dc.description.abstract I. 서론 1. 연구의 배경 ? (대내외) 폐기물 증가로 인한 사회적 문제 심화, 중국 폐기물 수입 금지, 탄소발자국 등 제품 환경규제 강화, 희유금속 확보 경쟁 가속화, 2050 넷 제로 선언 등에 대응하기 위해서는 저탄소 순환경제로의 전환이 필요함 ? 우리나라는 2050년 탄소 중립을 목표로 온실가스 배출을 줄이기 위해 구체적인 순환경제 전략을 수립할 필요가 있음 - ‘2050 탄소중립 추진전략’의 10대 과제 중 하나로 ‘순환경제 활성화’가 제시됨으로써 재사용 및 재활용 촉진을 통해 자원 사용을 최소화하고 온실가스를 감축하고자 하는 의지가 반영 - 한국판 뉴딜 2.0에 ‘탄소중립 추진기반 구축’이 신설됨에 따라 기존 그린뉴딜 사업에 ‘순환경제 활성화’가 추가 반영됨 ? 제품을 생산하고 소비하는 과정에서 상당량의 온실가스가 배출됨에 따라 탄소 중립 이행을 위해서는 에너지 전환뿐만 아니라 제품 전 주기적 관점에서 자원 이용 효율성과 순환성을 강조하는 순환경제가 중요한 역할을 담당할 수 있음 - 제품 생산 및 소비 단계에서부터 자원의 소비를 줄이고 제품 수명을 최대한 연장하는 동시에, 재활용을 통해 생산한 재생원료를 산업계에 다시 투입함으로써 자원 전주기에 걸쳐 지속가능성을 제고할 필요가 있음 - 이를 통해 천연자원의 사용을 줄이고, 폐기물 발생을 최소화함으로써 매립 및 소각에 따른 온실가스 배출을 저감하는 데 기여함 ? ??국가 자원순환기본계획(2018-2027)??은 ‘지속가능한 순환경제 실현’을 비전으로 하고 있으나, 앞으로는 자원의 선순환 촉진과 함께 2050 탄소 중립 목표를 이행하기 위해 온실가스 배출 저감 측면까지 포함한 순환경제 정책 수립이 필요 2. 연구의 목적 ? 본 연구에서는 제품 전주기 밸류체인을 고려한 온실가스 감축 수단으로 순환경제 정책방향을 제시하고 제시하고, 로드맵을 통해 단계별 중점 추진과제를 마련하고자 함 - 환경부 ?K-순환경제 혁신 로드맵? 등 정부의 순환경제 이행계획 마련에 활용 - 대외적으로 강화되고 있는 제품환경발자국 등 환경규제에 능동적으로 대응하기 위한 국내 순환경제 단계별 전략 마련에 활용 - 지속가능한 제품 정책 강화를 통한 제품 단위의 탄소집약도 감축 및 순환경제 사회로의 전환 가속화에 기여 Ⅱ. 국내 온실가스 감축을 위한 현안 진단 및 기존 정책 분석 1. 폐기물 부문 온실가스 배출 현황 및 감축 필요분 추정 ? 2019년 기준으로 우리나라 온실가스 총배출량은 702.8백만 톤CO2eq.에 해당하며, 2018년 727.6백만 톤CO2eq. 대비 3.4% 감소함 - 특히, 폐기물 부문의 온실가스 배출량은 2019년 기준 17.0백만 톤CO2eq.으로 국내 총배출량 대비 약 2.3%에 해당 ? 2020년 12월 발표된 ‘2030 국가 온실가스 감축목표(NDC)’ 중 폐기물 부문 목표인 11백만 톤CO2eq.을 달성하기 위해서는 향후 10년간(2020~2030년) 배출량이 연평균 약 4.3%씩 감소하여야 함 ? 앞으로 2030 NDC 목표가 추가 상향될 것으로 전망되며, 더 나아가 2050 넷 제로를 달성하기 위해서는 폐기물 부문 온실가스 배출을 줄이기 위한 보다 적극적인 노력이 필요한 상황임 2. 산업, 수송, 건물, 폐기물 등 부문별 순환경제 관련 온실가스 주요 감축 수단 ? 산업 부문 온실가스 배출량은 2019년 기준으로 국내 온실가스 총배출량의 약 55.6%를 차지하며, 철강, 석유화학, 시멘트, 섬유, 전기전자 산업이 대표적임 - (철강 산업) 철스크랩 활용을 통한 철광석 대체, 철강 제조공정에서 발생하는 산화물 슬래그를 건축용 소재 등으로 재활용할 수 있도록 소재화 기술 및 시스템 구축 필요 - (석유화학 산업) 바이오매스 원료 활용을 통한 석유 기반 납사원료 전환, 폐플라스틱을 활용한 화학적 재활용 기술 개발 및 제도 개선 필요 - (시멘트 산업) 석회석 원료 및 혼합재 사용을 통한 원료 전환(유연탄→폐합성수지), 가연성 폐기물의 품질 향상을 위한 설비 및 연구 지원 필요 - (섬유 산업) 화학섬유 분야 재활용, 재생 탄소섬유 활성화, 화학적 재활용 기술 개발, 폐섬유 분리수거, 전처리, 재섬유화, 재가공 등 기술 개발 필요 - (전기·전자 산업) 생산공정 개선, 재생원료 사용, 내구성 강화, 수리 용이성 등을 통한 제품 수명 연장, 폐기 이후 단계를 고려한 지속가능한 제품 설계 확대 필요 ? 또한 수송, 건물, 농축산, 폐기물 부문의 온실가스 배출량은 국내 총배출량(2019년 기준) 대비 각각 14.4%, 21.0%, 2.9%, 2.3%에 해당 - (수송) 배터리 재사용·재제조·재활용 등 촉진, 희유금속 회수·재자원화나 잔재물 재활용, 자동차 부품 재제조 기술 개발 필요 - (건물) 탄소저감 및 자원순환형 건축자재 사용, 건설폐기물 재활용 - (농축산) 식품의 운송·보관·포장·폐기물 처리 전과정 손실 감축, 가축분뇨 통합바이오가스화 등 - (폐기물) 감량, 재사용, 재제조, 재활용, 에너지회수 등 전주기 자원이용 효율성 및 순환성 제고 3. 기존 순환경제 관련 정책 분석 ? 국내 순환경제 관련 정책으로 ??국가 자원순환기본계획(2018-2027)??, ??2050 저탄소발전전략(2020)??, ??제2차 기후변화대응 기본계획(2020-2040)??, ??제3차 지속가능발전 기본계획(2016-2035)??, ??제4차 녹색제품 구매촉진 기본계획(2021-2025)??, ??자원순환 정책 대전환 추진계획(2020)?? 등을 분석 III. EU는 그린딜을 통해 2050년까지 탄소 순 배출량 ‘0’을 목표로, 에너지, 산업, 수송, 건물, 농업 등 분야에서 기후중립 사회로 전환하고, 경제성장이 자원 사용과 디커플링 되는 자원 효율적이고 경쟁력 있는 경제로 전환을 도모 - 기후 중립적이고 순환제품을 위한 시장 창출을 위해 순환경제에 기반한 산업 전환, 에너지와 자원 효율적 방식으로 건물 신·개축, 환경친화적인 식품을 생산하고 소비하는 전략 등을 제시 - 이를 위해 순환경제 신행동계획, 신산업전략, 건축분야 리노베이션 이니셔티브, Farm to Fork 전략 등 각 부문별 로드맵 제시 계획을 발표 ? 독일, 핀란드, 일본 등도 순환경제로 전환하기 위한 전략 및 로드맵을 수립하여 이행하고 있음. 특히 독일의 경우 정부, 산업계 연구기관의 3개 주체별로 단기(2024년), 중기(2027년), 장기(2030년)의 단계별 로드맵을 작성하여 주체별 역할을 구분 2. 탄소 중립 이행을 위한 순환 시나리오 사례 및 방법론 ? 