Abstract
Ⅰ. Background and Aims of Research ?In this study, the environmental impact assessment for implementation of the DMZ (Demilitarized Zone) development project has been proposed by collecting and developing information on the status of the natural environment and development plans in the DMZ and analyzing the sustainability of the development projects, which have been planned in the region. ?Main research contents ㅇTo review the preceding research on the region and to collect and analyze the environmental information of Gangwon DMZ (including the border area), the natural environment survey data for the targeted research site, and the environmental and development plan information on Gangwon DMZ including the border area. ㅇThe status and the prospects of the development projects in the border area of Gangwon-do were analyzed based on the research on the development plans and projects of Gangwon DMZ. ㅇThe environmental status of Gangwon DMZ and border area was analyzed and documented based on the land cover maps provided by the Seoul-Busan Environmental Geographic Information Service, and the information on the development plans obtained from the central government and basic local governments in Gangwon-do and the border areas. ㅇEnvironmental impact assessment criteria for planned development projects in the border area and DMZ, and standards and plans for each environmental impact assessment factor for development projects were presented. Ⅱ. Status of Gangwon DMZ Border Area 1. General status of the border area ?The border area is a city/county connected to the DMZ or the Northern Limit Line on the sea, which is established pursuant to the?Korean Armistice Agreement?, passed on July 27, 1953. Additionally, it is a city(si)/county(gun) prescribed by Presidential Decree based on the distance from the civilian control line, geographic conditions, etc., among areas south of the civilian control line under subparagraph 7 of Article 2 of the?Protection of Military Bases and Installations Act?. ㅇThe si/gun within the border areas of Gangwon-do connected to the established DMZ pursuant to the?Korean Armistice Agreement?or the Northern Limit Line on the sea are Cheorwon-gun, Hwacheon-gun, Yanggu-gun, Inje-gun, and Goseong-gun. 2. Status of land use ?The border area in Gangwon-do comprises five guns (counties), with a total area of 4,779.54 km2, consisting of 28 eup, myeon, and dong and 495 tong and ri. ?Land use status survey by each city/county in the border area of Gangwon-do indicated that the urban areas account for 0.52.9% of the total area, and non-urban areas account for 97.199.5%. 3. Households and resident population ?According to a survey of the population status of each city/county within the border area of Gangwon-do, the number of households were 11,34021,583 with 24,09847,921 residents, the population per household being 2.02.2, and the population density being 20.053.9 person/km2. 4. General environment status ?Baekdu-daegan protected area and major ridges: Baekdu-daegan protected area is located in Inje-gun and Goseong-gun. ?Designated park status: 125 parks ?Designated natural park status: One national park, one county park, and one geopark ?Wetland protected area and Ramsar wetland status: 33 wetlands including three wetland protected areas (Han River estuary wetlands) ? Water resource protection areas: 11 ? Waterfront Area: None ? Wildlife protection area: 5 ? Observation areas for ecosystem change: 6 designated areas ? Water pollution management areas: Not implemented in the region ? Special water preservation area: None ?Atmospheric environment regulation area and atmospheric management zone: None ?Special countermeasure area for air quality protection: None ?Restricted area for installation of environment polluting facilities: None ? Countermeasure area for soil conservation: None ? Sea conservation and special management area: None ? Odor management area: None ? Mines: 117 locations ? Management area for naturally occurring asbestos 5. Natural environment ?Ecological and natural maps: First grade ecological and natural maps are widely distributed compared to maps of other cities and provinces. ?National environmental zoning map: First and second grade maps for most areas excluding major urban areas 6. Status of environment damaging facilities ?Environmental pollutant emission facilities: Total 733 facilities including 162 air-polluting facilities (gas, dust, soot/smoke, and odor), 472 water-polluting facilities (wastewater), and 99 noise and vibration facilities ?Roads: Total length 2,076,234 m (average pavement rate 77.0%), consisting of 34,200 m highway, 478,205 m national road, 430,276 m local road, and 1,133,553 m provincial road ?Industrial and agro-industrial complexes: Seven agro-industrial complexes 7. Status of major protected facilities ?Cultural heritage sites: Total of 73 cultural heritage sites are distributed throughout the region and they include 23 provisionally designated cultural heritage sites, 24 local designated cultural properties, 14 cultural heritage resources, and 12 designated cultural heritage sites ? Water intake facilities: 19 facilities ? Water purification facilities: 21 facilities 8. Status of basic environmental facilities ? Sewage treatment plants: Four plants ? Landfill facilities for wastes: Five landfill facilities ? Waste incineration facilities: Five incineration facilities ?Public sewage treatment facilities: 17 public sewage treatment facilities with a treatment capacity of 500 m3/day or above 9. Status of socio-economic environment ? Industries: 