Abstract
1. 연구의 배경 및 필요성 ? 2010년 이후로 우리나라 폭염의 빈도와 최고기온은 뚜렷한 증가 추세이나, 세계적으로 유례를 찾아볼 수 없는 저출산·고령화로 인해 전국 차원의 인구 감소가 기정사실화된 현시점에서 미래의 폭염 노출위험인구를 전망하는 정량적인 연구가 필요함 ㅇ 2018년 전국적으로 40°C에 근접하는 사상 초유의 극단적인 폭염을 기록하였고, 정부는 해당 연도에 폭염을 법적으로 “자연재난”의 범주에 포함함으로써 국가 정책적 차원의 폭염 대응 의지를 분명히 함 ㅇ 2018년 우리나라는 전 세계 역사상 가장 낮은 합계출산율 0.98을 기록하며, 세계에서 가장 심각한 초저출산을 공식화하였고, 이는 미래에 전국 차원의 인구 감소를 피할 수 없음을 의미함 ㅇ 국가의 전체 인구수가 그대로 유지된다고 하여도 인구 고령화는 피할 수 없는 사회경제적 현상임. 초저출산으로 인해 우리나라 전체 인구가 감소하면서 진행되는 고령화는 급격한 속도로 진행될 수밖에 없으므로, 이를 고려하여 폭염 노출위험인구를 추정하는 것이 필수적임 2. 연구 목적 ? 미래 기후변화 시나리오 전망과 장래인구추계 자료를 활용하여, 2020~2060년 동안 전국 차원의 폭염 강도(빈도, 최고기온, 노출면적 등)을 추산하고 미래 폭염에 노출된 위험인구(고령 및 초고령 인구를 포함)를 기초지자체 수준으로 파악함 ※ 통계청은 광역지자체(광역시·도) 수준 장래인구추계 결과만 제공하며, 기초지자체(시·군·구) 수준 자료는 제공하지 않음 ? 위의 정량적 결과를 바탕으로 우리나라 폭염 대응 정책에 대한 방향성을 제시함 Ⅱ. 문헌 고찰 1. 폭염 ? 기후변화에 따른 폭염은 과학적으로 입증된 사실이며 미래의 위협임 ㅇ 폭염의 정의는 세계 기구 및 학문적 견해에 따라 상이하나 일반적으로 극심한 고온 현상을 가리킴. 우리나라에서는 온열환자 증가에 따른 대도시 일부의 자료를 근거로 일반적으로 33℃ 이상의 고온 현상이 통용됨 ㅇ 우리나라는 1994년의 기록적인 폭염에 이어 2018년 사상 최고의 폭염을 기록하여 사망 28명과 온열질환 환지수가 4,500여 명을 기록함. 2018년의 폭염은 전 세계적인 현상이었으며, 우리나라에서 2018년 대비 다소 완화된 2019년 여름도 전 지구 평균 온도가 사상 최고(17.6℃)를 기록함 ㅇ 우리나라의 기상청 기준의 폭염은 2010년대(2010~2018년)의 폭염일수가 15.6일을 기록하여 1980년대에 비해 약 90%가 증가함. 특히 2010년 이후 폭염 양상이 눈에 띄게 증가 추세임 2. 인구 저출산과 고령화 ? 2018년 우리나라는 세계에서 유일한 사상 최초의 초저출산 국가가 됨 ㅇ 우리나라는 2018년 합계출산율(여성 1명이 가임기간 중 낳을 것으로 예상되는 신생아 수)가 사상 최초로 1명 이하(0.98)를 기록함. 2018년 신생아 수가 역대 최저 (약 33만)를 기록하여 인구 감소가 예상보다 빠르게 감소할 것으로 전망됨(2020년대부터 총인구 감소 예상) ? 기대수명은 역대 최고를 기록하며 일본보다 빠른 속도로 2017년 고령사회로 진입함 ㅇ 통계청에 따르면 2018년 기준 65세 이상 고령인구는 약 14% 수준이나, 2065년에는 고령인구가 약 43%를 차지할 것으로 예상되며, 수년 내에 초고령사회로 진입할 것으로 전망함(생산가능인구와 고령인구 규모가 유사) Ⅲ. 연구 방법 1. 기후변화 시나리오 ? 기상청 공식 고해상도 기후변화 RCP 시나리오 활용하여 폭염빈도 산출 ㅇ 공간 해상도 1km × 1km 수준의 전국 기후변화 시나리오(RCP 4.5)를 사용함(IPCC 기준 화석연료 사용에 의한 경제성장과 온실가스 저감정책이 반영된 현실적 시나리오) 2. 장래인구추계 ? 통계청에서 사용하는 코호트요인법을 적용하여 시·군·구 수준에서 장래추계인구를 산출함 ㅇ 전국을 37개 권역으로 구분하여 인구균형방정식을 적용한 후, 시군구 단위로 성, 연령 등을 고려하여 체계적으로 공간 배분함 3. 폭염 노출위험 인구 ? 국내 일 단위 폭염 기준(33℃ 이상)을 적용하여 미래 기후변화 시나리오와 장래인구추계 자료를 지도 중첩(map overlay)을 사용하여 인구구조를 반영한 폭염 노출위험 인구를 산출함 ㅇ 최근 해외 연구에서 활용한 방법론을 활용하여 월 단위 폭염 노출위험 인구를 산출함 ㅇ 단위: “인구규모와 폭염일수의 곱(person-days of exposure, 명-일수)”(Jones et al., 2015 및 그림 1 참고)


The increasing risk of heat waves in Asia, including Korea, is a significant threat associated with climate change, as mentioned in the IPCC Fifth Report (AR5). In Korea, heat waves have been notably stronger in summer since 2010, and in 2018, the heatwaves in Korea were historic. Moreover, a severely low birthrate and aging in the Korean society are expected to make it more vulnerable to heat waves in the future. This study quantitatively projected changes in heat wave patterns in Korea and used quantitative indicators for the expansion of heatwaves intensity (exposed area, changing in frequency, etc.) in the future. By applying the methodology to estimate future population, we analyzed population exposure to heat waves at the level of local government, including population structure. As a result of an analysis the climate change scenario (RCP4.5) by the Korea Meteorological Administration (KMA) by decadal unit, the increase in the daily maximum temperature in July in the 2030s is expected to be great. If the above climate scenario comes to pass and average monthly maximum temperatures exceed 30 degrees centigrade - a two-degree increase compared to the 2020s - there are concerns that extreme heatwave temperatures in August may increase by 1.8 degrees in the 2050s. In particular, temperature increases in eastern, southeastern and southwestern Korea will be relatively higher. May temperatures (for which projected heat waves are rare, even in the 2050s) are rising faster than