dc.description.abstract Ⅰ. 연구의 배경 및 목적 ? 연구의 필요성 및 배경 ㅇ불법 및 부적정 처리를 방지하기 위한 집중 모니터링, 방치 폐기물 처리이행 보증제도 개선을 통한 처리책임 부여, 폐기물 처리역량의 확보와 주민상생을 위한 다양한 정책 추진 중임 ㅇ2018년을 기준으로 국내 매립지의 기매립률은 60.3%, 소각시설 가동률은 82.0%로, 현재 추세대로라면 2036년 매립지가 포화되고 약 2배(204.3%)의 소각 용량이 추가로 필요할 것으로 전망됨 ㅇ장기적 관점에서 지속가능한 자원순환 기반 마련을 위한 지역단위 평가 시스템을 구축안을 마련하고, 플랫폼의 시범운영을 통해 이해관계자의 활용성을 향상해야 하며, 자원순환 정보의 디지털화와 미래 시뮬레이션을 통해 체계적인 관리가 가능하도록 전략 구성이 필요함 ? 권역별 폐기물 발생량 현황 및 분석 ㅇ(전체) 각 권역별 전체 폐기물 발생량 및 향후 전망치는 충청권이 연간 변화율 4.16%로 가장 큰 증가세를 보이고 있으며, 수도권이 3.28%로 그 뒤를 이음. 반면 호남권은 ?0.73%로 감소하는 경향을 확인함 ㅇ향후 전망치는 2018년 대비 2050년까지 매년 약 1.23%씩 증가하여 2050년까지 호남권이 약 72.99%로 가장 큰 증가율을 보이고, 충청권은 49.9%로 가장 낮은 증가율을 보이는 것으로 확인됨 ㅇ(생활폐기물) 충청권이 연간 변화율 3.4%로 가장 큰 증가세를 보이며, 호남권이 2.43%로 뒤를 이었고, 강원권이 1.15%로 가장 낮은 증가율을 보임 ㅇ향후 전망치는 2018년 대비 2050년까지 충청권이 82.14%로 높은 증가율을 보이고, 강원권은 30.36%로 가장 낮은 증가율을 보이는 것을 확인함 ㅇ(1인당 생활폐기물) 호남권이 연간 변화율 2.35%로 가장 큰 증가세를 보이며, 영남권이 1.28%로 뒤를 이었으며, 강원권이 0.60%로 가장 낮은 증가율을 보임 ㅇ향후 전망치에서는 2018년 대비 2050년까지 호남권이 100.51%의 높은 증가율을 보이며, 강원권은 17.92%로 가장 낮은 증가율을 보이는 것을 확인함 ? 시도별 폐기물 발생량 현황 및 전망 ㅇ전반적으로 대부분 지역에서 증가추세가 확인되며, 강원, 대전, 울산, 전북 지역은 발생량 증가 변동폭이 크지 않은 것으로 확인되었으며, 경북, 전남 지역에서는 감소 경향을 확인함 ㅇ(전체) 합계는 2011년 32만 3,312톤/일에서 매년 증가하는 경향을 보이며 2018년에는 43만 713톤/일로 증가하여, 연간 변화율 평균값으로 볼 때 충남이 4.76%로 가장 큰 증가율을 보이며, 인천이 4.00%, 경기도가 3.89%의 증가율을 보임 ㅇ반면 전남의 경우 연평균 2.20%로 감소하고 있으며, 경북 또한 1.14% 감소함 ㅇ세종시는 2012년부터 자료 집계를 시작했으나, 도시의 개발 및 인구 유입에 따라 급작스럽게 변화하는 경향이 확인되어 연간 변화율을 산정한 값에 의미를 둘 수 없다고 판단됨 ㅇ(생활폐기물) 합계는 2011년 4만 942톤/일에서 매년 증가하여 2018년에는 4만 6,749톤/일로 증가함 ㅇ연간 변화율 평균값으로 볼 때 제주가 5.39%로 가장 큰 증가율을 보이며, 울산이 3.80%, 전북이 2.91%로 그 뒤를 잇고, 광주는 연평균 1.14%로 감소함 ㅇ(1인당 생활폐기물) 2018년 기준 평균 0.98kg/일로, 2011년 0.86kg/일에서 매년 증가함 ㅇ연간 변화율 평균값으로 볼 때 울산이 3.61%로 가장 큰 증가율을 보이며, 대구가 3.34%, 전북이 3.03%의 증가율을 보임 ㅇ광주의 경우 약 0.67%의 감소율을 보이고 있으며, 인천이 0.5% 감소함 ? 시도별 폐기물 처리시설 용량 비교 ㅇ지자체의 폐기물 소각시설 용량이 발생량을 충분히 수용하고 있으며, 서울과 경기도를 비롯한 수도권 및 경남지역에서는 일부 여유가 확인됨 ㅇ호남권 중 광주의 경우는 소각시설이 부족한 것으로 확인되나, 권역 내의 처리시설을 이용한다면 가까스로 발생량을 수용할 수 있을 것으로 확인됨 ? 주요 시사점 ㅇ권역 단위의 분석에서 전반적인 추세를 바탕으로 발생량 등을 예측하고 분석하는 것은 어렵지 않으나, 시군구 단위로 분석하는 과정에서 나온 상세한 이슈는 확인이 불가능함 ㅇ지역단위로 세분화한 데이터를 기준으로 분석하여 이슈를 도출한다면, 상세한 이슈 분석이 가능할 뿐만 아니라 정부 및 지자체 단위의 정책 수립에도 매우 유용할 것으로 판단됨 ㅇ신도시 개발, 이주, 관광 등에 따른 폐기물 발생량 정보 등 추가 자료의 활용이 요구됨 ㅇ효과적인 분석을 위해서 위치기반의 데이터를 정밀하게 구성하고 폐기물 관련 데이터 이외에도 인구정보, 구역정보, 유동인구 현황 등 직간접적인 추가자료의 구성을 병행한다면, 지역단위 자료의 분석 정밀도를 높이고 이슈의 명쾌한 해석이 가능할 것으로 기대됨 Ⅳ. 자원순환 지속가능성 평가 시스템 구축안 검토 ? 자원순환 평가 시스템 구축 개요 ㅇ폐기물 발생 및 처리현황을 비롯한 국내 폐기물 발생량 정보와 지역별 인구밀도, 지역용도 등 GIS 정보를 기반으로 하는 지역단위 기준 자원순환 시스템 구축안을 마련함 ㅇ데이터 기반구조 설계를 위한 공간 DBMS 구성 및 관리 체계를 구축하기 위한 데이터 테이블 설계 및 ER 다이어그램 구성을 하였으며, 이를 바탕으로 시스템을 구성하였음. 상세한 시스템 구성 목적과 각 모듈별 활용 방향은 별도로 기술하였으며, 이에 대한 스토리보드를 구성하여 현재 구현 가능한 범위에서 시범 시스템 구성을 진행함 ? 공간 DBMS를 이용한 데이터베이스 관리 방안 ㅇ지속적으로 구축 및 갱신되는 자원순환 정보를 저장 및 관리할 수 있는 구성을 통해 기본적인 공간분석 기능뿐만 아니라, 추가로 공간상관분석, 핫스팟 분석 등 다양한 공간분석 기능의 제공이 가능하며, 통계, 확률뿐만 아니라 최근 이슈화되는 AI 분석기법의 적용이 가능할 것으로 판단됨 ? 자원순환 디지털 정보 시스템 구성 방향(안) ㅇ자원순환 디지털 정보 시스템은 폐기물의 발생, 수거, 재활용, 처리 등 전 과정에 걸쳐 분석한 현황을 바탕으로 각 단계에 따라 발생억제 및 예방, 수거효율 증진, 재활용률 향상, 발생지 처리 강화 등 다각도의 처리효율 향상을 목적으로 함 ㅇ주요 모듈은 1) 폐기물 관련 데이터 및 자료관리 모듈, 2) 지역단위 현황 통계 제공 및 분석 모듈, 3) 폐기물 수거경로 분석 및 수거시스템 모니터링 모듈, 4) 통계분석 및 리포팅 모듈, 5) 발생량 변화에 따른 예측·전망 모듈로 구성 ㅇ(폐기물 관련 데이터 및 자료수집 모듈) 매년 발간되는 정부승인 통계들을 기준으로 데이터베이스를 구성하는 것이 주요 역할 ㅇ(폐기물 관련 데이터 및 자료관리 모듈과 지역단위 현황 통계 제공 및 분석 모듈) 전국 시도, 시군구 단위를 중심으로 폐기물 통계, 공공 및 민간 시설통계, 각 시설 위치, 수거 및 배차현황 등의 정보를 시각화하여 보여주는 것이 주요 역할 ㅇ(폐기물 수거경로 분석 및 수거시스템 모니터링 모듈) 각 시군구 단위의 자료를 상세하게 모니터링함으로써 일반시민의 신고 접수 등을 통한 불법폐기물의 