취약계층을 고려한 무더위쉼터 개선 방안

Abstract

본 논문은 폭염 시 취약계층의 고온 노출 환경과 대응 행동을 분석하였으며, 이를 토대로 무더위쉼터정책의 개선 방안을 제시하였다. 양적 확대 및 공간적 접근성 향상 방안에 초점을 맞추어 수행된 기존 연구와 달리 본 논문은 폭염 기간 취약계층이 실제 거주하는 실내 기온 및 대응 현황을 토대로 무더위쉼터 정책의 근본 취지인 취약계층 피해 감소에 초점을 맞추어 분석을 수행하였다. 분석결과 취약계층의 경우 폭염 시 주？야간 모두 고온에 노출되어 있으며, 특히 야간 시간 동안 실내고온 노출이 심각한 것으로 나타났다. 그럼에도 불구하고 분석대상 중 절반의 취약계층은 폭염 시 집 안에 머무르거나 집 주변(그늘)을 이동하는 정도의 소극적인 대응을 취하는 것으로 나타났으며, 취약계층 중에서도 건강 상태 및 경제적인 여건 등이 상대적으로 더 취약할수록 적극적인 행동(냉방기기 가동, 무더위쉼터 이동 등)을 취하지 못 하고 있는 것으로 분석되었다. 이를 해소하기 위해서 찾아가는 폭염도우미 서비스 확대, 무더위쉼터 셔틀버스 운행 및 야간운영 확대 등 폭염이 극심한 특정기간 동안 취약계층의 피해를 줄 일 수 있는 구체적인 방안을 제시하였다. This paper analyzes the level of high-temperature exposure and the behavior pattern of vulnerable groups during a heat wave in Korea. The results indicated that the vulnerable groups are exposed to high temperatures during the day and night, especially nighttime. Nevertheless, half of the vulnerable groups were found to take passive actions, such as staying in the house during the heat wave or moving to shade around the house. Analysis shows that the more vulnerable people are, the less likely they are to take active behaviors (e.g., operating air conditioners and moving to heat-wave shelters). To solve this problem, specific measures are proposed to reduce the damage to the vulnerable groups during certain periods of extreme heat, such as visits from heat-wave helpers, shuttle buses to cooling centers, and nighttime heat-wave shelters.
