Abstract
Ⅰ. 서론 ? 우리나라는 경제성장 이후 소비자들의 생활패턴의 변화에 따라 폐기물의 양이 증가하고 있는 상황임 ? 정부가 폐기물을 감축하고 자원화하기 위해 노력하는 데도 불구하고, 2018년 4월 폐비닐 수거거부 사태 등 각종 폐기물 관련 이슈들이 발생하고 있음 ? 국민들이 체감할 수 있는 환경 이슈에 대한 근본적 해결책을 위한 연구 계획 수립이 필요하며, 특히 폐기물과 관련하여 자원순환 관리 전략을 제시하여 우리나라가 순환경제 사회로 자리매김할 수 있도록 자원순환 정책 연구 로드맵을 구축할 필요가 있음 ? 자원순환에 관한 선행연구 및 동향을 분석하여 자원순환 정책 연구의 3개 주요 분야를 설정하고 기존 연구의 한계점, 과제 도출 방향을 검토함 ? 국내에서 현재까지 수행된 자원순환 분야의 정책연구 보고서 및 여론을 분석하고 포럼을 통해 원내외 전문가들의 의견을 수렴하여 이를 토대로 자원순환 분야의 중장기 로드맵을 구축함 Ⅱ. 자원의 선순환과 자원순환 목표 이행 성과 분야 1. 국내외 연구 동향 분석 및 주요 이슈 발굴 ? 일본은 ?순환형 사회 형성 추진 기본법?을 통해 자원의 투입, 소비, 순환이용률, 최종처분량을 평가하고 있음 ? 국내에서도 한국환경정책·평가연구원 과학원 등의 유관 기관과 대학에서 순환경제 구축을 위한 연구를 진행하고 있음 ㅇ 2015년~2018년까지 자원순환을 주제로 40여 개의 연구가 수행되었음 ? 지속가능한 순환경제 실현을 위해서는 자원의 모든 과정을 관리하고 순환이용 체계를 구축할 필요가 있음 ㅇ 2018년에 제시된 ??자원순환기본계획??의 비전, 목표, 핵심 전략과 단계별 추진 과제를 구체적으로 이행하기 위한 방안과 순환경제 지표를 설정하고 모니터링할 방안을 마련할 필요가 있음 ? 순환경제 구축을 위한 플라스틱 폐기물을 관리할 필요가 있음 ? 불법 방치 폐기물을 처리하고 추적 시스템을 구축할 필요가 있음 2. 기존 연구의 한계점 ? 순환경제 구축을 위한 목표 및 지표를 도출하고 기초 통계를 구축할 필요가 있음 ㅇ 국내 순환경제 구축을 위한 지표로 폐기물 발생량, 순환이용률, 최종처분율 등이 있으나, 자원순환에 관한 목표와 지표를 위한 구체적인 기초 통계, 물질흐름 작성이 미흡함 ㅇ 지속가능한 순환경제 실현을 위한 자원순환 목표와 지표를 구축하는 한편 기초 통계 구축 자료를 확보하고 물질흐름분석 방법론을 구축할 필요가 있음 ㅇ 제품의 전과정 관리와 함께 폐기물 통계 구축이 미흡한 실정임 ? 자원순환 정책 제도의 실효성 및 효율성에 관한 평가가 미흡함 ㅇ 국내에 도입된 자원순환 정책과 제도의 실질적 효과와 효율성에 대한 객관적 평가와 문제점 파악이 미흡한 실정임 3. 연구 과제 도출 방향 ? 자원순환기본법 시행에 따른 국가 자원순환 목표와 지표 이행 ㅇ ?자원순환기본법?에서는 순환경제 구축을 위한 목표로서 폐기물 발생량, 순환이용률, 최종처분율을 구체적으로 이행 방안을 마련하고 기초 통계 자료를 구축하는 연구가 필요함 ? 순환경제 실현을 위한 자원순환 제도의 정책 제고 및 통폐합 ㅇ 자원순환 제도와 정책의 성과를 평가할 필요가 있으며, 제도의 중복성과 정책 효과가 미흡한 경우 통폐합을 통해 자원순환의 효율화를 제고할 필요가 있음 ㅇ 자원순환 정책과 기술 간의 연계성을 강화하여 제도의 효율화를 도모할 필요가 있음 ? 순환경제 도입에 따른 자원순환성을 평가할 지표가 필요함 ㅇ 전과정 단계별 및 부문별(투입물, 산출물, 순환이용량 등)로 평가할 지표의 개발이 필요함 ? 4차 산업혁명과 함께 사회 변화에 따라 나타나는 신규 폐기물에 대한 자원순환을 활성화할 로드맵을 마련할 필요가 있음 ㅇ 4차 산업혁명과 함께 급변하는 사회에서 발생하는 신규 폐기물(태양광 폐패널, 전기자 폐배터리, 나노폐기물, 미세플라스틱 함유 폐기물, 택배 및 온라인 쇼핑 증가에 따른 포장재 폐기물 등)에 대한 관리 방안과 자원순환 기술과 정책 개발이 필요함 Ⅲ. 폐기물 자원화·에너지화 및 국민 안심 폐기물 관리 정책 분야 1. 국내외 연구 동향 분석 및 주요 이슈 발굴 ? 폐기물 관리에서 유럽은 궁극적으로 매립의 제로화를 목표로 하고 있음 ㅇ 독일 등의 선진국이 MSW 발생량의 95% 이상을 자원화하고 있는 데 반해 루마니아와 같은 저개발 국가는 매립률이 90% 이상임 → 폐기물 관리에 대한 정책의 영향력은 상당한 수준임 ? 폐기물 전체를 물질 재활용하기에는 기술적 및 경제적 측면을 고려할 때 한계가 있음 ? MSW 관리 시장의 경우 관련 정책의 수립 및 지원 그리고 관련 기술에 대한 꾸준한 투자에도 불구하고 적지 않은 위험 요인이 있어 시장의 형성이 어려움 ㅇ 지역갈등, 비용, 정책의 불확실성, 폐기물의 구성성분 불균일성 등이 주요 요인임 ? 폐기물의 에너지 회수는 비용과 효율 측면에서, 국가의 자원 보유에 따라 중요한 에너지 공급원이 될 수 있음 ? 국제협약과 UNEP과 OECD를 중심으로 유해물질을 함유하는 제품 또는 폐기물에 대한 규제가 강화됨 ? 2015년 이후 국내 폐기물 관리 분야의 정책 연구 과제 46개 검토 ? 폐기물 관리의 생산 및 소비의 단계부터 폐기물의 최종 처분까지 다양한 이해 관계자들 간의 역할을 규정하고 상호 협력체계를 구축할 필요가 있음 ? 물질로 재활용이 불가능한 폐기물에 대한 에너지 회수 정책이 필요함(매립 최소화, 자원순환) ㅇ 폐기물 전체를 물질 재활용하기에는 기술적 및 경제적 측면을 고려할 때 한계가 있음 ? 현재 폐기물 관리 산업의 기술 혁신은 자동화, IT 통합, 데이터 분석 활용 확대, 물질 및 에너지 회수를 통한 효율성 향상을 목표로 함 ? 국가별로 유해물질 함유 폐기물의 규제 현황, 배출량과 발생량, 인벤토리 구축, 위해성 평가, 처리 실태 등의 관련 데이터와 정보가 큰 격차를 나타냄 ? 국내 음식물류폐기물의 관리 우선순위는 국외의 경우와 유사하게 감량화를 최우선으로 하고 있으며 이후 자원화를 위한 정책을 우선적으로 적용 2. 기존 연구의 한계점 ? 물질 재활용 산업의 활성화를 위하여 환경성 및 경제성을 고려한 비용·편익연구가 자원순환 사회의 형성을 위하여 필요함 ? 유해물질 함유 폐기물에 대한 안전관리와 국제 수준에 부합하는 처리 및 위해 저감 방안에 대한 연구가 필요함 ? 사업장 폐기물에 대한 적정 관리 및 물질흐름 분석에 활용 가능한 사업장 폐기물에 대한 실시간 추적이나 수출입 순환 자원이 국내 자원 시스템에 미치는 영향 등에 대한 연구가 필요함 ? ?자원순환기본법?의 시행에 따른 매립 여건의 변화에 대응하기 위한 매립지 관리 기준 및 매립 폐기물의 성상 변화에 따른 대응 방안에 관한 연구가 필요함 ? 실제 운영 과정에서 발생하는 제도의 한계점 또는 음식물류폐기물의 처리를 위한 대안 방법에 관한 연구가 필요함 ? 방치 폐기물을 해소하고 관련 시설의 주민 수용성을 확보하기 위한 정책 연구가 매우 필요함 3. 연구 과제 도출 방향 ? 매립 최소화 관리, 유해폐기물 및 사업장폐기물 관리, 폐기물 물질 자원화, 폐기물 에너지 자원화 및 폐기물의 안심 관리 등의 세부 분야를 구성하여 기획할 필요가 있음 ㅇ ?자원순환기본법?의 매립 최소화 정책에 따른 매립 여건의 변화에 대응하기 위한 매립지 관리 기준 및 매립 폐기물의 성상 변화에 따른 매립지의 무기성 폐기물에 대한 관리 및 활용 방안에 대한 연구 과제를 도출 ㅇ 잔류성 오염물질 함유 유해폐기물의 안전관리를 위한 관련 법 제도 개선에 관한 연구와 함께 사업장폐기물의 전과정 관리를 위한 실시간 추적 시스템을 구축하는 방안에 대한 연구 과제를 도출 ? 현재 가장 이슈가 되고 있는 포장재용 비닐의 자원화에 있어서 분리 배출의 환경성 및 경제성을 재평가하고 국내 자원순환 관리 비용의 흐름을 분석하는 등의 비용·편익 관련 연구 과제와 장기 과제로 폐기물의 종류별 자원순환 생태계 및 자원순환 경제를 구축하는 방안에 대한 연구 과제를 도출 ? 