dc.description.abstract Ⅰ. Introduction 1. Background and objective ? DPR Korea’s natural ecosystem is rapidly declining, and accordingly, the benefits of the natural environment are decreasing. ㅇDPR Korea has continuously damaged forest ecosystems to create agricultural land and provide firewood due to the chronic lack of food and energy. ㅇIn addition, ecosystem services of the wetland have also been reduced by the reclamation of the coastal area of the West Sea to create agricultural land. ?In preparation for the future opening of DPR Korea, it is necessary to promote cooperation in pursuit of harmony between conservation and development of the environment. ㅇIn anticipation of DPR Korea’s openness, the New Economic Map and the Peace Economy on the Korean peninsula have been proposed, and if DPR Korea actually opens up in the future, it is necessary to ensure that eco-friendly and sustainable development is achieved in preparation for rapid development. ㅇIn the case of the Republic of Korea, rapid urbanization and development have resulted in reckless development, so DPR Korea needs to seek measures for environmental cooperation for the sustainable Korean peninsula so that conservation and development can be harmonized. 2. Main content of the study ?For the sustainable Korean peninsula, understanding the current status of DPR Korea’s natural ecosystem and seeking plans and strategies for inter-Korean environmental cooperation are necessary. ㅇThe significance of the natural environment has been presented in the context of sustainable development. In this regard, basic data on the region of DPR Korea was collected and the analysis on the relevant subjects, including the ecosystem services and ecological axis, was conducted. ㅇThe causes of damage to the natural environment in DPR Korea were diagnosed and the direction for action was proposed. ㅇPlans for inter-Korean environmental cooperation and sustainable development strategies for the Korean peninsula were explored. Ⅱ. Sustainable Development and Natural Ecosystems 1. Natural environment and sustainable development ? Natural environment and sustainable development ㅇThe natural environment is the basis of human survival and social and economic development and is a key element of sustainable development. ㅇFor the future generations as well as the current generation to continue to develop, the environment, society, and economy should be balanced, and the natural environment that provides various benefits to humans must not be damaged by development or economic activities. ? Biodiversity and ecosystem services ㅇBiodiversity refers to the abundance of living creatures and has great significance in its direct and indirect utilization value and existence itself. ㅇThe natural environment provides food, medicine, materials, etc., and provides various ecosystem services that are the benefits of nature such as pollution purification, disaster mitigation, culture, scenery, and recreation. ㅇHowever, due to urbanization, development, and pollution, one million species of living organisms on the planet are about to extinct and the ecosystem services are rapidly deteriorating, raising the awareness of the value of ecosystem services recently. ㅇThe value of ecosystem services such as carbon absorption of forests, contribution to wetland water supply and food security, and provision of habitats for living organisms is immeasurable. 