2018년, Material Economics는 EU 산업계의 탄소배출 저감을 위해 순환경제 전략을 수립하고 순환 시나리오를 작성하여 탄소배출 저감효과를 추정 - 해당 시나리오에 의하면, 2050년 기준 베이스라인(현재 상태에서 변화가 없는 시나리오) 대비 탄소 중립을 위한 순환경제 산업전략을 채택한 시나리오는 약 56%의 탄소 배출 저감 가능 - 업종별로는, 철강 부문 41Mt, 플라스틱 부문 117Mt, 알루미늄 부문 26Mt, 시멘트 부문 25Mt, 모빌리티 부문 19Mt, 건물 부문 55Mt. 기타 부문 13Mt의 탄소배출 저감이 가능한 것으로 분석 ? ICCT(2018)는 배터리 제조 기술 발전 수준과 폐배터리 이차 활용 및 재활용 등에 따른 온실가스 배출 저감효과를 제시 IV. 탄소 중립 이행을 위한 순환경제 정책 로드맵(안) 제시 ? 앞으로 순환경제로 전환해 나가기 위해서는 이미 발생된 폐기물의 사후관리 측면에서 물질재활용 및 에너지회수 촉진도 중요하지만, 폐기물이 발생되기 이전 단계인 생산과 소비 단계에서부터 자원의 소비를 줄이고 폐기물 발생을 원천적으로 억제해 나가는 것이 필요(그림 3 참조) ? 또한 자원순환성을 고려하여 친환경적으로 설계된 제품이 시장 경쟁력을 확보하기 위해서는 공공 및 민간 영역에서의 소비와 연계되어야 함 - 기업의 제품 재질·구조 개선 활동을 촉진할 수 있도록 공공조달 및 에코라벨링 인증, 지속가능경영 지표 등 개선을 통해 다각적으로 지원해 나갈 필요가 있음 ? 본 연구에서는 물질자원(제품 단위) 측면에서 “자원순환 전과정 관리”-“순환경제 이행 확산”-“이행점검 및 모니터링”으로 순환경제 정책 로드맵 프레임워크(framework)를 설정 - 이와 함께 자원집약적이면서 순환경제에 큰 영향을 미치는 품목(예: 플라스틱, 배터리, 식품 등)에 대해서는 별도 관리를 통해 각 특성을 고려한 우선순위 전략을 마련함 ? 본 연구에서 제시한 순환경제 비전 및 목표를 실현하기 위한 추진전략으로 3개 대과제 ? 9개 부문 ? 26개 세부과제 및 로드맵을 도출하였으며, 주요 내용은 와 같음 ? 비전: 탄소 중립을 향한 순환경제 사회로의 전환 가속화 ? 3대 목표: ① 자원 전주기 탄소발자국의 획기적 감축, ② 세계 선도형 순환경제 혁신 산업 경쟁력 확보, ③ 지속가능한 순환경제 생태계 구축 ? 5대 추진전략: ① 기업이 선도하는 자원순환형 제품 설계 활성화, ② 국민이 공감하는 자원순환 소비문화 확산, ③자원의 환경친화적 순환이용 강화, ④ 혁신 순환경제 모델 창출 및 성장동력화, ⑤ 디지털 정보 기반의 순환경제 이행 촉진 ? dc.description.abstract Ⅰ. Introduction 1. Background of research ? In order to respond to the deepening social problems caused by the increase in waste, the strengthening of environmental regulations for products, the accelerating competition to secure rare metals, and the declaration of the Net-zero 2050, the transition to a low-carbon circular economy is necessary. ? South Korea needs to establish a specific circular economy strategy to reduce greenhouse gas emissions with the goal of achieving carbon neutrality by 2050. - By proposing the ‘transition to the circular economy’ as one of the ten tasks of the ‘2050 Carbon Neutral Promotion Strategy,’ it intends to minimize resource use and reduce greenhouse gas emissions through reuse and recycling. - As ‘laying the foundation for achieving carbon neutrality’ was newly established in the Korean version of the New Deal 2.0, the ‘transition to the circular economy’ was additionally reflected in the existing Green New Deal project. ? Significant amounts of greenhouse gases are emitted during the manufacturing and consumption of products. Therefore, in order to achieve carbon neutrality, not only the energy transition but also a circular economy that emphasizes resource use efficiency and circulation from a product-cycle point of view is important. - It is necessary to reduce the consumption of resources from the stage of product manufacturing and consumption and extend the life of the product as much as possible, while at the same time enhancing sustainability throughout the entire life cycle of resources by reintroducing recycled raw materials into the industry. - This will reduce the use of natural resources and minimize the generation of waste, thereby contributing to the reduction of greenhouse gas emissions caused by landfilling and incineration. 