순환경제 사회의 구현을 위해 폐기물 에너지의 지위 및 역할을 명확히 규명하고 현재 문제가 되고 있는 주민 수용성의 확보를 위하여 국내 지역별 폐기물 에너지의 가용 잠재량을 분석하고 에너지 Map을 구축하는 연구를 연구 과제로 도출 ㅇ 방치 폐기물 및 지역별 폐기물 처리시설의 불균일성을 해소하기 위해 폐기물 처리시설의 국가 적정 보유 용량을 평가하고 분석하는 연구와 함께 수은 함유 폐기물에 대한 국제 대응 전략 마련 및 국가 관리 방안 연구 그리고 장기 과제로 수출입 순환자원이 국내 자원 시스템에 미치는 영향 등에 대한 연구 과제를 도출 Ⅳ. 친환경 소비·생산과 순환경제 구축 정책 분야 1. 국내외 연구 동향 분석 및 주요 이슈 발굴 ? 일본은 2018년 ??제4차 순환형 사회형성 추진계획??????을 통해 모든 단계에 걸쳐 자원순환을 철저히 추진하고 있음 ? Ⅰ. Introduction ? The amount of waste generated has been increasing due to changes in consumers’ life patterns in Korea since the country’s national economic development. ? Despite the government's efforts to reduce waste and circulate resources, various waste-related problems have surfaced, such as the plastic waste crisis in April 2018. ? There is a strong need to build a research plan for developing fundamental solutions to environmental issues, which can bring tangible improvements in people’s daily lives. In particular, a roadmap for developing resource recycling policies should be established, which can help Korea to make a transition to a circular economy by enabling the provision of management strategies for waste resource circulation. ? Through a review and analysis of prior research on resource circulation and its trends, three major areas were identified in the area of resource circulation policies, and the limitations of existing research and the direction of task development were reviewed. ? A mid-to-long-term roadmap for resource circulation was put together based on the analyses of policy reports and public opinion surveys concerning resource circulation conducted in Korea and expert opinions collected through forums. Ⅱ. The Virtuous Cycle of Resource Circulation and the Performance and Target Areas of Resource Circulation 1. Analysis of domestic and foreign research trends and identification of major issues ? Japan has been evaluating the input, consumption, circulation rate, and final disposal of resources through its Basic Act on Establishing a Sound Material-Cycle Society. ? In Korea also, research on building a circular economy is being conducted in related institutions and universities such as the Korea Environment Institute and the National Institute of Environmental Research. From 2015 to 2018, more than 40 studies were conducted on the subject of resource circulation. ? To realize a sustainable circular economy, it is necessary to establish a system for managing the full lifecycle of resources and resource circulation. There is a need for detailed plans to implement the vision, goals, core strategies, and tasks set out by the 2018 Framework Act on Resource Circulation as well as the setting of indicators and monitoring methods for measuring the progress toward a circular economy. ? Also, strategies for managing plastic waste are needed to build a circular economy. ? A system to manage and track illegally disposed waste 2. Limitations of existing research ? There is a need to derive targets and indicators for building a circular economy as well as to develop basic statistical data. The indicators currently used in Korea for building a circular economy are the amount of waste generated, resource circulation rate, final disposal rate, etc., but the basic statistical data and material flows are insufficient to measure the targets and indicators for resource circulation. It is necessary to secure basic statistical data and establish a material flow analysis methodology along with establishing the targets and indicators for resource circulation in order to realize a sustainable circular economy. More attention is needed on the lifecycle management of products and waste-related statistics. ? Evaluation of effectiveness and efficiency of resource recycling polices is insufficient. More objective evaluation is needed for the actual effects and efficiency of resource recycling policies and systems implemented in Korea,, along with the determination of problem areas. 