2. The natural ecosystem, SDGs, and the current state of SDGs in DPR Korea and Republic of Korea ? SDGs and natural ecosystems ㅇThe UN has proposed 17 Sustainable Development Goals (SDGs) for sustainable development and many among these goals, including SDG 15 “Life on Earth” for terrestrial ecosystems, are closely related to the natural ecosystem. ㅇSDG 2 related to food production, SDG 6 related to water, SDG 7 related to energy, SDG 13 related to climate change, and SDG 14 related to marine ecosystems can all be achieved through a healthy natural ecosystem. ? SDG-related trends in DPR Korea and Republic of Korea ㅇThe Republic of Korea is developing and monitoring K-SDGs and specialized indicators. ㅇDPR Korea has also established its own targets and the implementation framework suitable for DPR Korea’s situation, showing great interest in sustainable development with SDG 15 dealing with sustainable forest management, soil environment destruction and restoration, and prevention of biodiversity reduction. Ⅲ.The Status of the National Territory and Natural Ecosystems in DPR Korea 1. DPR Korea’s biodiversity ? Overall status of biodiversity in DPR Korea ㅇDPR Korea is known to be rich in biodiversity, not only in terms of the ecosystem level, but also in terms of species diversity and genetic diversity. Although there are many species at risk of extinction, new species are continuously discovered through investigation and monitoring. ㅇThe biodiversity of DPR Korea includes 10,012 species of plants and 10,146 species of animals. It is also estimated that 676 kinds of fish, 17 kinds of amphibians, 26 kinds of reptiles, and 420 species of birds exist. ? Wetlands and biodiversity in DPR Korea ㅇWetlands are of very high ecological value. In particular, the coastal tidal flat ecosystem is the most productive ecosystem in the world and provides food and habitat for many living things. It is estimated that 65% of the Yellow Sea tidal flat has disappeared since the 1950s. ㅇMany migratory birds, including waterbirds, inhabit coastal wetlands and paddy wetlands in the lowlands of the west coast of DPR Korea and use these areas as passage ways. Also, rare species with high preservation values ??have been found here internationally. ㅇDPR Korea has also recently joined the Ramsar Convention, an international treaty on wetlands, as the awareness of the ecological value of wetlands, including the value of migratory birds living in wetlands as for ecotourism, has increased. ㅇDespite the high value of wetlands, natural wetlands are gradually disappearing due to the creation of agricultural land for food production, environmental pollution, and climate change in DPR Korea. 