90 mining and manufacturing businesses Ⅲ.Status of Development Plan and Project for Gangwon DMZ Border Area 1. Development plans according to entity ? Ministry of the Interior and Safety ㅇThe comprehensive development plan of the border area has been established by the Ministry of the Interior and Safety through consideration of the comprehensive national land planning, Seoul metropolitan area readjustment planning, master management plan of protected area, and regional development plan in accordance with Article 5 of the Special Act on Support for Border Area. The major development projects in the DMZ border area in Gangwon region are shown in Table 1. ? Gangwon-do ㅇ26 development projects are planned in the DMZ border area in the Gangwon region. In accordance with Article 8 of the Regional Development Assistance Act, Gangwon-do development strategies have been established for the growth of promotion, border, and hub areas in Gangwon-do. Additionally, plans have been established to reinforce the connection between cities/counties through the construction of an extensive tourism route and revitalization of the local economy by discovering the specialized industries in the area; 20 such development projects are in progress. 2. Development plans according to development project types ?Development plans according to project types in the DMZ border area of Gangwon-do include 23 road and railroad projects, 19 tourism complex projects, 8 industrial and logistics complexes, and 19 other projects (urban development, power generation complex, and cableway development) Ⅳ.Environmental Impact Assessment Review Points of the Development Plans in the Gangwon DMZ Border Area according to Project Type 1. Selection of environment impact assessment key factors ?Review points of development projects (common) according to major factorsy ㅇThe key review points were derived during the common environmental impact assessment conducted in accordance with the development plan, which considered the environmental status of the DMZ border area in Gangwon-do. Furthermore, the key assessment factors and review points were derived during the environmental impact assessment while considering the characteristics of each development project for each project type. ?Key review points of development project (common) according to major factors ㅇFor the road and railroad project, the following nine key assessment factors from the aforementioned review points need to be selected: flora/fauna and natural environment assets in the field of natural environment, air quality of the atmospheric environment field, water quality of the water environment field (including marine environment field if it is adjacent to the coast), land use and topography/geology of the land environment field, noise/vibration, aesthetic landscape, and shadow of the living environment field. ㅇIn case of the tourism complex, nine key assessment factors need to be selected from the key review points related to the development of the tourism complex among urban development projects due to the nature of the project. The key factors are as follows: flora/ fauna and natural environment assets in the field of natural environment, air quality of the atmospheric environment field, water quality of the water environment field (including marine environment field if it is adjacent to the coast), land use and topography/geology of the land environment field, eco-friendly resource circulation, noise/vibration, and aesthetic landscape in living environment field. ㅇFor the industrial and logistics complex construction projects, the following 11 key assessment factors from the aforementioned review points need to be selected: flora/fauna in the field of the natural environment, air quality and odor of the atmospheric environment field, water quality of the water environment field (including marine environment field if it is adjacent to the coast), land use, soil, and topography/geology of the land environment field, eco-friendly resource circulation, noise/vibration, aesthetic landscape, and hygiene/public health in the living environment field. Ⅴ. Conclusion and Policy Suggestions ?Gangwon DMZ and its border areas mostly include forested areas with dense vegetation floors, and many protected areas, such as Baekdu-daegan, natural parks, wetland protected areas, and wildlife protected areas. The project plan of a development project proposed within such an area may need to be changed or re-scaled in the environmental impact assessment stage in case of adverse damaging effects on the natural environment. Additionally, the project may not be initiated at all if the environmental damage is severe. ?Therefore, a harmony should exist between conservation and development. A true understanding of the status of the project site and the surrounding environment along with the development of an eco-friendly plan during the planning stage of the project will ensure sustainable development. In addition, the environmental impact of developmental projects should be minimized through the selection of appropriate location and developmental project plan, eco-friendly construction/design techniques, and suitable land use plan and facility design, which are in harmony with the surrounding environment. ?The key review points and major review points for each type of development project that have been analyzed and proposed in this study should be considered during the initiation of a development plan, and should be actively reflected during the implementation of the process plan to ensure sustainable development.