3. Identification of research tasks ? National resource circulation targets and indicators required by the Framework Act on Resource Circulation The Framework Act on Resource Circulation sets out the goal of building a circular economy, which makes it necessary to build concrete implementation plans for meeting the targets for the amount of waste generated, recycling rate, and final disposal rate, and for more research on accumulating basic statistical data. ? Enhancement and integration of the resource circulation policies for realizing a circular economy Evaluation of the performance of resource circulation regulations and policies is required and to avoid redundancies or inadequacies, regulations and policies need to be integrated to improve the efficiency of resource circulation. The efficiency of the present resource circulation system should be enhanced by strengthening the linkage between resource circulation policies and new and existing technologies. ? The need of indicators for evaluating resource circulation following the establishment of a circular economy Indicators for assessing the performance in resource circulation at each stage of the full product lifecycle and by sector (inputs, outputs, recycling rate, etc.) need to be developed. ? Planning for the resource circulation of new types of waste brought by the 4th Industrial Revolution and subsequent social changes It is required to develop management plans and resource circulation technologies and policies for new types of waste brought by the 4th Industrial Revolution and subsequent social changes (solar panel waste, waste batteries from electric automobiles, nano-waste, microplastic-containing waste, increasing packaging waste due to the growth of online shopping and courier deliveries of purchases). Ⅲ. Waste-to-Resource/Energy and the Policies for Safe Waste Management 1. Analysis of domestic and foreign research trends and identification of major issues ? European countries ultimately aim to achieve zero landfill in terms of waste management. While advanced countries such as Germany are converting more than 95% of MSW into resource, in less advanced countries, including Romania, the landfill disposal rate of MSW is over 90%. Policy has a significantly high impact on country’s waste management. ? Technological and economic aspects present limitations in meeting the goal of processing all waste through material recycling. ? In the case of the MSW management market, a number of risk factors deter market formation despite policy implementation, governmental support, and steady investment in related technologies. Regional conflicts, costs, uncertainties in policies, and non-uniformity of waste properties are the main factors. ? Energy recovered from waste can be an important energy source depending on the country’s resource reserve in terms of cost and efficiency. ? International agreements as well as international organizations such as the UNEP and OECD have been strengthening the regulations on products or wastes containing hazardous substances. ? A review of 46 research projects on domestic waste management policies conducted since 2015 has been performed. ? It is necessary to establish the roles of relevant stakeholders and a mutual cooperation system among them from the production and consumption stage to the final disposal stage. ? There needs to be a policy for recovering energy from waste for which material recycling is not possible (minimization of landfilling, resource circulation) It is technologically and economically difficult to process all waste through material recycling. ? The technological innovation pursued by the waste management industry aims to improve efficiency through automation, IT integration, expanded use of data analysis, and recovery of materials and energy. ? Available data and information, such as the regulations on treating hazardous substances, amount of emission and generation, inventory management, risk assessment, and treatment status, etc., show large gaps among countries. ? The priority in domestic food and beverage waste management is to reduce the amount of waste generated as in the cases of other countries. 