환경평가 지원을 위한 지역 환경현황 분석 시스템 구축 및 운영 : 소음지도를 활용한 지역(도시)별 환경용량평가

Abstract

Ⅰ. 연구의 배경 및 목적 ㅇ 기존 소음지도는 소음 환경 전체를 시각적으로 살펴볼 수 있음 ㅇ 그러나 공간 단위별로 소음의 종합적인 상황을 표현하기에는 부족함 ※ 소음지도에는 소음노출 인구, 각 소음도에 대한 건강영향 등이 포함되지 않기 때문에 정책적으로 가장 효과적인 소음 저감대책을 수립하는 데 한계 ㅇ 따라서 소음지도에 표시되는 소음도, 소음노출 인구, 건강영향 등에 근거하여 소음저감 정책 및 대책을 수립할 필요 있음 ㅇ 상기와 같이 시행할 때 가장 효과적인 대책을 수립할 수 있을 것으로 판단 Ⅱ. 공간 정보를 활용한 소음종합지수 제안 ㅇ 본 연구에서는 이러한 점에 착안하여 소음에 노출되는 인구 및 소음에 의한 건강영향을 종합적으로 산정하여 이를 공간상에 표출하는 방안을 제시 ㅇ 그러나 아직까지 소음의 건강영향 등에 있어서 기본이 되는 데이터가 국내에 없기 때문에 EU 데이터를 사용하고 있어 이로 인한 한계점 존재 ㅇ 결과적으로 국내 현황을 온전히 대표하는 결과에는 미치지 못하였으나 기존 소음지도의 단점을 극복하기 위해 사용되는 노출 면적, 노출 인구 산정보다는 좀 더 정확하고 비용 대비 효과적인 소음 저감 정책 및 대책을 수립할 수 있는 기초적인 방안을 제시 ㅇ 향후 소음의 건강영향에 대한 국내 데이터를 확보하여 좀 더 국내 현황을 반영한 현실적인 소음종합지수의 제안이 필요할 것으로 판단

Ⅰ. Background and Purpose of the Study ㅇ Existing noise maps can visually examine the entire noise environment. ㅇ However, it is not enough to express the overall situation of noise by space unit. ※ Since the noise map does not include the noise-exposed population and the health impact of each noise level, it is limited in establishing the most effective noise reduction measures by policy. ㅇ Therefore, it is necessary to establish noise reduction policies and measures based on the noise level displayed on the noise map, the noise-exposed population, and health impact. Ⅱ. Proposal of the Noise Composite Index Using Spatial Information ㅇ With this in mind, this study proposes a plan to comprehensively calculate the population exposed to noise and the health impact of noise and express it in space. ㅇ However, there are limitations due to the use of EU data because there is no data that is fundamental to the health effects of noise in Korea. ㅇ As a result, it did not reach the results that fully represent the current situation in Korea, but it is a basic that can establish more accurate and cost-effective noise reduction policies and countermeasures than the exposure area and exposed population calculations used to overcome the shortcomings of existing noise maps. Suggest a plan ㅇ In the future, it is determined that it is necessary to obtain domestic data on the health impact of noise and to propose a more realistic noise comprehensive index that reflects the domestic situation.
