Ⅰ. 연구 개요 ？ 연구 배경 ㅇ 문재인 정부는 “평화와 번영의 한반도”를 5대 국정과제 중 하나로 선정 - 정부의 한반도 신경제구상 및 신북방정책에 발맞춰 남북경협 사업 재개 논의 -남북관계는 국내외 정세 변화에 따라 가변적이며 부침을 거듭하고 있지만, 남북협력에 대한 관심과 기대가 이전에 비해 한층 높아진 상황 ？ 연구 필요성 ㅇ 한반도 통일시대에 대비하여 북한의 환경 상태와 남북 환경협력에 관해 선제적이고 지속적으로 연구 수행 필요 - 우선적으로, 필요한 연구 주제 및 과제를 개발하여 체계적으로 북한 환경 연구를 수행하기 위한 북한 환경 연구 로드맵 수립 필요 ？ 연구 목적 ㅇ 북한의 환경 현황과 국내외의 북한 환경 연구 동향을 분석하여 환경 분야별 연구 수요를 파악해 연구주제 및 과제를 발굴하고 북한 환경 연구 로드맵 수립·제시 - 북한의 1) 물, 연안·해양, 2) 대기, 기후변화, 3) 자연생태, 산림 등 분야의 환경상태 및 관련 연구현황에 관한 문헌 위주로 조사·분석을 실시하고 분야별 연구주제 및 과제 제시 Ⅱ. 환경 분야별 연구 로드맵 ？ 물 분야 ㅇ 상하수도, 물 순환, 수생태계, 교육 등 5개 연구 주제에 대해 6개 연구 과제에 대한 구체적인 추진 방안 제안 - 물 환경 상태에 대한 지속적인 기초조사, 지역별/유역별로 특화된 구체적인 정책 연구, 그리고 기후변화, 생태계 서비스 등과 연계하여 확장적·통합적인 연구 수행 건의 ？ 연안·해양 분야 ㅇ 연안·해양 관리체계, 연안·해양 생태계, 연안·해양 재난 대응, 연안·해양 오염 대응, 연안·해양 식량자원, 연안·해양 관광, 연안·해양 에너지 등 7개 연구 주제에 대해 14개 연구 과제 제안 ？ 대기 분야 ㅇ 대기오염 현황 규명 및 예측, 대기오염물질 저감, 국민 건강 보호의 3개 연구 주제에 대한 5개 연구 과제 제안 - 연구 수요와 공급 간 격차 분석을 바탕으로 실외 대기환경에 대한 연구와 실내 공기 및 건강 영향 연구로 구분하고 남북 공동연구 추진의 경우와 남한 단독 연구 추진의 경우로 나누어서 연구 과제 제안 ？ 기후변화 분야 ㅇ 기후관측자료, 기후 전망 시나리오, 기후변화 특성, 기상재해 위험성, 기후변화 취약성 등 5개 연구 주제에 대해 6개 연구 과제 제안 ？ 자연생태 분야 ㅇ 생물다양성과 생물자원 연구를 중심으로 하여 북한의 습지, 생물자원 학술문헌 정보 DB 구축, 생물자원 표본 확보 및 DB 구축 등 8개 연구 과제 ？ 산림 분야 ㅇ 산림녹화, 산림보호, 산림부산물, 산림자원조사, 산림생태계 장기연구 등 5개 주제에 대해 5개의 구체적인 연구 과제 제안 Ⅲ. 결 어 ？ 북한 환경 연구 추진 방향 ㅇ 우선순위를 정해 단계적으로 연구 로드 추진 - 첫째, 각 분야에서 공통적으로 제안된 연구주제인 북한의 환경상태 파악을 위해 기존의 자료를 바탕으로 연구가 미흡한 분야 또는 공백 분야에 대하여 기초조사 지속 추진 - 둘째, 현지접근이 사실상 불가능한 북한의 실정을 고려하여 기초조사를 통해 확보된 자료를 바탕으로 체계적인 북한환경정보 DB를 구축하고, 이를 북한 각 지역 및 유역의 분야별 환경상태를 파악할 수 있도록 공간정보화 진행 - 셋째, 북한의 환경문제 해결을 목적으로 두고 북한이 당면한 시급한 환경문제를 중심으로 우선순위 설정 ？ 특히 남북의 수요를 반영하여 각 분야별로 제시된 주요 환경이슈(hot issues)와 주요 환경현안 지역(hot spots)을 선정하고, 이를 대상으로 한 연구를 우선 수행 - 넷째, 남북한 간 직접적인 대화와 협력을 통한 공동연구가 어려운 현재의 연구 여건을 고려하여 기존의 국제적인 협력체 또는 협력조직 등을 활용한 연구 적극 모색 ？ 현 단계에서는 장기간이 소요되는 R&D 과제보다는 단기적인 정책과제, 북한의 전문가를 대상으로 한 연구역량 강화 등에 관한 과제를 추진하여 북한의 환경에 대한 연구 및 관리 수준, 북한의 환경연구에 관한 관심사 및 수요 파악

Ⅰ. Background and Aims of Research ？ Background ㅇ Peace and prosperity of the Korean Peninsula has become the national agenda of the Moon Jae-in Administration. - The resumption of Inter-Korean economic projects is being addressed in line with the government’s new economic initiative and new northern policy. - The interest and expectations for inter-Korean cooperation have been higher than before despite volatile inter-Korean relations due to changes in domestic and international circumstances. ㅇ Preemptive and continuous research on North Korea’s environmental conditions and inter-Korean environmental cooperation is needed in preparation for the era of unification on the Korean Peninsula. - It is necessary to establish an environmental research roadmap that presents short and mid-term research topics. ？ Purpose ㅇ This study aims to establish an environmental research roadmap by identifying research topics of environmental sector. - This study covers environmental areas of freshwater, marine and costal, air pollution, climate change, ecosystem and biodiversity, and forest. Ⅱ. Environmental Research Roadmap ？ Freshwater ㅇ This study suggests six research topics on water supply, sewage, water circulation, aquatic ecosystems, hydro-power and education. ？ Marine and coastal ㅇ This study suggests fourteen research topics on marine and coastal ecosystems, food resources, offshore energy, tourism, pollution, management systems, and coastal and maritime disaster response. ？ Air pollution ㅇ This study suggests five research topics on the identification, prediction, and reduction of air pollution and human health against air pollution. ？ Climate change ㅇ This study suggests five research topics on climate change observation, scenario for forecast, vulnerability, disaster risk, and research trends. ？ Ecosystem and biological diversity ㅇ This study suggests eight research topics on wetlands, information on biodiversity, and international cooperation for ecosystem. ？ Forestry ㅇ This study suggests five research topics on forest products, resources survey, ecosystem and protection and forestation, Ⅲ. Conclusion ？ Research direction ㅇ This study recommends to: - Continue research to assess the changes in environmental condition in North Korea, -Establish a spatial database based on continuous gathering and compiling of environmental information, - Set priority research areas in order to solve environmental problems and challenges that North Korea faces, ？ Carry out immediate research on hot issues and hotspots identified as priorities. - Promote joint studies with international organizations who are providing international assistance to North Korea, - Identify the environmental concerns and needs of North Korea and pursue research on international cooperation for capacity building