2. Limitations of existing research ? In the efforts to build a circular economy, the time is ripe for more research on the costs and benefits of resource recycling which considers environmental and economic feasibility to revitalize the material recycling industry. ? More research is needed on the safe management of wastes containing hazardous substances, methods to treat them in accordance with international standards, and measures to reduce potential risks. ? Research needs to be conducted on the appropriate management of industrial waste, methods to track industrial waste in real time to enhance understanding of their material flow, and the effects of resources which circulate across borders (exported/imported) on domestic resource systems. ? Studies should also be conducted on the measures to respond to changes in landfill conditions following the implementation of the Framework Act on Resource Circulation, which has strengthened landfill management standards and changed in the properties of landfilled waste. ? More research is needed on the limitations of the present system identified in the actual operation process or alternative methods for treating food waste. ? There is a high need for policy research on resolving illegal waste disposal problems and securing local residents’ acceptance of waste treatment facilities. 3. Identification of research tasks ? List up and identify detailed areas such as landfill minimization, hazardous waste and industrial waste management, waste-to-resource and waste-to-energy conversion, and the safety management of waste Derive research topics for the management and utilization of inorganic landfilled waste in response to the changes in landfill management standards and landfilled waste properties following the landfill minimization policy of the Framework Act on Resource Circulation In addition to research on improving the laws and regulations on the safe management of hazardous wastes containing persistent pollutants, research can also be conducted on the establishment of a real-time tracking system for the lifecycle management of industrial wastes. ? Concerning the recycling of plastic bags used for packaging, which has become a hot topic recently, research to review the costs and benefits is needed, such as the re-evaluation of the environmental and economic feasibility of the present recycling method and the cost flow analysis of domestic resource circulation management. A long-term task can be to identify research topics related to the resource recycling ecosystem for each type of waste and ways to build a resource circulating economy. ? To realize a circular economy, it is necessary to clarify the status and role of energy recovered from waste and to secure residents’ acceptance of waste treatment facilities, which is proving to be difficult, thereby building a foundation for research on the potential amount of energy available for recovery in each region and the establishment of an energy map. To resolve the issue of abandoned waste and the uneven distribution of waste treatment facilities by region, research evaluating the appropriate waste treatment capacity throughout the country is needed. Also, international response strategies and domestic plans for managing mercury-containing wastes, and the effects of exported and imported waste resources