DMZ 미래 대비를 위한 구동서독 접경지역 교훈 활용 방안 : 붕괴단계 교훈 도출 중심으로

Abstract

구동서독 접경지역은 붕괴에 대한 대처 미흡으로 현 보전 형상 구비에 오랜 기간이 소요되었다. 본 연구는 구동서독 접경지역 붕괴 단계 문제점 분석을 통해 1) 구동서독인 간의 “머리 속의 장벽”으로 인한 붕괴？해체 방치, 2) 사전 준비계획 미구비에 따른 보전 골든타임 상실, 3) 컨트롤 타워 부재로 인한 효율적 정책 집행 실패 등 3개 교훈을 도출했다. DMZ의 주요 가치 보전을 위한 이들 교훈 적용 최우선 과제로 “사전준비계획” 구비를 제시했다. 그리고 이의 실효성 구비를 위한 방안으로 첫째, DMZ 일원의 정치？사회？경제적 변화 추이를 실질적으로 반영한 DMZ 내부 보전 대상 지역 식별, 둘째, DMZ 내부 자연생태계의 획일적 1등급 지정이 아닌 보전 및 비보전 대상 구분, 셋째, DMZ 내부 보전 지역 중심의 “DMZ 최종체계” 도출 등 3개를 설정했다. 본 연구는 구동서독 접경지역 붕괴 당시 주요 교훈에 근거한 DMZ 주요 가치 보전 면의 사전준비계획 도출 절차를 제시했다는 점에 의의가 있다. It took a long time to reach the current conservation level in the Inner German Border Area (IGBA) due to insufficient responses on the collapse. Through analyzing the problems at the collapse stage of the IGBA, this study drew the following three lessons: 1) Neglecting the collapse and dissolution due to the “mental barriers” between West and East Germans, 2) Missing the prime time for conservation due to the lack of a preparation plan, 3) Failure to implement policies effectively due to the absence of a controlling entity. As the top priority for applying these lessons to preserve major assets in the Demilitarized Zone (DMZ) on the Korean Peninsula, this study proposes a “preparation plan.” As for its effectiveness, the following three measures are proposed: 1) Identification of conservation areas within the DMZ with substantive consideration of the socio-political and economic trends in the DMZ area, 2) Categorization of the DMZ into conservation and non-conservation areas instead of uniformly designating it all as a first-class natural ecosystem conservation area, 3) Deduction of the "finalized framework of the DMZ," focusing on the DMZ’s internal conservation areas. This study is significant as it verifies the procedures for drawing up a preparation plan to preserve major assets in DMZ based on the lessons learned from the IGBA.
