기후적응 요소를 고려한 토지·건물정보 제공방안 연구

Abstract

□ 연구의 배경 및 필요성 ㅇ 기후변화에 따른 기상 이변으로 재난 발생의 빈도, 피해의 크기, 불확실성 증대 - 호우, 대설, 풍랑, 강풍, 태풍, 지진 등으로 인한 인명, 침수, 건물, 선박, 농경지, 농작물, 공공시설, 사유시설 등의 피해액은 2017년 기준 약 1,873억 원 정도 ㅇ 도시화에 따른 인구 집중으로 토지·건물을 집약적으로 이용함에 따라 반지하 주택이나 급경사지 개발 등이 늘어나면서 기후재난 피해 발생 □ 국내 관련 부처 및 주요 관련성 ㅇ 제2차 국가기후변화적응대책(’16-’20) 세부시행계획(I-4-4-4) 이행에 대한 필요성 제기 - 2020년 추진계획에 “토지·건물의 기후변화 적응력·회복력 평가·증명 거래 제도화(안) 마련” 명시 ㅇ 환경부·국토교통부 ？국토계획 및 환경보전계획의 통합관리에 관한 공동훈령？ 시행(’18.3.28) - 통합관리를 위해 양 계획에 연계·반영해야 할 사항 규정(제8조): 기후변화·에너지 □ 연구 목적 ㅇ 토지 및 건물정보에 기후변화 적응 정보를 포함하기 위한 기반을 구축함으로써 토지·건물의 기후변화 적응력 강화 도모 및 기후변화 주류화 기반 마련 - 기후변화 적응 관점에서 토지·건물이 갖추어야 하는 요소 및 관련 정보현황을 조사·분석 - 정책수용성을 고려한 토지·건물의 기후적응 요소 관련 정보 제공방안 제시

□ Background and necessity of research ㅇ Increase in frequency of disaster occurrence, magnitude of damage and uncertainty due to extreme weather caused by climate change ㅇ Due to the intensive use of land and buildings with the concentration of population and urbanization, the development of semi-underground houses and steep slopes has increased, resulting in damage from climatic disasters □ Domestic ministries and major relevance ㅇ The necessity of implementing the Second National Climate Change Response Plan (’16 -’20) (I-4-4-4) has been raised - “Institutionalization of land and buildings’ climate change adaptability, resilience assessment, and proof trading” was proposed for 2020 plan ㅇ The Ministry of Environment and the Ministry of Land, Infrastructure and Transport implemented the Joint Order on Integrated Management of National Land and Environmental Conservation Plans - Matters to be linked and reflected in both plans for integrated management (Article 8): Climate Change and Energy □ Purpose of research ㅇ Build a foundation to include climate change adaptation information in land and building information to enhance the adaptability to climate change, and lay a foundation for mainstreaming climate change - Investigate and analyze factors that land and buildings should have in terms of adaptation to climate change and related data - Propose providing information on climate adaptation factors of land and buildings in consideration of policy acceptability