on the domestic resource system can be studied as long-term projects. Ⅳ. Environment-friendly Consumption and Production and Policies for Building a Circular Economy 1. Analysis of domestic and foreign research trends and identification of major issues ? Japan is thoroughly pursuing resource recycling at all stages of the lifecycle through the 4th Plan for Establishing a Sound Material-Cycle Society in 2018. ? The EU has prepared 10 sustainability indicators for each stage of the product lifecycle. ? In Korea, research on SCP and circular economy is being conducted in related institutions, such as Korea Environment Institute and the National Institute of Environmental Research, and universities. Between 2014 and 2018, 25 studies related to SCP and circular economy were conducted. ? There is a need for a re-evaluation of the performance of existing resource recycling policies to promote sustainable consumption and production and build a circular economy. It is necessary to find ways to improve current system by evaluating resource circulation related regulations and policies. ? Strategies need to be planned for each stage of the product lifecycle by applying the results of material flow analysis. Strategies for each stage from resource acquisition, manufacturing and distribution to use and consumption, recycling and disposal Consider domestic production of raw materials and products, domestic consumption, import and export, and national boundaries ? It is important to consider ways to improve the efficiency of resource circulation policies. Establish education and promotion strategies to strengthen public awareness of the circular economy Establish governance and roles through cooperation among stakeholders 2. Limitations of existing research ? Need for legislative and institutional support Clarify the role of the Framework Act on Resource Circulation and revise the Resource Recycling Act and the Waste Management Act Independent laws are needed in relation to food (organic) and packaging materials, which are becoming more important in terms of resource circulation. ? Need to identify stakeholders in the circular economy For the market mechanism to operate properly after the implementation of policy measures, it is necessary to identify stakeholders in the circular economy and coordinate their interests. ? Need to develop business models, such as circular biz model (CBM) Raise awareness to enable relevant stakeholders to participate in the business model ? Try to approach from the viewpoint of eco-effectiveness Consider eco-effectiveness, which integrates productivity, cost effectiveness, and ecological efficiency in a linear economy 3. Identification of research tasks ? Identify areas of improvement in policy measures which have been introduced and implemented and ways to introduce new policy measures ? Avoid conflicts of interest and promote synergistic effects by establishing linkages between policy measures ? Predict and evaluate performance using LCA / MFA / Eco-effectiveness, etc. ? Find ways to enact necessary legislation ? Develop ways to utilize market mechanisms, such as presenting business models ? Promote voluntary participation by establishing the value of stakeholder participation (monetary value, quality of life, social contribution, etc.) Ⅴ. Major Content of the Forums 1. The 1st Forum (July 29, 2019) ? Reviewed and analyzed prior resource circulation policy research and its trends to derive research focus and main research strategies Strategy 1: Evaluate the virtuous cycle of resources and the progress in resource circulation targets Strategy 2: Waste-to-resource/energy and the policies for the safe management of waste Strategy 3: Eco-friendly consumption and production and policies for building a circular economy 2. The 2nd Forum (September 5, 