Ⅰ. 연구의 배경 및 목적 ?본 연구에서는 DMZ 일원의 자연환경 현황과 개발계획에 관한 정보를 수집·구축하고, 해당 지역에 계획 중인 개발사업들을 지속가능발전 측면에서 분석하며, 이를 토대로 DMZ 일원 개발사업의 실행 단계에서 적용·시행할 수 있는 환경영향평가 방안을 제시함 ? 주요 연구 내용 ㅇ강원권 DMZ 일원(접경지역 포함) 선행연구 조사 및 환경정보 수집·분석의 경우 연구 대상 공간에 대한 자연환경조사 자료를 수집하고, 접경지역을 포함한 강원권 DMZ 일원에 대한 환경정보 및 개발계획 정보를 수집·구축함 ㅇ수집된 강원권 DMZ 일원 개발계획 및 개발사업을 토대로 현황을 분석하고, 강원도 접경지역에서의 개발사업의 전망을 분석함 ㅇ경부 환경정보공간서비스 등에서 제공하는 토지피복도를 비롯한 다양한 데이터를 토대로 강원권 DMZ 및 접경지역의 환경 현황을 분석하였으며, 중앙정부, 강원도 및 접경지역 기초지방자치단체로부터 개발계획에 대한 정보를 습득하여 자료화함 ㅇ접경지역 및 DMZ 일원에 계획된 개발사업에 대한 환경영향평가기준을 제시하였으며, 개발사업에 대한 환경영향평가 항목별 기준 및 방안도 제시함 Ⅱ. 강원권 DMZ 접경지역 현황 1.접경지역 일반 현황 ?접경지역이란 1953년 7월 27일 체결된 ‘군사정전에 관한 협정’에 따라 설치된 비무장지대 또는 해상의 북방한계선과 잇닿아 있는 시·군과 ?군사기지 및 군사시설 보호법? 제2조 제7호에 따른 민간인통제선 이남의 지역 중 민간인통제선과의 거리 및 지리적 여건 등을 기준으로 하여 대통령령으로 정하는 시·군을 말함 ㅇ강원도의 접경지역 중 ‘군사정전에 관한 협정’에 따라 설치된 비무장지대 또는 해상의 북방한계선과 잇닿아 있는 시·군은 철원군, 화천군, 양구군, 인제군, 고성군 5개 군을 말함 2. 토지 이용 현황 ?강원도 접경지역은 5개 군으로 이루어져 있으며, 총 면적 4,779.54km2, 28개 읍·면·동과 495개 통·리로 구성되어 있음 ?강원도 접경지역 내 각 시·군별 용도 지역별 토지 이용 현황 조사 결과, 도시지역은 0.5~2.9%의 비율을 차지하고, 비도시지역은 97.1~99.5%의 비율을 차지하고 있음 3. 주거 및 인구 ?강원도 접경지역 내 각 시·군별 인구 현황 조사 결과, 총 11,340~21,583세대, 24,098~47,921인이 거주하고 있으며, 세대당 인구는 2.0~2.2인, 인구밀도는 20.0~53.9인/km2로 나타남 4. 일반 환경 현황 ?백두대간 보호지역 및 주요정맥 등: 백두대간 보호지역은 인제군과 고성군에 위치 ?공원 지정 현황: 총 125개소의 공원이 있음 ?자연공원 지정 현황: 국립공원 1개소, 군립공원 1개소, 지질공원 1개소가 위치 ?습지보호지역 및 람사르습지 현황: 습지보호지역 3개소(한강하구 습지)를 포함하여 총 33개소의 습지가 위치 ?상수원보호구역: 총 11개소가 위치 ?수변구역: 없음 ?야생생물 보호구역: 총 5개소가 위치 ?