2.Protected areas with excellent ecosystems and biodiversity in DPR Korea ? Protected areas with excellent ecosystems and biodiversity in DPR Korea ㅇThe ecosystems of DPR Korea are largely classified into five types: forest and alpine ecosystems, river and lagoon ecosystems, wetland ecosystems, coastal and marine ecosystems, and agricultural ecosystems. ㅇDPR Korea has strict nature reserves, natural parks, habitat and species conservation zones, landscape reserves, and resource reserves according to the types of the International Union for Conservation of Nature (IUCN) and 326 locations have been designated. ㅇIn addition, there is a total of five areas that have been designated as the UNESCO Biosphere Reserves, including Mt. Baekdu which was registered in 1989. ?Protected areas with excellent ecosystems and high biodiversity in DPR Korea ㅇAreas with rich biodiversity in DPR Korea are mostly forest protected areas with the well-preserved ecological environment and coastal wetland ecosystems. ?Comparison of the current statuses of protected areas in DPR Korea and the Republic of Korea ㅇA total of 326 areas in DPR Korea and 3,465 areas in the Republic of Korea are designated as protected areas and in the case of UNESCO Biosphere Reserve, five sites are designated in both the Republic of Korea and DPR Korea. ? Changes in land use and ecosystem services in DPR Korea ㅇIn DPR Korea, land use is constantly changing according to the creation and development of agricultural land. Since the end of the 1980s, the area of ??agricultural land has increased significantly, and the build-up area, bare land, and water areas have also increased. ㅇOn the other hand, forests have decreased in particular and grassland and wetlands have also declined, with changes in land use that turned ecologically valuable forests and wetlands into agricultural and urbanized areas, which resulted in an overall decline in ecosystem services. ? Changes in ecosystem services in DPR Korea ㅇEcosystem services in DPR Korea are decreasing in all types of land use such as forests, grasslands, and wetlands, except for agricultural lands and wetlands that have increased in area, and overall ecosystem services decreased by about 7% from the late 80s to the end of the 2010s. ㅇAccording to the carbon absorption rate of forests and wetlands in DPR Korea by year, it can be seen that the absorption capacity of greenhouse gases is high. In particular, the absorption rate of wetlands is high. It can be seen that it is necessary to restore it. 3. DPR Korea’s biodiversity conservation system ? Status of natural environment management ㅇDPR Korea’s natural environment-related legal system began with the enactment of the Environmental Protection Act in 1986 and tthe National Territory Planning Act (enacted in 2002) Environmental Impact Assessment Act (enacted in 2005), National Land Environment Protection Enforcement Act (enacted in 1998), Forest Act (enacted in 1992), Daedong River Pollution Prevention Act (enacted in 2008), Sea Pollution Prevention Act (established in 1997). ㅇFigure 6 shows the history of DPR Korea’s natural environment-related laws and nature reserves. National biodiversity strategy ㅇThe vision presented in DPR Korea’s First (1998-2006) and Second National Biodiversity Strategy (2007-present) is “to make the whole country full of birds and animals