회귀불연속 모형에 의한 동？하계 에너지바우처 효과 분석: 다중배정변수기법 활용

Abstract

본 연구는 회귀불연속 방법론을 이용하여 동계 및 하계 에너지바우처 사업의 정책효과를 분석한다. 수혜기준이 소득 및 가구원 특성 등 2개라는 점을 반영하여, 다중 배정변수를 활용한 회귀불연속 모형을 이용하였다. 특히 에너지바우처 수혜기준이 기초생활수급 및 기초연금 제도의 수혜기준과 중복되므로, 두 정책 기준의 한계효과를 고려하여 에너지바우처 사업의 연료비 지출액 증가에 대한 국지적 평균처리효과를 추정하였다. 동절기 에너지바우처의 고유효과는 약 42%로 나타났다. 반면 하절기 에너지바우처 효과는 나타나지 않았다. 그리고 동하절기에서 모두 배정점보다 소득이 낮은 가구가 상대적으로 소득이 높아 에너지복지 사각지대에 놓인 차상위계층보다 오히려 연료비 지출액을 늘리는 것으로 나타났다. 이는 배정점 부근의 소득 수준이 비슷한 가구들 가운데 기초생활수급으로 인한 연료비 지출액 증가로 인한 효과로 볼 수 있다. This study aims to study the impact of the energy voucher in Korea on energy consumption in both winter and summer. This energy voucher has two qualifying criteria:household income and date of birth. As a result, this paper aims to estimate the net effect of the energy policy by applying the Regression-Discontinuity Design alongside multiple running variables. We use unique data from Seoul Institute which covers low-income households and their energy consumption. In Korea, there are certain social welfare policies which have similar requirements to the energy voucher, such as ‘basic senior pensions’ and ‘medical aid’. To assess the net impacts of the energy voucher on energy consumption, the marginal effect of these social welfare policies should be considered concurrently. In the results of our study, we found that mpc of energy voucher in winter was 0.42 but in summer the vouchers had little to no effect because the amount supplied by the cooling voucher is quite small compared with to the winter numbers in 2019.\ [Key Words] Energy Voucher, Energy Policy, Regression Discontinuity, Multiple Running Variable, Energy Poverty