발생 예방, 폐기물 수거경로 최적화, 대량폐기물 등 이상 감지 및 알림 등의 기능을 중심으로 구성 ㅇ(통계분석 및 리포팅 모듈) 누적된 데이터베이스와 지표형 통계 등을 바탕으로 구성된 분석기법을 적용하여 일, 주, 월, 분기, 반기, 연 단위 등의 통계자료부터 향후 예측치 추정 등 2차 데이터를 다양한 형태의 그래프 등을 통하여 시각화하고, 각 시각화 자료들을 바탕으로 설정된 포맷에 따라 리포트를 구성하는 것이 주요 역할 ㅇ현재 구성된 시범페이지는 http://negga.iptime.org:13000/kei_env 에 구현함 ㅇ전년도 보고서에 구현한 GIS 기반 매립과 소각 처리시설 정보 및 처리흐름(Chord Diagram)을 모두 포함한 형태 ㅇ(데이터 구현) 제주 노형동, 조천읍, 도두동 3개 지역을 대상으로 A사에서 운영 중인 폐기물 수거장비(제주도, 3개소, 24시간 가동)의 1년간 수집 자료 총 5만 1,840건(2020.8~2021.7)을 활용하였으며, 일별로 수집한 데이터를 월, 주, 일 단위로 분할 및 정제하여 활용함 ㅇ(노형동) 아파트, 원룸 등 주거인구가 밀집한 이 지역의 경우, 주민들이 출근 시간을 전후로 폐기물을 배출하며, 퇴근 후 저녁식사 이후 시간대에 다시 폐기물 배출량이 증가하는 것으로 확인됨 ㅇ(조천읍) 유동인구에 따른 폐기물 수거량 변화의 관측을 목적으로 하였으나, 연구기간에 COVID-19 전염병 발생예방 등에 따른 집합제한 조치에 따른 인구유동 제한으로 인하여 유의미한 자료 취득이 어려운 것으로 확인됨 ㅇ(도두동) 향토음식을 판매하는 음식점과 관광지 등이 밀집한 이 지역의 경우, 영업 중 브레이크타임 또는 마감시간에 폐기물을 처리하므로 폐기물 배출량이 변화하는 것으로 보임 Ⅴ. 자원순환 분야 녹색전환을 위한 전략 마련 ? 녹색전환을 위한 전략 마련 구성 개요 ㅇ자원순환 전 주기 통계자료를 바탕으로 시스템을 구성하고 활용방안을 모색하며 이들을 바탕으로 녹색전환을 위한 정책화 방향의 구체적 구성을 위해 관련 이해관계자 및 전문가 의견을 수렴함 ? 이해관계자 포럼 및 의견조사 ㅇ자원순환 디지털 정보 시스템 지표 구성 세미나, 지자체 및 공단 전문가 자문회의, 스마트 폐기물 수거 모니터링 및 선별 시스템에 관한 회의를 진행함 ? 지역기반 자원순환 디지털 정보 시스템 구축을 위한 방안 ㅇ환경 빅데이터 플랫폼, 환경통계포털 등 국내 주요 사례에 대한 장단점을 분석함 ㅇ프랑스의 Sinoe, 영국의 WasteDataFlow 등 국외 자원순환 관련 시스템 운영 및 데이터 제공 형태 분석함 ㅇ사례 및 전문가 의견, 데이터 등을 종합적으로 살펴볼 때, 현재 자원순환 및 폐기물 관련 데이터를 제공하는 시스템의 부족 부분을 보완하고 타 시스템의 데이터 및 분석도구와 연계가 가능하도록 허브로서의 기능을 포함하는 자원순환 시스템 구성이 바람직함 ㅇ실제 구성을 위한 구축안을 과 같이 구성하였으며, 유사 시스템과의 연결관계 구성을 통한 단점 보완 및 장점 강화 요소를 포함하였음 ? 녹색전환을 위한 정책화 매트릭스 구성 ㅇInterreg 유럽 프로그램에서 자금을 지원받은 유럽의 프로젝트 WINPOL(Waste Management Intelligent Systems and Policies)을 바탕으로 도시폐기물 관리에서 지능형 장비와 정책 사용을 검토함 ㅇ가로축은 도시폐기물 관리의 전 주기적 관점과 녹색전환 요소를 바탕으로 각각 발생부터 처리에 이르는 전 단계와 탄소중립, 순환경제, 사회적 비용, 주민상생으로 구분되고 세로축은 가능한 사례를 중심으로 구성한 매트릭스를 포함 Ⅵ. 결론 및 제언 ? 폐기물 데이터 축적을 위한 기준 마련 및 신뢰성 검증 ㅇ자원순환 디지털 정보 시스템의 구성을 위해서는 폐기물의 발생부터 이동, 처리 과정의 전 주기적인 데이터에 대한 실시간 자료 축적이 필수적임 ? 시스템 활용성 제고를 위한 각종 계획 및 이용 대상 확대 ㅇ자원순환 디지털 정보 시스템의 구성을 바탕으로 국가 단위의 자원순환 계획 및 지자체 단위의 도시계획, 시설 확충계획 등을 유기적으로 연계하여 효율성을 극대화 ? 디지털 기반 종량제의 도입을 위한 개선사항 ㅇ디지털 기반의 폐기물 배출 시스템을 완성하기 위해서는 중량 기준의 종량제로 전환이 필요함 ? 정부 사업 및 R&D와의 연계 전략 마련 필요 ㅇ범부처에서 추진하고 있는 디지털 기반 탄소중립도시 사업(사업기간 2023년부터 약 7년), 환경부에서 기획하는 자원순환 탄소중립 순환경제 기술개발사업(사업기간 2024~2030년)과의 연계하여 전략을 마련할 필요가 있음 ? 자원순환 지속가능성 확보를 위한 디지털 플랫폼 구축 로드맵 필요 ㅇ자원순환 지속가능성 지표 요소 및 지표를 개발하기 위해서는 폐기물 처리 전 과정에 걸쳐 단계적인 통계자료의 확보가 필요하며, 자원순환 디지털 플랫폼 구축 로드맵을 통해 저탄소형 자원처리 및 관리의 도모가 가능함 ? 폐기물관리의 녹색전환을 위한 법적 고려사항 ㅇ올바로 시스템의 데이터를 공개하기 위해서는 해당 데이터가 기업정보가 아닌 행정정보라는 확고한 법률적 근거가 있어야 하며 공개 방법 등에 대한 절차가 필요함 ㅇ공공폐자원관리시설 설치 시 공단 채권형, 공단 펀드형, 공단 출자법인의 지분 참여형의 특징을 감안하여 주민투자금의 효율적인 운영을 도모할 필요가 있음 ㅇ?폐기물관리법? 시행규칙의 직매립 금지 시기의 적절성을 재검토함과 동시에 소각시설 신·증설을 촉진을 도모할 수 있는 매립지 반입금지 세부규정을 마련할 필요가 있음 ㅇ「자원순환기본법? 시행규칙의 폐기물처분분담금 징수교부금 교부율의 차등화를 통해 매립이나 소각 처분량을 줄인 지자체에 대해 지원을 확대하고, 재활용 처리로의 전환을 도모할 수 있음 ?폐기물 적정처리 및 불법폐기물 발생 예방을 위한 산업단지 폐기물처리시설 설치 기준 개선 필요 ㅇ?폐기물처리시설 설치촉진 및 주변지역지원 등에 관한 법률?의 산업단지 매립시설 설치 의무화 기준을 개정을 통해 매립시설이 들어설 자리에 소각시설이나 재활용시설을 대체하여 설치할 수 있도록 함으로써 산업단지 내의 폐기물을 재활용으로 유도하고 매립을 줄일 수 있는 방안이 될 수 있음 -