and make people live a prosperous and civilized life.” It is the pursuit of harmony with nature. ㅇIt is progressing in a way that promotes sustainable development through which both the present and future generations can benefit from biodiveristy in a sustainable way, by shifting to enhancing the conservation capacities in protected areas and building the networks of national protected areas, away from strengthening the regulations and establishing the systems related to biodiversity. ㅇDPR Korea intends to contribute to solving pending issues such as food shortage through the creation of a healthy natural ecosystem by reinforcing the national protected area management network, updating the Red List for the conservation of endangered species, and pursuing the spread of eco-friendly farming methods and conservation of agricultural biodiversity. Ⅳ.Ecological Conservation Strategies and Inter-Korean Cooperation Measures for Sustainable Development of the Korean Peninsula 1.Trends in international discussions on ecosystems and DPR Korea’s activities ?Trends in international discussions on biodiversity and ecosystems and their applicability to DPR Korea ㅇIn the Convention on Biological Diversity, discussions are under way with respect to expanding protected areas to promote biodiversity through habitat conservation. ㅇArea-based policies, such as the designation of protected areas, are the most effective way to preserve biodiversity and improve ecosystem services. ㅇThe UN Convention on the Prevention of Desertification emphasizes the importance of Land Degradation Neutrality (LDN), which prevents damage to natural resources and improves the value of natural resources through ecological restoration. ㅇThe Biodiversity Science Organization (IPBES) urges action for nature and people by policy makers and the industry by presenting the damage caused by the destruction of biodiversity and the rapid deterioration of nature through its global assessment report. ? Applicability of related discussions to DPR Korea ㅇDPR Korea is participating in international conventions and organizations related to ecology such as the CBD and has been participating in activities to preserve the natural environment with the international community, such as wetland conservation activities. ㅇTherefore, it is possible to apply the programs promoted by the agreements and organizations in which DPR Korea has joined. For example, it is possible to improve the natural environment and ecosystem services of DPR Korea by participating in LDN target programs and East Asian migratory bird network activities such as EAAFP. 2.Inter-Korean Cooperation Plans and Strategy for the Conservation of the Natural Environment ? Direction for management of the Korean peninsula’s natural ecosystem ㅇInvestigation of the causes of damage to the natural environment in DPR Korea and the pursuit of solutions based on nature :The causes of damage to the natural environment in DPR Korea include: 1) population growth, habitat loss, deterioration, and fragmentation, introduced species (introduced foreign species), excessive consumption of natural resources, environmental