2019) ? Discussions were held on measures that reflect the Framework Act on Resource Circulation, the major regulations in relation to the Basic Plan for Resource Circulation, the regulations, industries, and technologies related to recycling, and the 4th Industrial Revolution (DB, ICT, Big Data, Recycling 4.0). ? Major research tasks were derived concerning the development of comprehensive performance indicators, checking and improving domestic recycling systems, setting resource circulation targets according to domestic conditions, and the material flow of industrial waste. ? Discussions were held on the roles and the collaboration system among stakeholders, such as the KEI, KAIST, the Ministry of Environment, and industrial complexes. 3. The 3rd Forum (October 4, 2019) ? Discussions were held on research tasks concerning the risks of hazardous waste (medical waste) and industrial waste, the treatment and prevention of illegally disposed waste (the roles of the public and private sectors), conversion of waste to solid recovered fuel (SRF) energy and organic waste energy, reducing and converting food waste to energy, anticipating the emergence of new waste (emerging waste), etc. ? Major research tasks were derived concerning the establishment of a system that collects data of all stages of the lifecycle (generation-collection-transport-processing), distribution and support of public facilities through regional capacity assessments; improving the image of waste treatment facilities, preparation of statistical techniques and detailed guidelines for data construction, improving the policies on recycling by residents, and the treatment of neglected wastes appropriate for each local governments. 4. The 4th Forum (November 1, 2019) ? Under the theme of “Eco-friendly Consumption and Production and Policies for Building a Circular Economy,” discussions were held on research tasks related to eco-friendly production/distribution/ consumption (reducing disposable products), establishment of a circular economy and industry partnerships, environment education and citizen governance (public participation), packaging waste and wastes generated from courier deliveries. ? Major research tasks were derived concerning creating an environment for voluntary business participation, inter-ministerial and inter-department research, governance-building, promotion of green products, development of packaging and distribution technologies, simplifying administrative procedures such as laws and regulations, and construction of necessary infrastructure. 5. The 5th Forum (December 12, 2019) ? Drafted a roadmap based on the strategic tasks derived through four forums held previously, and invited expert advisors to review the roadmap ? Selected key tasks for each strategy and reviewed the tasks for any redundancy/similarity with existing tasks (including those of 2019) and other tasks in the roadmap to either integrate or delete redundant/similar tasks ? Assessed the suitable way to conduct research (internal research or consignment)? Reviewed the suitability of the phases set for each research task (Phase 1: Short-term ? Phases 2/3: Mid-to-long term) Ⅵ. Establishment of Medium and Long-term Roadmaps for Resource Circulation Policy Research 1. Vision and goal ? Vision of ‘Realization of people-oriented resource circulation policy through the establishment of mid- to long-term roadmaps for resource circulation policy research’ Goal 1: Prepare preemptive measures to respond to changes in international regulations and prepare a suitable system in accordance with domestic conditions Goal 2: Improve the material recycling rate and establish a lifecycle management system for waste Goal 3: Increase public sympathy and policy effectiveness through communication, promotion, and cooperation among stakeholders 2.