생태계 변화 관찰 대상 지역: 총 6개소의 생태계 변화 관찰 대상 지역이 지정 ?수질오염총량 관리 대상 지역: 미시행 지역임 ?상수원 수질보전 특별대책 지역: 없음 ?대기환경규제지역 및 대기관리권역: 없음 ?대기보전특별대책지역: 없음 ?배출시설 설치제한지역: 없음 ?토양보전 대책지역: 없음 ?환경보전해역 및 특별관리해역: 없음 ?악취관리지역: 없음 ?광산: 총 117개소가 있음 ?자연발생석면 관리지역 5. 자연환경 ? 생태·자연도: 타 시·도에 비해 생태·자연도 1등급 권역이 넓게 분포 ? 국토환경성평가지도: 주요 시가지를 제외한 대부분의 지역이 1, 2등급에 해당 6. 환경피해유발시설물 현황 ?환경오염물질 배출시설 현황: 대기(가스·먼지·매연 및 악취) 162개소, 수질(폐수) 472개소, 소음·진동 99개소 등 총 733개소의 환경오염물질 배출 시설이 위치 ?도로 현황: 총 연장 2,076,234m(평균 포장률 77.0%) 중 고속도로 34,200m, 일반국도 478,205m, 지방도 430,276m, 시군도 113만 3,553m로 구성 ?산업단지 및 농공단지 현황: 농공단지 7개소가 입지 7. 주요 보호 대상 시설물 현황 ?문화재 현황: 가지정문화재 23점, 지방지정문화재 24점, 문화재자료 14점, 등록문화재 12점 등 총 73점의 문화재가 분포 ? 취수장 현황: 취수장 19개소가 위치 ? 정수장 현황: 정수장 21개소가 위치 8. 환경기초시설 현황 ? 분뇨처리시설 현황: 분뇨처리시설 4개소가 위치 ? 폐기물 매립시설 현황: 폐기물 매립시설 5개소가 위치 ? 폐기물 소각시설 현황: 폐기물 소각시설 5개소가 위치 ?공공하수처리시설 현황: 처리시설 용량 500m3/일 이상의 공공하수처리시설이 총 17개소가 위치 9. 사회·경제환경 현황 ? 산업현황: 광업 및 제조업 사업체가 총 90개소가 위치 Ⅲ. 강원권 DMZ 접경지역 개발계획 및 개발사업 현황 1. 추진기관별 개발계획 ? 행정안전부 ㅇ접경지역 발전종합계획은 ?접경지역 지원 특별법? 제5조에 따라 ??국토종합계획??, ??수도권정비계획??, ??보호구역 등 관리기본계획??, ??지역개발계획?? 등을 고려하여 행정안전부장관이 수립하는 계획으로, 강원권 DMZ 접경지역에 해당하는 주요 개발사업은 과 같다. ? 강원도 ㅇ강원권 DMZ 접경지역에 26개의 개발사업이 계획되어 있음. ?지역 개발 및 지원에 관한 법률? 제8조에 따라 강원도 내 성장촉진지역, 접경지역, 거점지역을 대상으로 강원도 발전 전략을 수립하고 지역특화산업을 발굴하여 지역경제 활성화, 광역관광루트 조성 등 시·군 간 연계를 강화하기 위한 계획을 수립하였으며, 20개의 개발사업이 추진되고 있음 2. 개발 유형별 개발계획 ?강원도 DMZ 접경지역에서 계획되어 있는 개발사업은 유형별로 도로 및 철도사업 23건, 관광단지 조성사업 19건, 산업 및 물류단지 8건, 기타 사업(도시개발, 발전단지, 삭도건설) 19건 등으로 조사됨 Ⅳ. 강원권 DMZ 접경지역 개발계획 유형별 환경영향평가 중점 검토 사항 1. 