pollution, the lack of awareness of ecosystem services and conservation of natural environment, and the impact of climate change as common causes, 2) natural disasters, food shortages, energy shortages, and lack of proper land management and planning as specific causes for DPR Korea. ㅇEstablishment of an ecological network centered on the core ecosystem and preservation of the ecological axis. ㅇPromotion of ecosystem resilience, health, and sustainability ㅇEstablishment of a stainable land management direction (pursuit of neutralization of land devastation) ?Inter-Korean environmental cooperation plan and implementation strategy in the field of natural ecology ㅇThe cooperation plan for the conservation of natural ecosystems is largely dealing with seven themes: 1) establish a basic system for monitoring and management to understand the status of natural ecosystems, 2) promote biodiversity and restore ecosystem health, 3) ecosystem conservation plans and strategies, 4) joint climate change response between the two Koreas, 5) strengthen capabilities to respond to natural disasters, 6) reinforcing capacity to preserve biodiversity and ecosystems, and 7) pursuing harmony between conservation and use of ecosystems. ㅇ The detailed cooperation plan for each topic is in Table 6. ㅇSix strategies for promoting inter-Korean environmental cooperation in the field of natural ecology were derived: 1) promote cooperation in consideration of DPR Korea’s needs, 2) exert efforts to achieve SDGs and their linkage, 3) promote environmental cooperation through linking sectors, 4) promote environmental cooperation using international environmental agreements, 5) promote cooperative projects using the international network, and 6) promote cooperative projects according to the situation in DPR Korea, such as the level of sanctions on DPR Korea. Ⅴ. Conclusion and Suggestions ? Conclusion ㅇSince the ecosystems are connected, the two Koreas must cooperate in order to preserve the environment well. ㅇIt is necessary to promote inter-Korean environmental cooperation in order to prevent reckless development in preparation for the future opening of DPR Korea and to pursue harmony between conservation and development of the natural environment. ㅇThe natural environment is a non-political field and cooperation and exchange can be promoted even under sanctions on DPR Korea. Also, it is possible to contribute to the improvement of inter-Korean relations by restoring trust through environmental improvement and inter-Korean exchanges and communication. ㅇEnvironmental cooperation must be strengthened for the sustainable development of the Korean peninsula and the joint prosperity of the two Koreas. ? Suggestions ㅇIt is necessary to continuously grasp the status of land use changes and the environment including natural ecosystems of DPR Korea. ㅇAdditional studies not covered in this study should be continued, such as trends related to endangered species, cooperation in the bio-industry using the resources of indigenous biological resources of the Korean Peninsula, measures to apply environmental safeguards, and studies on ecosystem changes due to climate change. -