2. Purpose of research ? In this study, policy directions and goals for transitioning to the circular economy are presented as a means of reducing greenhouse gases in consideration of the product life cycle value chain, and the main tasks for each stage are developed through a roadmap. - The roadmap can be used when the government establishes the circular economy implementation plans such as the Ministry of the Environment’s “K-Circular Economy Innovation Roadmap.” - In addition, it is used to develop the domestic circular economy strategy by phase, based on which active responses to environmental regulations―such as that on the product environmental footprint―are possible, which are being increasingly strengthened internationally. - It is expected to contribute to reducing the carbon intensity of each product and accelerate the transition to a circular economy by strengthening sustainable product policies. Ⅱ. Analysis of Current Issues and Existing Policies for Domestic Greenhouse Gas Reduction 1. Estimation of the current status of greenhouse gas emissions in the domestic waste sector and the need for a reduction ? In 2019, Korea’s total greenhouse gas emissions were 702.8 million tons CO2eq., a 3.4% decrease compared to 2018. - In particular, the amount of greenhouse gas emissions from the waste sector was 17.0 million tons CO2eq. as of 2019, which is approximately 2.3% of the total domestic greenhouse gas emissions. ? In order to achieve the goal of 11 million tons CO2eq. in the waste sector within the ‘2030 National Greenhouse Gas Reduction Targets (NDC)’ announced in December 2020, the emissions should decrease by an average of 4.3% per year for the next ten years (2020-2030). ? It is expected that the 2030 NDC targets will be further raised in the future, and more active efforts are needed to reduce greenhouse gas emissions in the waste sector to achieve the Net-zero 2050. 2. Major means of reducing greenhouse gas emissions related to the circular economy by sector: industry, transportation, buildings, and waste ? The industrial sector accounted for about 55.6% of the total domestic greenhouse gas emissions as of 2019. Representative industries include steel, petrochemicals, cement, textiles, electricity, and electronics. - (Steel industry) It is necessary to establish a materialization technology and system to replace iron ore with steel scrap and to use steel slag produced during the steelmaking process as construction material and more. - (Petrochemical industry) It is necessary to convert petroleum-based naphtha raw materials through the use of biomass raw materials, develop chemical recycling technology using waste plastics, and improve the system. - (Cement industry) Facilities and research support are needed for raw material conversion (bituminous coal to waste synthetic resin) through the use of limestone as raw material and quality improvement of combustible waste. - (Textile industry) It is necessary to develop technologies for recycling of chemical fibers, the activation of recycled carbon fibers, chemical recycling, separation and collection of waste fibers, pretreatment, re-fiberization, reprocessing, and more. - (Electrical/Electronics industry) It is important to expand the range of sustainable products in consideration of manufacturing process improvement, the use of recycled raw materials, durability enhancement, product life extension through enhanced