중점 평가 항목의 선정 ? 개발사업(공통사항) 주요 항목별 중점 검토 사항 ㅇ강원도 DMZ 접경지역의 환경 현황을 고려한 개발계획에 대한 공통적인 환경영향평가 시 중점적으로 검토할 사항을 도출하였고, 각 유형별 개발사업은 사업의 특성을 고려하여 환경영향평가 시 중점 평가 항목 및 검토 내용을 각각 도출하였음 ? 개발사업(공통 사항) 주요 항목별 중점 검토 사항 ㅇ도로 및 철도 사업은 앞서 제시된 항목별 검토 사항과 같이 자연환경분야 중 동·식물상, 자연환경자산 항목, 대기환경 분야 중 대기 질 항목, 수환경 분야 중 수질 항목(해안이 인접한 경우 해양환경 분야 추가), 토지환경 분야 중 토지 이용, 지형·지질 항목, 생활환경 분야 중 소음·진동, 위락·경관, 일조장해 항목 등 9개 항목을 중점 평가 항목으로 선정할 필요가 있음 ㅇ관광단지는 사업의 특성상 도시개발 사업 중 관광단지 개발 시 연관되는 중점 검토 항목을 선별하여 자연환경 분야 중 동·식물상, 자연환경자산 항목, 대기환경 분야 중 대기 질 항목, 수환경 분야 중 수질 항목(해안이 인접한 경우 해양환경 분야 추가), 토지환경 분야 중 토지 이용, 지형·지질 항목, 생활환경 분야 중 친환경적자원순환, 소음·진동, 위락·경관 항목 등 9개 항목을 중점 평가 항목으로 선정할 필요가 있음 ㅇ산업단지 및 물류단지 조성사업은 앞서 제시된 항목별 검토 사항과 같이 자연환경 분야 중 동·식물상 항목, 대기환경 분야 중 대기 질, 악취 항목, 수환경 분야 중 수질 항목(해안이 인접한 경우 해양환경 분야 추가), 토지환경 분야 중 토지 이용, 토양, 지형·지질 항목, 생활환경 분야 중 친환경적자원순환, 소음·진동, 위락·경관, 위생 및 공중보건 항목 등 11개 항목을 중점 평가 항목으로 선정할 필요가 있음 Ⅴ. 결론 및 정책 제언 ?강원도 DMZ 및 접경지역은 대부분이 임상이 우수한 산림지역이며, 백두대간 보호지역, 자연공원, 습지보호지역, 야생생물 보호구역 등 많은 보호지역이 분포하고 있음. 이러한 지역 내에 개발사업을 추진할 경우 자연환경이 훼손되는 등 환경에 부정적인 영향을 미치므로 환경영향평가 단계에서 사업계획이 변경되거나 규모 조정 등이 발생할 수 있으며, 훼손이 심할 경우 사업 자체를 추진하기가 불가능할 수도 있음 ?따라서 개발계획 수립 단계에서부터 사업 대상지 및 주변 지역의 현황을 정확히 파악하고 친환경적인 계획을 수립하여 보전과 개발이 서로 조화를 이루며 지속가능한 개발이 될 수 있도록 하여야 함. 또한 개발사업의 입지 및 계획의 적정성뿐만 아니라 다양한 친환경적 공사·설계기법, 주변 환경과의 조화를 이룰 수 있는 토지이용계획 및 시설물 설계 등을 통해 개발이 환경에 미치는 영향을 최소화할 필요가 있음 ?본 연구에서 분석·제안된 각 개발사업 유형별 중점 검토 사항 및 주요 검토 사항들을 개발계획 수립 시 고려하고, 친환경적인 공사가 될 수 있도록 공정계획에 적극 반영할 필요가 있음