dc.description.abstract Ⅰ. 연구의 배경 및 목적 1. 연구의 배경과 필요성 ? 북한은 자연생태계가 급격히 감소하고 있으며, 이에 따라 자연이 주는 혜택도 감소하고 있음 ㅇ 북한은 고질적인 식량 및 에너지 부족으로 인해 농경지의 조성과 땔감 마련을 위해 지속적으로 산림생태계를 훼손시켜옴. ㅇ 또한 농경지 조성을 위한 서해 연안 매립으로 습지생태계의 생태계서비스도 감소. ? 미래의 북한 개방에 대비하여 환경의 보존과 이용의 조화를 추구하는 협력을 추진할 필요가 있음 ㅇ 북한 개방에 대한 기대로 한반도 신경제지도와 평화경제가 제안된 바 있으며, 향후 북한이 실제 개방될 경우 급격한 개발에 대비하여 친환경적이고 지속가능한 발전이 이루어지도록 할 필요가 있음. ㅇ 남한의 경우 급속한 도시화와 개발로 난개발이 초래된 바 있어 북한은 보존과 이용이 조화를 이룰 수 있도록 지속가능한 한반도를 위한 환경협력 방안을 모색할 필요가 있음. 2. 연구의 주요 내용 ? 지속가능한 한반도를 위해 북한의 자연생태계 현황을 파악하고 남북환경협력 방안 및 전략 모색 ㅇ 지속가능한 발전의 맥락에서 자연환경의 의의를 제시하고 이와 관련하여 북한지역의 기초 자료를 수집하고 생태계서비스 및 생태축 등 관련 분석. ㅇ 북한지역 자연환경의 훼손을 초래하는 원인을 진단하고 대응 방향 모색. ㅇ 한반도의 지속가능한 발전을 위한 남북환경협력 방안과 추진 전략 모색. Ⅱ. 지속가능한 발전과 자연생태계 1. 자연환경과 지속가능발전 ? 지속가능발전 맥락에서의 환경 ㅇ 자연환경은 인간의 생존과 사회 및 경제발전의 근간으로 지속가능한 발전의 핵심요소. ㅇ 현 세대뿐 아니라 미래 세대도 지속적으로 발전하기 위해서는 환경과 사회 및 경제가 균형을 이루어야 하며, 인간에게 다양한 혜택을 주는 자연환경이 개발과 경제활동으로 훼손되어서는 안 됨. ? 생물다양성과 생태계서비스 ㅇ 생물다양성은 생물의 풍부함을 일컫는 것으로 직간접적인 활용 가치가 있으며, 존재 자체로도 큰 의미가 있음. ㅇ 자연환경은 식량과 의약품, 물질 등을 제공하며 오염 정화와 재해 완충, 문화와 경관 및 휴양 등의 혜택과 다양한 생태계서비스를 제공하여 인간이 살아가는 데 없어서는 안 되는 귀중한 요소임. ㅇ 그러나 도시화와 개발 및 오염 등으로 지구 상 100만 종의 생물이 멸종 위기에 처하였으며, 생태계서비스가 급격히 저하되고 있는 상황으로 최근 생태계서비스의 가치에 대한 인식이 제고되고 있음. ㅇ 산림의 탄소 흡수, 습지의 물 공급과 식량안보 기여, 생물들에 대한 서식처 제공 등 생태계서비스의 가치는 금전적으로 환산하기 어려움. 2. 자연생태계와 SDGs 및 남북의 SDGs 관련 현황 ? SDGs와 자연생태계 ㅇ 유엔은 지속가능한 발전을 위해 17개의 지속가능발전목표(SDGs)를 제시하였으며, 육상생태계에 대한 SDG 15 ‘땅위의 생명’뿐 아니라 다수의 발전 목표가 자연생태계와 밀접한 관련이 있음. ㅇ 식량 생산과 관련된 SDG 2, 물과 관련된 SDG 6, 에너지와 관련된 SDG 7, 기후변화에 대한 SDG 13, 해양생태계에 대한 SDG 14 등이 모두 건강한 자연생태계를 통해 성취될 수 있음. ? 남북한의 SDGs 관련 동향 ㅇ 남한은 K-SDGs를 개발하여 특화된 지표를 개발하여 모니터링하고 있음. ㅇ 북한도 북한의 실정에 맞는 목표 설정과 이행 체계도를 구축하였는데, 이 중 SDG 15는 지속가능한 숲 관리, 토양환경 파괴 방지 및 복원, 생물다양성 감소 방지를 다루며 지속가능한 발전에 큰 관심을 보이고 있음. Ⅲ. 북한의 국토 및 자연생태계 현황 1. 북한의 생물다양성 ? 북한의 전반적 생물다양성 현황 ㅇ 북한은 생태계의 수준뿐 아니라 종다양성과 유전자 다양성 측면에서도 생물다양성이 풍부한 것으로 알려져 있는데 멸종 위기에 처한 종들도 상당하지만 조사와 모니터링에 따라 지속적으로 새로운 종이 발견되고 있음. ㅇ 북한의 생물다양성은 식물계 10,012종, 동물 10,146종으로 동물의 경우 척추동물 1,436종, 무척추동물 8,652종이며, 포유류 107종(육상 79종, 해양 20종), 어류 866종(담수어류 190종, 해양 어류 676종), 양서류 17종, 파충류 26종, 조류 420종이 존재하는 것으로 추정됨. ? 북한의 습지와 생물다양성 ㅇ 습지는 생태적으로 그 가치가 아주 높은데, 특히 연안의 갯벌 생태계는 전 세계적으로 가장 생산적인 생태계이며, 많은 생물들에게 먹이와 서식처를 제공하나, 1980년대부터 2000년대 말까지 북한 갯벌은 연평균 1.2%가 사라졌고, 1950년대 이후 황해 갯벌의 65%가 사라진 것으로 추정됨. ㅇ 북한의 서해연안 저지대의 연안습지와 논 습지에는 물새를 비롯한 많은 철새들이 서식하며, 수많은 철새들의 이동통로로 활용될 뿐더러 국제적으로 보존 가치가 높은 희귀 생물종이 발견됨. 북한도 최근 습지에 사는 철새에 관한 생태관광의 가치를 비롯하여 습지의 생태학적 가치에 대한 인식이 높아져 2017년에 습지에 대한 국제조약인 람사르협약에 가입함. ㅇ 습지의 가치가 매우 높음에도 불구하고 북한의 습지는 식량 생산을 위한 농경지 조성과 환경오염 및 기후변화 등으로 인해 점차 사라지고 있는 실정임. 2. 북한의 생태계와 생물다양성이 우수한 보호지역 ? 북한의 생태계와 보호지역 체계 ㅇ 북한의 생태계는 크게 산림과 고산지대 생태계, 강과 석호 생태계, 습지 생태계, 해안가와 해양생태계, 농업 생태계 다섯 가지 유형으로 분류됨. ㅇ 북한은 IUCN 유형에 따른 엄격한 자연보호구, 자연공원, 자연보호구역, 서식처 및 종보존 지역, 경관보호구 및 자원보호구가 있으며, 326개소가 지정되어 있음. ㅇ 또한 유네스코 생물권보존지역으로 1989년 등록된 백두산을 비롯하여 구월산, 묘향산, 칠보산, 그리고 2018년 새롭게 등록된 금강산 생물권보존지역의 총 다섯 지역이 지정되어 있으며, 람사르협약에 가입하면서 지정된 람사르 습지 2개소가 있음. ? 생물다양성이 높은 북한의 우수 생태계 보호지역 ㅇ 북한에서 생물다양성이 뛰어난 지역은 주로 연안에 위치한 습지생태계와 자연생태 보존 상태가 우수한 주요 산림 보호지역임. ? 남북한 보호지역 지정 현황 비교 ㅇ남북한 보호지역은 북한은 총 326개, 남한은 총 3,465개소가 지정되어 있으며, 유네스코 생물권보전지역의 경우 남과 북에는 각각 5개소가 지정되어 있음. ? 