dc.description.abstract Ⅰ. Introduction 1. Research background ?Governmental efforts have been made in the following areas: intensive monitoring of waste disposal activities to prevent illegal/improper waste disposal and treatment; assignment of responsibility for abandoned waste through revising the guarantee system for the treatment of abandoned waste; implementing various policies to secure sufficient capacity for waste treatment and coexistence with residents, and so on. ?As of 2018, domestic landfills were filled to 60.3% of their capacity, and the operation rate of incineration facilities was 82.0%. At the present rate, landfills will be filled to their full capacities by 2039, and about twice the current incineration capacity (204.3%) will be additionally required. ?To build a foundation for sustainable resource circulation in the long term, it is necessary to prepare plans to establish a system for evaluating resource circulation at the local level and help stakeholders to utilize the system through a pilot operation of the platform, while also formulating strategies to systematically manage the information on resource circulation through digitization and simulation forecasting. 2. Research objectives ?To develop a resource circulation evaluation system that could help formulate better responses to new domestic and global waste treatment-related issues, such as applying appropriate waste treatment methods and implementing the principle to rectify environmental damage at source. ?To prepare green transition strategies (e.g., green infrastructure and resident-friendly waste treatment facilities). Ⅱ.Review of Local-level Waste Treatment Capacities and the Sustainability Index for Resource Circulation 1.Local governmental measures to address inappropriate waste treatment and major issues ?Eight cases were studied, including Incheon and Yeongcheon. ?The response measures taken by local governments and central government departments were identified (e.g., intensive control, operation of monitoring groups and patrols, etc). 2.Progress in handling illegal waste and follow-up measures and the measures implemented by the Ministry of Environment ?The intermediate progress of the measures implemented to prevent illegal waste dumping was reviewed, as well as possible measures to eliminate blind spots in monitoring illegal waste dumping activities. ?The progress in the joint inspection on illegal waste dumping and its implications were reviewed. ?The regulations on the follow-up management of waste treatment facilities to guarantee the treatment of abandoned waste was improved by increasing the amount of abandoned waste treatment covered by the performance guarantee bond (deposit) paid in advance by the facility operator to twice the storage capacity allowed at the facility and also by mandating the annual renewal of performance guarantee insurance with additional coverage for excess waste storage. Also, the scope of the abandoned waste treatment insurance was expanded. 3. Case studies on resident acceptance of facilities ?Domestic cases (e.g., Guri Resource Recovery Facility and Pangyo Environment Energy Facility) and overseas cases (e.g., Barcelona and Taiwan) were investigated and analyzed. 4.Case studies on resident support and conflict resolution and their implications ?Responses at the national level, such as the Special Act on the Installation and Operation of Public Waste Resources Management Facilities and Resident Support, and those at the local government level, such as public debates on local waste treatment facilities, were analyzed. ?These cases suggest the need for additional processes to resolve conflicts surrounding the construction and operation of waste treatment facilities and enhance the functions of those treatment facilities. ?A detailed process for minimizing conflicts and realizing smoother acceptance of waste treament