dc.description.abstract Ⅰ. 연구의 배경 및 목적 ? 원전 해체폐기물 대량 발생 예상 ㅇ 지속적인 노후 원전의 영구정지 및 해체가 예상되고, 고리 1호기의 해체가 본격화됨에 따라 운영 시 대비 대량의 비방사성폐기물이 발생할 것으로 예상됨 -독일의 경우, 해체폐기물의 약 1%만 방사성 폐기물로 분류됨 -국내의 경우, 비방사성폐기물 발생량에 대한 예측치는 부재하나, 해외 사례에 비추어 볼 때 상당량의 폐기물이 발생할 것으로 예상됨 -고리 1호기의 경우, 3단계(해체착수 및 방사성관리구역 해체)에서 해체폐기물이 집중적으로 발생할 것으로 예상됨 ? 주민 수용성 확보의 어려움 ㅇ 선행연구 결과는 일정 허용농도 기준을 충족하여도 주민의 재활용에 대한 입장은 부정적일 수 있음을 시사함 ? 처리 지연 등으로 인한 추가 비용 발생 우려 ㅇ중저준위 방사성폐기물과 비방사성폐기물 처리비용의 차이가 매우 큼 ㅇ비방사성폐기물에 대한 관리 강화는 상당한 비용 증가를 초래하고 이는 해체 지연으로 이어질 수 있음 ? 원전 해체 시 비방사성폐기물에 대한 적정 관리 방안 필요 ㅇ 비방사성폐기물 처리로 인한 사회·환경적 영향을 최소화하기 위한 제도 개선이 필요한 시기임 ㅇ 원전 해체로 인한 비방사성폐기물의 적정 관리를 위한 법·제도 및 운영 개선 방안을 제안함 Ⅱ. 원자력발전소 해체폐기물 현황 ? 법·제도적 현황 ㅇ ?원자력안전법?상에 ‘자체처분 대상 폐기물’이라는 정의 규정도 없이 고시에 정의 규정을 두고 있음 - ‘포괄위임입법 금지의 원칙’에 반하는 측면이 있음 ㅇ ‘방사성폐기물의 처분제한’에 관한 법명칭과 배치되는 자체처분을 할 수 있도록 하는 규정을 두고 있음 - ‘명확성의 원칙’에 반하는 측면이 있음 ? 운영 현황 ㅇ 자체처분 폐기물 중 플라스틱, 철재류, 콘크리트 및 불소화합물은 재활용 사례가 다수 있음 ㅇ 2000년 이후 본격적으로 자체처분이 시행 중임 ? 인식 조사 및 수용성 현황 ㅇ고리 1호기 최종 해체계획서(초안)에 대한 주민 의견 수렴 결과, 방사성폐기물 처리계획에 대한 우려를 제기 ㅇ설문조사 결과, 자체처분 폐기물 재활용에 대한 부정답변이 30% 이상을 차지 ㅇ설문조사 결과, 자체처분 폐기물을 현행처럼 ?폐기물관리법?으로 관리하는 것에 대한 부정답변이 50% 이상을 차지 ? 비방사성폐기물의 관리 현황 및 문제점 ㅇ 원전 해체로 인해 단기간에 비교적 다량의 비방사성폐기물이 발생할 것으로 예상되나, 현재 관련 법령에서는 용어 정의가 명확하지 않고, 관리 규정도 모호하여 관리의 사각지대가 발생할 우려가 큼 ㅇ 비방사성폐기물에 대한 재활용 문제를 포함하여 각종 갈등 유발 요인을 안고 있음 Ⅲ. 국외 해체폐기물의 제도 및 사례 ? 일본 ㅇ 최근 클리어런스 규칙 개정을 통해 제도의 대상이 되는 시설 및 대상물을 대폭 확대 - 원전 해체 등으로 인한 다량의 폐기물을 효과적으로 관리하기 위한 필요성에 기인 ㅇ 환경대신은 폐기물의 적정한 처리의 관점에서 클리어런스 제도의 운용에 관해 원자력규제위원회에 의견을 제시할 수 있음 - 클리어런스 폐기물 또는 비방사성폐기물은 재활용이 가능하고 재활용이 어려운 폐기물은 ?폐기물처리법? 등에 따라 일반적인 폐기물처리시설에서 처리할 수 있는 것으로 미루어, 이를 관리하는 환경성의 협력을 위한 절차로 볼 수 있음 ㅇ 원자력규제위원회는 클리어런스 규칙 및 심사기준의 개정 시기에 맞추어, 클리어런스 제도에 따른 측정 및 평가 방법의 인가와 클리어런스 확인을 위한 심사회의에 대한 정보를 원자력규제위원회의 홈페이지에 공개하기 시작함 ㅇ 클리어런스 확인을 거친 클리어런스 폐기물의 재활용은 2020년 현재 원자력업계 내에서 한정적으로 이루어지고 있음 ? 미국 ㅇ 클리어런스 제도를 도입하고 있지 않지만, 최근 극저준위 폐기물과 관련한 연구과제가 다각도로 수행된 바 있으며, 이 과정에서 찬반 입장을 토론하기 위한 자리가 마련됨 ㅇ 해체 시 비방사성폐기물 계획에 특정한 의견 수렴이 규정되어 있진 않지만, 미국의 경우 해체사업에 대한 환경영향평가가 대부분 주법에 의해 수행되므로, 이 과정에서 비방사성폐기물 처분 및 재활용에 대한 대안 마련과 관련하여 공공참여 기회가 보장됨 ㅇ 환경영향평가 과정에서 주정부의 자원재활용 및 회복부, 유독물질통제부 등의 검토가 필요하고 이는 원자력 분야가 아닌 일반 환경청의 업무 영역에 해당됨 ? 독일 ㅇ 무제한 클리어런스와 조건부 클리어런스가 가능하도록 제도를 도입했으며, 방사성폐기물과 비방사성폐기물 규제를 모두 환경·자연보전·원자력안전부(BMU)에서 담당함 ㅇ 해체사업은 환경영향평가 대상사업으로, 관련 문서들이 웹사이트를 통해 제공되며 평가 과정에서 공공참여가 이루어짐 Ⅳ. 제도 및 운영 개선 방안 ? 개선 부문 ㅇ 다음과 같은 네 가지 개선 부문을 도출함 - 관리주체의 명확화 - 해체계획서의 심사 절차 개선 - 해체계획서상 비방사성폐기물 계획의 구체화 - 정보공개 및 주민참여 강화 ? 이행 방안 ㅇ 부분별 이행 방안은 다음과 같음 - 관리주체의 명확화 1) 정의 규정 신설 2) 적용법의 명확화 - 해체계획서의 심사 절차 개선 1) 환경부 협의 절차 추가 - 해체계획서상 비방사성폐기물 계획의 구체화 1) 해체계획서 작성 시 비방사성폐기물 계획 작성 2) 비방사성폐기물에 대한 상세 처리계획 수립 - 정보공개 및 주민참여 강화 1) 숙의형 주민참여 방식 도입 2) 해체계획의 공개 3) 트레이서빌리티 확보 4) 해체계획의 투명성 확보 -
dc.description.abstract Ⅰ. Background and Objective of the Study ? Decommissioning a nuclear power plant can generate significant volumes of waste products. ㅇ The permanent decommissioning and dismantling of old nuclear power plants are expected to continue in the near future. Furthermore, with the decommissioning of the Kori Nuclear Power Plant getting under way in earnest, a larger volume of non-radioactive waste is expected to be generated compared to the volume of waste produced during the nuclear power plant’s operation. ? Securing the acceptance of local residents