북한의 토지 이용 변화와 생태계서비스 ㅇ북한은 농경지 조성과 개발에 따라 지속적으로 토지 이용이 변하고 있는데, 1980년대 말 이후 농경지 면적이 크게 증가하였으며, 시가화, 나지, 수역 면적도 증가하였음. ㅇ반면 산림이 특히 감소하였으며, 초지 및 습지도 감소하여 생태학적으로 가치가 높은 산림과 습지가 농경지 및 시가화 지역으로 개발되는 토지 이용 변화가 일어나 생태계서비스가 전체적으로 감소함. ? 북한의 생태계서비스 변화 ㅇ북한의 경우 토지 이용별 생태계서비스는 면적이 증가한 농경지와 습지를 제외하고는 산림, 초지, 습지 등의 모든 토지 이용 유형에서 생태계서비스가 감소하고 있으며, 전체적인 생태계서비스는 1980년대 말에서 2010년대 말에 이르기까지 약 7% 감소하였음. ㅇ 북한의 연대별 산림과 습지의 탄소흡수율을 분석한 결과 산림과 습지의 온실가스 흡수 능력이 높음을 알 수 있으며, 특히 습지의 흡수율이 높아 생물다양성뿐 아니라 기후변화에 대응하기 위해서도 산림과 습지와 같은 생태계를 보존 및 복원해나가는 것이 필요함을 알 수 있음. 3. 북한의 생물다양성 보존 체계 ? 자연환경 관리 현황 ㅇ 북한의 자연환경 관련 법제도는 1986년 제정된 ?환경보호법?을 중심으로 환경보호를 본격적으로 다루기 시작하였으며, 관련 법률로 ?국토계획법?(2002년 제정), ?환경영향평가법?(2005년 제정), ?국토환경보호단속법?(1998년 제정), ?산림법?(1992년 제정), ?대동강오염방지법?(2008년 제정), ?바다오염방지법?(1997년 제정), ?하천법?(2002년 제정) 등이 제정됨. ㅇ 북한의 자연환경 관련법과 자연보호구의 지정 흐름을 살펴보면 과 같음. ? 국가생물다양성 전략 ㅇ북한의 제1차(1998~2006년) 및 제2차 국가생물다양성전략(2007~현재)의 내용을 살펴보면 비전은 “전국을 새와 동물이 가득한 금수강산으로 만들고 사람들이 풍요롭고 문명화된 삶을 살게 함”으로써 자연과 조화를 추구하는 것임. ㅇ생물다양성 보존 관련 법규 강화와 체계의 수립에서 점차 자연보호구의 보존 능력을 강화하고, 국가 보호구 네트워크를 구축하여 현재와 미래 세대가 생물다양성으로부터 오는 혜택을 지속가능하게 누릴 수 있는 지속가능한 발전을 추구하는 방향으로 나아가고 있음. ㅇ북한은 국가보호지역 관리 네트워크를 강화하고, 멸종위기종을 보존하기 위한 적색목록을 업데이트하며, 친환경 농법의 보급과 농업 생물다양성 보전을 추구하여 건강한 자연생태계를 조성함으로써 식량 부족 등의 현안 문제 해결에 기여하고자 함을 알 수 있음. Ⅳ. 한반도 지속가능발전을 위한 생태보전 전략과 남북협력 방안 1. 생태분야 국제논의 동향과 북한의 활동 ? 생물다양성과 생태계 관련 국제 논의 동향과 북한에의 적용성 ㅇ생물다양성협약에서는 서식처 보존을 통해 생물다양성을 증진하기 위해 보호지역 확대에 대해 논의하고 있는데, 최근 생태계의 보존뿐 아니라 훼손된 생태계의 복원에 대한 논의가 활발함. ㅇ보호지역 지정과 같이 면적에 기반한 정책은 생물다양성을 보존하고 생태계서비스를 향상시키는 데 가장 효과적인 방법임. ㅇ유엔사막화방지협약에서는 자연자원의 훼손을 방지하고 생태 복원 등을 통해 자연자원의 가치를 향상시키는 토지황폐화 중립(LDN: Land Degradation Neutrality)의 중요성을 강조함. ㅇ생물다양성과학기구(IPBES)는 전 세계 평가 보고서를 통해 생물다양성의 파괴와 자연의 급속한 악화에 따른 피해를 제시하여 자연과 사람을 위한 정책 입안자와 산업계의 행동을 촉구함. ? 관련 논의의 북한에의 적용성 ㅇ북한은 CBD 등 생태 관련 국제협약과 기구에 참여하고 있으며 습지 보존활동 등의 자연환경 보존을 위한 활동에 국제사회와 함께 참여해오고 있음. ㅇ따라서 북한이 가입한 협약과 기구에서 추진하는 프로그램을 적용할 수 있는데, 가령 LDN 타깃 프로그램과 EAAFP와 같은 동아시아 철새네트워크 활동 등에 참여하여 북한의 자연환경을 개선하고 생태계서비스를 제고할 수 있음. 2. 남북 자연환경 보존 협력 방안과 전략 ? 한반도 자연생태계 관리 방향 ㅇ 북한 자연환경 훼손의 원인 고찰과 이에 따른 자연에 기반한 해법의 추구 :북한의 자연환경 훼손 원인으로는 1) 일반적 원인으로 인구증가, 서식지 소실과 퇴화 및 단편화, 도입종(외래종 도입), 자연자원의 과도 소비, 환경오염, 생태계서비스와 자연환경 보존의 중요성에 대한 인식 부족, 기후변화를 들 수 있으며, 2) 북한의 특수성에 따른 원인으로 자연재해 심화, 식량 부족, 에너지 부족, 적절한 국토관리 및 계획의 미비를 들 수 있음. ㅇ 핵심 생태계를 중심으로 한 생태네트워크 구축과 생태축의 보존. ? 자연생태 분야 남북환경협력 방안과 추진 전략 ㅇ 자연생태계 보존을 위한 협력 방안은 크게 7가지 주제로 도출됨. :1) 자연생태계의 현황 파악을 위한 모니터링과 관리를 위한 기초 체계 구축, 2) 생물다양성 증진 및 생태계 건강성 회복, 3) 생태계 보존 계획 및 전략 구축, 4) 남북 공동 기후변화 대응, 5) 자연재해 대응 역량 강화, 6) 생물다양성과 생태계 보존을 위한 역량 강화, 7) 생태계 보존과 이용의 조화 추구. ㅇ 주제별 세부 협력 방안은 과 같음. ㅇ 자연생태 분야 남북환경협력 추진 전략은 여섯 가지로 도출됨 : 1) 북한의 필요를 고려한 협력 추진, 2) SDGs 달성을 위한 노력과 연계, 3) 부문 간 연계를 통한 환경협력 추진, 4) 국제환경협약을 활용한 환경협력 추진, 5) 국제사회 및 국제 네트워크를 활용한 협력사업 추진, 6) 대북 제재 수준 등 대북 정세에 따른 협력사업 추진. Ⅴ. 결론 및 제언 ? 결론 ㅇ 생태계는 이어져 있어 환경을 잘 보존하기 위해서는 남북이 협력해야 함. ㅇ향후 북한의 개방에 대비하여 난개발을 방지하고, 자연환경의 보존과 이용의 조화를 추구하기 위해서는 남북환경협력을 추진해야 할 필요가 있음. ㅇ자연환경 분야는 비정치적인 분야로 대북 제재하에서도 협력과 교류를 추진할 수 있으며 환경 개선을 통한 신뢰 회복과 남북교류 및 소통으로 남북관계의 개선에도 기여할 수 있음. ㅇ 한반도의 지속가능한 발전과 남북 공동 번영을 위해 환경협력을 강화해나가야 함 ? 제언 ㅇ북한의 자연생태계를 비롯하여 토지 이용 변화 등 전반적인 환경 현황을 지속적으로 파악하고 관련 자료를 구축해나갈 필요가 있음. ㅇ멸종위기종 관련 동향, 한반도 토착생물 자원을 활용한 생물산업 협력, 환경세이프가드 적용 방안, 기후변화에 따른 생태계변화 연구 등 본 연구에서 다루지 못한 추가적인 연구를 지속해나가야 함. -