facilities is proposed. The proposed process includes necessary practices such as conducting surveys to gather not only the opinions of the local residents but also the general public in the planning stage for site selection; expanding citizen participation when organizing the committee; conducting visits to potential sites and existing facilities with similar circumstances during the feasibility study; presenting the results of the feasibility studies to residents through resident briefing sessions, and so on. ?Conflicts should be minimized by gathering opinions through resident debates and voting and discussions on the provision of financial subsidiaries and support measures for eligible neighborhoods. 5.Review of studies and factors related to the sustainability of resource circulation at the local level ?Cases of sustainability evaluation were analyzed, including the study on the methods and improvement strategies for the assessment of the sustainability of waste treatment systems (Japan) and Waste to Energy 2050, Best Environmental Management Practice (EU). ?Indicators applicable to the domestic situation were derived and reviewed by experts. Ⅲ. Waste Treatment Capacity by Region and Future Projections 1.Analysis of waste generation and waste treatment facilities by region ?The amount of waste generated was projected for each region and analyzed in relation to the capacities of waste treatment facilities in each jurisdiction based on the current amount of waste generated and the current status of waste treatment facilities in each province/city. ?The changes in the amount of waste generated and treatment in each province/city over the past eight years were analyzed, and the estimates for 2025, 2030, 2040, and 2050 were calculated. ?The analysis results could be used to compare the waste treatment capacity and waste generation by region as basic data for expanding waste treatment infrastructure and capacity as necessary and establishing related policies. 2. Status and analysis of waste generation by region ?(Overall) The total amount and future projection of waste generation in each region revealed that waste generation in the Chungcheong region increased most significantly at an annual rate of 4.16%, followed by the Seoul Metropolitan Area at an annual rate of 3.28%. On the other hand, in the case of the Honam region, waste generation showed a negative rate of change (?0.73%). ?The future projection of waste generation indicated a 1.23% annual increase from 2018 to 2050. Waste generation is expected to increase most significantly in the Honam region (72.99%) and least significantly in the Chungcheong region (49.9%) by 2050. ?(Municipal waste) The Chungcheong region showed the highest annual increase rate at 3.4%, followed by the Honam region at 2.43%, and the Gangwon region had the lowest annual increase rate at 1.15%. ?In terms of future projection, the Chungcheong region is predicted to show the highest rate of increase at 82.14% by 2050 compared to 2018, and the Gangwon region is expected to show the lowest rate of increase (30.36%). ?(Municipal waste per capita) The Honam region showed the highest annual increase rate at 2.35%, followed by Yeongnam at 1.28%, while the Gangwon region showed the lowest annual rate of increase at 0.60%. ?Future projections showed that the Honam region will show the highest rate of increase at 100.51% by 2050 compared to 2018, and Gangwon will show the lowest rate of increase at 17.92%. 