원에서 운영하는 대기배출원조사 대기오염물질 배출량 시스템 등이 있다 수질 관련 정보시스템으로는 국립환경과학원에서 운영하는 물환경정보시스템 전국 오염원조사 실시간 수질정보시스템 토양지하수종합정보시스템 등이 있으며 한국환경공단 에서 운영하는 수질원격감시체계 수질오염방제정보시스템 등이 있다 또한 한강유역환경청에서 운영하는 한강유역 통합관리시스템 국토교통부 홍수통제소에서 운영 하는 하천수 사용실적 관리시스템 물관리정보유통 시스템 등과 그 외 각 지자체 보건환경연 구원 등이 자체적으로 운영하는 정보시스템 산업단지 및 하폐수처리장에서 실시하는 수시 측정 등이 존재하고 있다 각 매체별 규제사항의 준수 확보를 위한 환경감시 업무가 수행되고 있으나 날로 지능화되 고 다양화되는 불법행위에 시의적절하고 효율적으로 대응하기에는 다소 어려운 점이 있다 각 매체별 오염배출시설 규제의 집행을 위해 환경부 및 지자체가 감시업무를 분담하고 있으며 환경부는 특히 위반 가능성이 높은 지역 시기 업종 등을 특정하여 중점적으로 점검하는 기획단속을 지속적으로 실시하여 불법행위를 효과적으로 적발해오고 있다 기획 단속의 성공여부는 환경정보를 활용하여 중점단속의 대상을 적절히 선정할 수 있기 때문에 그 중요성이 높다고 볼 수 있다 환경오염도정보시스템에서 환경감시에 유용한 정보를 선별하여 활용함으로써 감시업무 의 효율성을 제고할 수 있으며 환경오염물질 배출 변화의 추이 분석을 통해 휴일 야간 무단방류 등 이상패턴 및 해당지점을 파악하여 기획단속 대상으로 삼거나 중요지역의 실시 간 환경오염 변화 추이를 관찰할 수 있다 이처럼 감시업무에서의 환경정보 활용은 효율적 업무 수행에 매우 중요하기 때문에 본 연구에서는 국내 환경오염도 정보시스템 현황을 조사 분석하고 환경감시에 유용한 정보를 선별하여 감시업무에 활용할 수 있는 체계 를 마련하는 한편 환경감시 활용을 위한 환경오염도 정보시스템 개선방안 제언을 연구의 목적으로 하였다 본 연구를 통해 효율적인 환경감시 업무 지원을 위한 환경오염도 시스템 및 정보 활용 측면에서 의사결정을 지원할 수 있을 것으로 기대할 수 있다 특히 유용한 환경오염도 정보시스템과 환경정보를 활용하여 환경감시를 수행한다면 불법행위의 개연성이 높은 지역 및 사업장 등을 효과적으로 선별하여 단속업무를 집중할 수 있으며 한정된 환경감시 인력 및 자원을 효율적으로 활용할 수 있을 것으로 사료된다 또한 다양한 매체 및 운영기관에 걸친 환경정보시스템의 현황 조사분석 결과는 환경감시 업무 외에도 다양한 측면에서의 환경정보 활용에 기초자료로의 활용을 기대할 수 있다 -