can be difficult. ㅇ Results of previous studies show that residents may harbor negative perceptions in regards to recycling non-radioactive waste from nuclear power plants, even when certain permissible concentration criteria have been satisfied. ? Potential additional costs caused by processing delays, etc. ㅇ The difference between the cost of treating low to medium-level radioactive waste and non-radioactive waste is significant. ㅇ Strengthening the management of non-radioactive waste results in a marked increase in cost, which may lead to delays in the decommissioning process. ? Decommissioning a nuclear power plant requires proper management of non-radioactive waste. ㅇ System improvements to minimize the social and environmental impacts caused by the treatment of non-radioactive waste are currently required. ㅇ Propose measures to improve laws, systems, and operations for proper processing of non-radioactive waste caused by the decommissioning of nuclear power plants. Ⅱ. Current Status of Waste Generated from the Decommissioning of Nuclear Power Plants ? Current legal and institutional framework ㅇ The term “waste subject to self-disposal” is defined in the relevant Regulations only (no definition available in the “Nuclear Safety Act”). - Current regulations are somewhat in conflict against the “Prohibition of Comprehensive Delegation Legislation Principle.” ㅇ Regulations permitting self-disposal contrary to the “Restrictions on the Disposal of Radioactive Waste” are currently available. - Current regulations are somewhat in conflict against the “Principle of Clarity.” ? Current operational status ㅇ Among self-disposable wastes, plastics, steel materials, concrete, and fluorine compounds are frequently recycled. ㅇ Self-disposal has been in practice in earnest since 2000. ? Perception survey and current acceptance status ㅇ A survey on the opinions of local residents pertaining to the final decommissioning plan (draft) of the Kori Nuclear Power Plant, indicated concerns regarding the management plan for radioactive waste. ㅇ More than 30% of all answers on recycling self-disposable waste were negative. ㅇ More than 50% of all answers on managing self-disposable waste in compliance with current waste management regulations were negative. ? Current status and issues pertaining to the management of non-radioactive waste ㅇ Disassembling a nuclear power plant is expected to generate a relatively large volume of non-radioactive waste. However, terms related to the handling of non-radioactive waste have not been defined clearly in relevant laws, and regulations surrounding the management of non-radioactive waste are ambiguous. As such, there is a high possibility of blind spots in the management of non-radioactive waste from disassembled nuclear power plants. ㅇ The current framework shows that there are various issues causing conflict, including the recycling of non-radioactive waste. Ⅲ. Overseas Systems and Examples of Waste Generated from Dismantled Nuclear Power Plants ? Japan ㅇ Through the recent revision of clearance rules, facilities, and objects subject to relevant systems have been greatly expanded. - The Minister of Environment can present his/her opinion to the Atomic Energy