3.Current status and future projection of waste generation by city/province ?Overall, most regions showed an increasing trend in waste generation. The rate of change was not significant for Gangwon-do, Daejeon-si, Ulsan-si, and Jeollabuk-do, while Gyeongsangbuk-do and Jeollanam-do showed a decreasing trend. ?(Overall) The total amount of waste generated increased annually from 323,312 tons/day in 2011 to 430,713 tons/day in 2018. In terms of the average annual rate of change, Chungcheongnam-do showed the highest increase rate at 4.76%, followed by Incheon-si at 4.00% and Gyeonggi-do at 3.89%. ?On the other hand, in the case of Jeollanam-do, waste generation has been decreasing at an average annual rate of 2.20%, and Gyeongsangbuk-do also showed a decreasing trend at the average annual rate of 1.14%. ?The data on waste generation in Sejong-si was collected from 2012, but the annual rate of change in waste generation calculated for Sejong-si fluctuated too much due to urban development and population inflow to be meaningful. ?(Municipal waste) The total amount of waste generated increased from 40,942 tons/day in 2011 to 46,749 tons/day in 2018. ?Jeju-do showed the highest average annual rate of change at 5.39%, followed by Ulsan-si at 3.80% and Jeollabuk-do at 2.91%. ?Municipal waste generation in Gwangju-si showed a decreasing trend at an average annual rate of 1.14%. ?(Municipal waste per capita) The average amount of municipal waste generation per capita in 2018 reached 0.98 kg/day, increasing every year from 0.86 kg/day in 2011. ?Ulsan-si’s average annual rate of change was highest at 3.61%, followed by Daegu-si at 3.34% and Jeollabuk-do at 3.03%. ?Gwangju-si and Incheon-si showed decreasing trends in municipal waste generation per capital at an average annual rate of -0.67 and ?0.5%, respectively. 4. Comparison of waste treatment capacity by city/province ?The analysis found that all municipalities had sufficient waste incineration capacity to accommodate the amount of waste generated, while the Seoul Metropolitan Area, including Seoul and Gyeonggi-do, and the Gyeongnam region had some spare capacity. ?In the Honam region, Gwangju-si had an insufficient number of incineration facilities, but the necessary capacity could be covered just barely by taking the surplus amount to other incineration facilities in the region. 5. Key implications ?It is possible to estimate and analyze the amount of waste generated by region based on overall trends. However, issues found in the analysis process at the city/province level could not be resolved using this method. ?The analysis should be performed using data compiled for each local municipality to identify and understand local-level issues as well as to establish better policies at the central and local government levels. ?Additional data, such as information on the amount of waste generated due to new town development, migration, and tourism, should be utilized. ?Collecting detailed location-based data and compiling additional data outside of those related to waste, such as information on the population, municipality, and floating population, and so on, will improve the precision of the analysis and allow better interpretation of issues. Ⅳ.Review of the Plan to Establish a Resource Circulation Sustainability Evaluation System 1. Outline for establishing a resource circulation evaluation system ?A plan