Abstract
낙동강 하류·하구 지역은 1980년대 이전에는 절대농업지역으로 개발이 제한된 지역이었으나 1980년대 이후 부산광역시의 개발계획에 따라 빠르게 개발이 진행되고 있는 공간이다. 또한 낙동강 하류·하구 지역은 이동성 조류인 철새의 중간 기착지로, 우리나라 중요 철새도래지 중 한 곳이다. 특히 이 곳은 정부에서 낙동강 하류·하구 지역 중 수역과 그 주변 지역을 중심으로 문화재보호구역, 습지보호구역, 특별관리해역 등의 법정 보호지역으로 지정·관리해 오고 있는 공간으로, 지속적인 보호와 보전이 필요한 공간이기도 하다. 본 연구에서는 1980년대 이후 낙동강 하류·하구 지역을 중심으로 해당 공간의 토지이용 변화를 알아보고, 생물 서식지와 특히 조류 서식지의 질적 변화를 시대별로 분석하여 개발에 따른 생물 서식공간의 질적 변화를 분석하였다. 또한 토지이용 변화 시뮬레이션 분석을 토대로 앞으로 변화가 예상되는 미래의 낙동강 하류·하구 지역 토지이용을 예측하고 생물 서식지, 특히 조류 서식지의 질적 변화 또한 예측하였다. 겨울철 조류 동시 센서스 조사지역별로 확인된 조류종 수를 확인해 본 결과 낙동강 하구지역에서 170종에 가까운 가장 많은 조류종이 확인되었으며, 낙동강 하류지역 역시 150종에 가까운 조류종이 해당 지역에서 나타나고 있어 200개의 조사지역 중 가장 다양한 종들이 출현하는 것을 알 수 있었다. Scenario Generator에 따라 예측된 미래의 낙동강 하류·하구 지역 대분류 토지이용 형태의 경우 시가화 건조지역이 32.1%로 가장 넓은 면적을 차지하는 것으로 예측되었다. 이는 1980년 후반의 대분류 토지피복도에서 나타난 시가화 건조지역이 전체 면적 대비 9.7%에 불과한 것과 비교하여 330% 증가한 것이다. 이는 생물 서식환경 측면에서 특히 조류의 서식 및 취식 공간 중 농업지역의 면적이 대폭 축소된 것으로, 향후 이 지역에서의 조류 서식환경의 질 저하가 나타날 수 있어 이에 대한 대책이 요구된다. 낙동강 하류·하구 지역에 대한 생물 서식지 질 평가 모델 결과에 따르면 연구대상 지역의 생물 서식지 그룹 중 1, 2, 3그룹은 큰 변화가 없는 반면에 4그룹과 5그룹은 매우 큰 변화를 보인 것으로 확인되었다. 이러한 결과는 4그룹과 5그룹으로 대표되는 농업지역의 시가화 건조지역으로의 전환에 의한 것으로 판단된다. 반면에 산림지역과 수역 등이 대표적인 토지이용 형태를 나타나고 있는 1, 2그룹의 경우 자연지형적 그리고 행정적 측면에서 제한 요인이 커 일정 면적을 유지하는 것으로 판단된다. 낙동강 하류·하구 지역에 대한 조류 서식지 질 평가를 위해 사용된 InVEST 모델 결과에 따르면 연구대상 지역의 생물 서식지 그룹 중 1그룹의 변화는 상대적으로 크지 않은 반면에 2그룹과 3그룹의 변화가 매우 큰 것으로 확인되었다. 조류의 휴식 및 취·서식 공간으로 추정되는 2그룹 공간의 경우 현재 약 25% 전후로 남아 있으며 앞으로 20% 수준까지 축소될 것으로 예측되어 공간적 측면에서 보전정책을 더욱 적극적으로 반영할 필요가 있다. 특히 2그룹 공간의 경우 도로망 발달로 인해 조류활동 공간이 심하게 파편화되어 있으며 이런 파편화 현상은 더욱 심화될 것으로 예측되어 서식지 질 측면에서는 매우 열악한 상황이라고 판단된다. 낙동강 하류·하구 지역은 개발사업과 환경보전이 충돌하는 공간으로, 정책적 측면에서도 개발정책과 환경보전정책이 첨예하게 대립되는 지점이기도 하다. 토지이용 및 생물 서식지의 미래변화에 대한 시뮬레이션 결과는, 앞으로 개발계획을 계획·추진할 때 지속가능발전 측면에서 개발과 환경보전의 조화로운 이행에 활용될 수 있는 합리적인 자료가 될 것으로 판단된다. 또한 공간에 대한 이제까지의 변화를 분석하고 앞으로의 미래변화 정도를 예측함으로써 지속가능발전 원칙에 따라 개발과 보전이 조화를 이루는 정책방향 제시의 근거로 활용 가능할 것으로 판단된다.