June temperatures, for which an increase of 1.9 degrees centigrade is projected. An increase in the possibility of May heat waves would be a significant concern. It is also projected that the total land area exposed to June heat waves will come to 75% of the country. This amounts to the same percentage of the country exposed to heat waves in July as of now. In July and August, the proportion of the country exposed to heat waves will exceed 90%, constituting most of the country. June heat waves are projected to impact 75% of the country in ten years. The projections also show that 25% of the country will be exposed to heat waves in September. The results of the analysis suggest that the heat wave season will lengthen and the heat waves themselves will increase in intensity. Damage due to increased heat waves is expected. In the case of the maximum heat wave days in May, there are signs of early heat waves in Yeongnam area and more than 10 days of monthly frequency in May 2050s are expected. Heat wave exposure is expected to increase not only in parts of the Seoul metropolitan area (SMA) and Yeongnam but also in Chungnam and Honam area. Notably, in the 2030s, more than 10 years later from now, the intensity and frequency of heat waves will increase more rapidly than in the present more than 90% of the contry will be exposed in August, with heat waves occurring on as much as 20 dyas out of the month or more In this study, the population exposed to heat waves was calculated using the national population projection. The number of people exposed to August heat waves in Seoul will increase by 68% by the end of the 2050s compared to the 2020s. By the end of the 2050s, such population exposure is likely to rapidly increase in Gyeonggi and Incheon. In addition, some parts of Yeongnam, such as Busan, Daegu, and Gyeongnam province, had an estimated total exposed population (exposure population multiplied by heat wave days, by month) in August of as many as 20 million people. In addition, temperature exposure in Gwangju, Daejeon, and Chungnam province is expected to increase significantly. However, this increase in the exposed population is reflected in the lower future populations of regional communities. However, the elderly population aged 65 or older have a higher mortality rate in heat waves and therefore, that would be a more vulnerable group. The rapidly-aging population is expected to increase the risk associated with heatwaves. In the 2050s, vulnerable regions will include Seoul, Gyeonggi, Incheon, Gyeongnam province, Daegu, and Busan (population in order). The establishment and implementation of a management system against heat waves are a critical issue. In particular, severe heat waves in August as well as early heat waves in May might cause unexpected damage due to the lack of an adaptation period and higher intensity. Therefore, establishing accurate information on upcoming heat waves and their related impacts would be necessary for essential policy directions. It is crucial to build and link information on heat waves considering region, age, occupation groups, and physical characteristics and to make efforts to minimize the impact of heat waves in the medium and long term, since the policy on the social infrastructure would take a significant amount of time. Besides, it is necessary to establish measures to prevent heat-related diseases that take into account the characteristics of the living environment of older people. Thus, any policy needs to consider the stability of the electricity supply for communities since older people tend to spend more time relying on air conditioning facilities in their residence.