for establishing a region-based resource circulation system based on domestic waste generation information (including waste generation and treatment status) and GIS information (e.g., population density by region, regional land use plans, etc) was prepared. ?Spatial DBMS configuration, data table design, and ER diagram configuration have been set to build the basic structure of the system. The purposes of each system configuration and plans to utilize each module are described separately, and a storyboard was constructed to proceed with configuring a pilot system. 2. Database management plan using spatial DBMS ?By creating a system that can store and manage information on resource circulation that is continuously updated and accumulated, it is possible to provide not only basic spatial analysis functions but also additional spatial analysis functions, such as spatial correlation analysis and hotspot analysis. It will also be possible to integrate statistical analysis and probability estimation functions as well as those applying AI analysis techniques that are attracting attention recently. 3.Composition of the resource circulation digital information system (tentative) ?The resource circulation digital information system aims to improve waste treatment efficiency in various aspects based on the lifecycle analysis of waste from generation, collection, recycling, and treatment. The system will allow the analysis of how to improve each stage of the lifecycle, such as controlling and preventing waste generation, improving waste collection efficiency, increasing recycling rates, and enhancing waste management at the source, etc. ?The main modular components are: 1) waste-related data and data management module, 2) updated regional statistics and data analysis module, 3) waste collection route analysis and waste collection system monitoring module, 4) statistical analysis and reporting module, and 5) a module for future projection/prediction based on changes in waste generation. ?(Waste-related data and data management module) The main role of this module is to construct a database based on annually published government-approved statistics. ?(Waste-related data and data management module/updated regional statistics and data analysis module) The main purpose of this module is to visualize data and information on waste generation and treatment, public and private facilities, waste collection and dispatch status, and so on by region, city, province, and municipality. ?(Waste collection route analysis and waste collection system monitoring module) The module provides a detailed mapping of the city- and county-level waste collection data, which is used to receive citizen reports on illegal waste dumping, optimize the waste collection routes, detect and notify abnormalities in waste collection, and so on. ?(Statistical analysis and reporting module) This module will apply various analysis techniques to the accumulated data to extract secondary data (e.g., daily, weekly, monthly, quarterly, semi-annual, and annual statistics, statistical predictions, etc) and visualize them into various types of graphs and so on. This module will also allow users to compose reports using the visualized data in pre-determined formats. ?The currently configured trial page could be accessed at >. ?The format of the trial page includes all information included in last year’s report, such as the GIS-based information on landfills and incineration facilities and the chord diagram. ?