Regulatory Committee regarding the operation of the clearance system from the perspective of the appropriate disposal of waste. ㅇ In line with the revision of clearance rules and examination standards, the Atomic Energy Regulatory Commission now discloses information on the approval of measurement and evaluation methods according to the clearance system as well as the review meeting(hosted to confirm clearance) on the Atomic Energy Regulatory Commission website. ㅇ Recycling of waste that has been checked for clearance is being processed on a limited basis in the nuclear industry as of 2020. ? United States ㅇ Although a clearance system has not been enacted, various research projects related to ultra-low-level radioactive waste have recently been carried out. This process has given various stakeholders an opportunity to discuss the pros and cons of a clearance system. ㅇ There is no specific consensus on plans to manage non-radioactive waste produced during the decommissioning of nuclear power plants. However, in the US, most environmental impact assessments for decommissioning and decommissioning projects must be carried out in accordance with state law. Here, the public is guaranteed, by law, an opportunity to present and review alternatives in terms of processing and recycling non-radioactive waste. ㅇ When carrying out environmental impact assessments, state authorities overseeing the recycling/restoration of resources, control of toxic substances, etc. must review the process. This responsibility falls under the competent authority supervising the state’s environmental affairs rather than nuclear power-related affairs. ? Germany ㅇ A system was introduced to enable unlimited clearance and conditional clearance. Currently, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) is in charge of both radioactive and non-radioactive waste regulations. ㅇ The decommissioning of nuclear power plants is subject to environmental impact assessments. Relevant documents are available through official websites, and the public is invited to participate in the evaluation process. Ⅳ. Plans for System and Operational Improvements ? Areas of improvement ㅇ There are four areas of improvement: - Clarify the entity-in-charge of managing waste - Improve the process of reviewing disassembly plans - Prepare a detailed disassembly plan for non-radioactive waste - Improve information disclosure and local resident engagement ? Implementation plan ㅇ The implementation plan for each area of improvement is as follows: - Clarify the entity-in-charge of managing waste 1) Establish new regulations for definitions 2) Clarify applicable laws and regulations - Improve the process of reviewing disassembly plans 1) Add a consultation/discussion procedure with the Ministry of Environment - Prepare a detailed disassembly plan for non-radioactive waste 1) Prepare plans for managing non-radioactive waste 2) Establish a detailed treatment plan for non-radioactive waste - Improve information disclosure and local resident engagement 1) Introduce a deliberative process for resident participation 2) Disclose decommissioning plans for nuclear power plants 3) Secure traceability 4) Secure transparency of decommissioning plans -
