생태계교란 생물 관리 현황 및 개선방안 연구

Abstract

Ecosystem disturbing species have caused diverse ecological and socioeconomic problems. This study analyzed issues related to the current management system of ecosystem disturbing species and suggested alternatives to solve the issues. The results identified the following issues: the unsatisfactory list of designation criteria, the insufficient management system, the lack of specificity in the regulations of related laws, and the poor effectiveness of the elimination project due to lack of expertise. To solve these problems, we made three suggestions: 1) The investigation, research, monitoring, and improvement of the list of disturbing species should be expanded in accordance with the criteria for the designation of ecosystem disturbing organisms. 2) An organization dedicated to ecosystem disturbing species should be established. 3) Related research and technologies should be developed and used to secure expertise. 4) A systematic management system that considers the function and life history and leads to the restoration of the native ecosystem should be established. Institutionally, it is necessary to do the following: 1) Redefine or introduce a new term to control disturbing species in the biodiversity act, including the eradication of ecosystem disrupting organisms of all taxa. 2) Prepare detailed regulations for the eradication plan, method, budget, follow-up management, etc. 3) Secure expertise by collaborating with experts and having them participate in the eradication projects carried out by each local government and the environment agency. Our study suggested the application of a comprehensive extermination method that considers all physical, chemical, and biological methods based on biological and ecological knowledge of ecosystem disturbing species. It also recommended continuous management through the long-term monitoring and prediction of changes in distribution, and the prevention of the re-introduction of ecosystem disturbing species through the restoration of native ecosystems. Our results will contribute to the effective management and elimination of ecosystem disturbing species and help to solve various social, economic, and ecological problems caused by disturbing species. 생태계교란 생물은 기존 생태계를 교란하거나 교란할 우려가 있는 생물로써, 생태계뿐만 아니라 사회？경제적으로도 많은 문제를 일으키고 있다. 이에 따라, 본 연구는 생태계교란 생물의 관리 현황에 있어서 지정 현황 및 기준, 정책 및 제도 측면에서의 문제점과 현재 이루어지고 있는 퇴치사업의 문제점에 대해 살펴보고 이에 대한 개선방안을 제시하고자 하였다. 먼저, 문제점은 미흡한 지정 목록, 관리체계 미비, 관련 법률상에 구체적 규정 부족, 전문성 부족으로 인한 퇴치사업의 실효성 저조 등으로 분석되었다. 이에 대해 정책적 개선방향으로는 1) 생태계교란 생물 지정 기준에 따른 조사？연구 및 모니터링 확대와 교란생물 목록 개선, 2) 생태계교란 생물 전담 조직 및 기구 구성, 3) 전문성 확보를 위한 관련 연구 및 퇴치기술 개발 및 활용, 4) 생태적 기능 및 생활사를 고려하고, 고유생태계 복원까지 이어지는 체계적인 관리체계 마련이 필요한 것으로 분석되었다. 제도적으로는 1) 모든 분류군의 생태계교란 생물의 퇴치를 포함하는 생물다양성법의 방제에 대한 재정의 또는 새로운 용어 도입, 2) 새로운 정의나 용어에 따라 퇴치계획, 방법, 예산, 사후관리 등에 대한 세부 규정의 마련이 필요하였으며, 3) 각 지자체와 환경청에서 수행하고 있는 퇴치사업에 대해서는 전문가와의 협업과 참여 등 전문성 확보가 필요한 것으로 분석되었다. 본 연구에서는 1) 생태계교란 생물의 생물학？생태학적 지식을 바탕으로 물리적？화학적？생물학적 방법이 모두 고려된 종합적인 퇴치 방법 적용방안, 2) 장기적인 모니터링과 분포 확산 변화 예측을 통한 지속적인 관리방안, 3) 퇴치사업의 효과성 평가뿐만 아니라 고유생태계 복원을 통해 생태계교란 생물의 재도입 방지방안 등 실효성 있는 퇴치사업을 위한 개선 방향을 제안하였다. 본 연구에서 제시된 개선방향은 생태계교란 생물의 효과적인 관리 및 퇴치와 교란종으로 인해 발생하는 다양한 사회, 경제, 환경적 문제 해결에 이바지할 것이다.