Ⅰ. Research Background and Purpose 1. Research background ? Since the 1980s, the Nakdong River downstream and estuary areas have been rapidly developed according to the development plan. ㅇ Prior to the 1980s, the Nakdong River downstream and estuary areas were agricultural areas and had limited development. Since the 1980s, large-scale development has been carried out and land use has changed rapidly to urbanized areas. ? The Nakdong River downstream and estuary areas are an intermediate habitat for migratory birds and also one of the most important migratory bird habitats in Korea. ㅇ The Nakdong River downstream and estuary areas are very important migratory bird habitats in Korea. The national and local governments have designated and managed the Nakdong River downstream and estuary areas as legally protected zones, wetland protection zones, and specially managed sea zones. These spaces require continuous protection and preservation. ? The Nakdong River downstream and estuary areas are a place where development projects and environmental preservation oppose one another. It is also a space where development policy and environmental conservation policy are strongly at odds. ㅇAccording to national and local governments’ development plans, development projects were extensively carried out in the Nakdong River downstream and estuary areas. Social conflicts continue to arise due to increased development pressures on protected areas. ㅇ Notwithstanding that development projects have been steadily increasing, on the contrary, the habitats of migratory birds have been reduced and threatened. There are high social demands calling for effective conservation plans in the region. 2. Research purpose ? The purpose of this study is to provide information that can be used to establish sustainable development policies in the Nakdong River downstream and estuary areas. ㅇ Research on the change of land use in the Nakdong River downstream and estuary areas ㅇ Research on the evaluation of the periodic animal habitats in the Nakdong River downstream and estuary areas and research on the evaluation of the periodic bird habitats in the Nakdong River downstream and estuary areas ㅇ Forecasting future changes in land use through simulations, qualitative change simulations of animal and bird habitats. Ⅱ. Winter Waterbird Census of Korea in the Nakdong River Downstream and Estuary Areas ? The Nakdong River downstream and estuary areas are the most diverse areas in the Winter Waterbird Census. ㅇ The Nakdong River downstream and estuary areas are the regions where many migratory birds arrive among the Winter Waterbird Census survey sites. ㅇ Nearly 170 species of birds were identified in the Nakdong Estuary area. About 150 species of birds have been identified in the downstrean area of Nakdong River. The Nakdong River downstream and estuary areas were the most diverse of the 200 Winter Waterbird Census survey sites. Ⅲ. Land Use Change in the Nakdong River Downstream and Estuary Areas ? Predicted by a scenario generator, future land-use form of the Nakdong River downstream estuary areas were analyzed as accounting for 32.1 percent of the area, with the largest urbanized area. ㅇ In the late 1980s, the urbanized areas of large-scale land cover maps tripled more than from 9.7% compared to the total area. ㅇ The agricultural areas used as habitats for birds have been significantly reduced. Qualitative degradation of the habitats of birds in the region could occur in the future. Ⅳ. Bio-Habitat Quality Assessment and Change Prediction in the Nakdong River Downstream and Estuary Areas ? As a result of the bio-habitat qualitative evaluation model, the changes in groups 4 and 5 were very large. ㅇ According to the model results, there were no significant changes in groups 1, 2, and 3 of the biohabitant group in the study area, while the changes in groups 4 and 5 were very large. ㅇ It is believed that this is due to the conversion of agricultural areas represented by the 4th and 5th groups into urbanized areas. ? Groups 1 and 2, represented by forest areas and water bodies, have a limited area in terms of natural topography and administrative aspects. Ⅴ. Bird Habitat Quality Assessment and Change Prediction in the Nakdong River Downstream and Estuary Areas ? The InVEST model was used to assess the quality of bird habitats in the Nakdong River downstream and estuary areas. According to the results, there was relatively no change in group 1 of the bird habitat group in the study area, but the change in group 2 and 3 was very large. ? Group 2, which is estimated to be the resting place and habitat of birds, is now estimated to be around 25 percent and is expected to shrink to 20 percent. Conservation policy needs to be more actively reflected in this space. ? In particular, Group 2 has severely fragmented the bird's active space due to road construction. Such fragmentation is expected to intensify and is considered to have a negative impact on bird habitat. VI. Application Plan ? The results of simulations for future changes in land use and bio habitats are expected to be used in development plans. They are also expected to be used as reasonable data that can be integratively implemented. ? The changes in the Nakdong River downstream and estuary areas were analyzed and the future changes were predicted. In accordance with the principles of sustainable development, this can be used as a basis for suggesting a policy direction that harmonizes development and conservation.