maintainability. ? In 2019, greenhouse gas emissions from the sectors of transportation, buildings, and waste products accounted for 14.4%, 21.0%, and 2.3% of the total domestic greenhouse gas emissions, respectively. - (Transportation) It is necessary to promote battery reuse, remanufacturing and recycling. - (Buildings) The use of low-carbon and/or recyclable building materials and recycling of construction waste are necessary. (Waste) Enhancing the efficiency of use and recycling of resources in the entire life cycle through reduction, reuse, remanufacturing, and recycling of waste and energy recovery is necessary. 3. Domestic circular economy-related policy analysis ? Among domestic policies related to circular economy, the National Resource Circulation Master Plan (2018-2027), the 2050 Low-Carbon Power Generation Strategy (2020), the Second Basic Plan for Climate Change Response (2020-2040), and the Third Basic Plan for Sustainable Development (2016-2035), the Fourth Basic Plan for Promoting Purchase of Green Products (2021-2025), and the Promotion Plan for the Great Transformation of Resource Circulation Policy (2020) were analyzed. Ⅲ. International Trends in the Promotion of Circular Economy Policy to Achieve Carbon Neutrality 1. Trends in circular economy policies to reduce greenhouse gas emissions in major countries ? Through the Green Deal, the EU aims to achieve net-zero carbon emissions by 2050, transitioning to a climate-neutral society in the fields such as energy, industry, transportation, buildings, and agriculture, and to promote the transition to a competitive economy. - In order to create a market for climate-neutral and circular products, the EU proposes strategies for industrial transformation based on the circular economy, constructing and remodeling buildings in an energy/resource efficient manner, and for producing and consuming environmentally friendly foods. - To this end, the EU announced plans to present roadmaps for each sector, such as the new action plan on the circular economy, the new industrial strategy, the Renovation Wave initiative for the building sector, and the Farm to Fork strategy. ? Germany, Finland, and Japan have also established and implemented strategies and roadmaps for the transition to a circular economy. In particular, in the case of Germany, the government and industry research institutes divided the roles of each stakeholder by drawing up short-term (2024), medium-term (2027), and long-term (2030) step-by-step roadmaps for each of the three actors. 2. Circular scenario examples and methodology for achieving carbon neutrality ? In 2018, Material Economics established a circular economy strategy to reduce carbon emissions in the EU industry and created a cycle scenario to estimate the carbon emission reduction effect. - According to the scenario, the scenario adopting the circular economy industrial strategy for achieving carbon neutrality compared to the baseline in 2050 (the scenario where there is no change from the current state) can reduce carbon emissions by about 56%. - By sector, the analysis showed that 41Mt in steel, 117Mt in plastics, 26Mt in aluminum, 25Mt in cement, 19Mt in mobility, 55Mt in building, and 13Mt in others can be reduced. ? In 2018, ICCT presented the development status of the battery manufacturing technology and the effect of greenhouse gas reduction due to reuse and recycling of waste batteries. Ⅳ. Circular Economy Policy Roadmap (draft) for Achieving Carbon Neutrality ? In order to transition to a circular economy in the future, it is important not only to promote material recycling and energy recovery in terms of post-management of already generated waste, but also to reduce the consumption of resources from the stage of production and consumption before waste is generated. ? In addition, in order for eco-friendly products to have market competitiveness in consideration of resource circulation, they must be linked with consumption in the public and private sectors. - It is necessary to provide support from various angles through improvement of public procurement, eco-labeling certification, and sustainability management indicators so that companies can promote product material and structure improvement activities. ? In this study, in terms of material resources (product unit), the circular economy policy roadmap framework was established consisting of the following phases: “management of the entire cycle of resource circulation”- “promotion of circular economy implementation”-“evaluation and monitoring of the implementation status.” - In addition, we have prepared a separate priority management strategy considering each characteristic of sectors that have a significant impact on the circular economy (e.g. plastics, batteries, food, etc). ? The vision, goals, and key strategies set in this study are as follows. · Vision: Accelerating the transition to a circular economy society for achieving carbon neutrality · Three goals: To ① dramatically reduce the carbon footprint of the entire resource cycle, ② secure competitiveness in the world-leading circular economy innovation industry, and ③ build a sustainable circular economy ecosystem · Key strategies: ① Encouraging enterprises to design resource-circulating products, ② spreading a culture of resource-circulating consumption that the public agrees with, ③ enhancing eco-friendly recycling of resources, ④ creating an innovative circular economy model and making it a growth engine, and ⑤ promoting the implementation of a digital information-based circular economy ? As a strategy to realize the circular economy vision and goals, we derived three major actions ? nine topics ? 26 detailed roadmaps. - Key areas: Plastics(+Packaging), Batteries, Texiles, Food, Construction and building ? (Expected effect) The results of this study can be used when revising subordinate laws such as the Framework Act on Resource Circulation and establishing a circular economy implementation plan. - It can be used for revising laws such as the “Framework Act on Resource Circulation” through policy reviews on the entire life cycle of products, which includes the phases of product design, distribution, use, recycle, and recycled raw material. - It can be utilized in the development of the Ministry of Environment’s “K-Circular Economy Innovation Roadmap” and the Ministry of Trade, Industry and Energy’s “Strategy for the Great Transformation of Industry to Achieve Carbon Neutrality” -