(Data application) A preliminary data analysis using the pilot resource circulation digital information system was performed using the data on waste collection performed by Company A, which collects waste from three districts in Jeju-do (Nohyeong-dong, Jocheon-eup, and Dodu-dong), for one year from August 2020 to July 2021. The data reflected 51,840 times of waste collection performed using Company A’s equipment (24 hours operation in three locations in Jeju-do). The daily data was segmented and refined into monthly, weekly, and daily statistics. ?(Nohyeong-dong) This area has a high residential density with many apartments and one-room studio buildings. As such, the data analysis confirmed that the residents usually discharge waste before and after work hours, and waste discharge increases again after dinner time. ?(Jocheon-eup) The aim was to observe the changes in the amount of waste collected due to floating population, but meaningful data analysis could not be conducted during the study period due to the restrictions on free movement imposed by the government in response to the COVID-19 pandemic. ?(Dodu-dong) This area has many restaurants and tourist destinations. As such, the data showed that waste was largely discharged during break times or near the closing times of restaurants. Ⅴ. Strategies for a Green Transition in Resource Circulation 1. Preparation of strategies for green transition ?The opinions of relevant stakeholders and experts were collected through multiple meetings to construct a system based on the data on resource lifecycles, which could be used to set the specific policies for a green transition. 2. Stakeholder forums and opinion surveys ?Seminars to set the indicators for the resource circulation digital information system, advisory meetings with experts from local governments and industrial complexes, and meetings on the smart waste collection monitoring and sorting system, and so on were held. 3.Plan to establish a regional-based resource circulation digital information system ?The strengths and weaknesses of domestic systems such as the Environment Big Data Platform and the Environmental Statistics Portal, and systems related to resource circulation in other countries and their data, such as Sinoe of France and WasteDataFlow of England, were analyzed. ?The comprehensive examination of case studies, expert opinions, and data highlighted the need to configure the resource circulation digital information system in a way that it could supplement the shortcomings of current databases on resource circulation and waste and also function as a hub that links to the data and analysis tools of other systems. ?The configuration plan was laid out, including the shortcomings that could be supplemented by linking to similar systems and elements that could be added to strengthen the advantages of the system. 4. A policy matrix for a green transition ?The uses of intelligent systems and policies in municipal waste management were reviewed based on the Waste Management Intelligent Systems and Policies (WINPOL) project funded by the Interreg Europe program. ?The horizontal axis was divided into each stage of the lifecycle from waste generation to treatment, carbon neutrality, circular economy, social cost, and resident coexistence from the perspective of urban waste management and green transition. The vertical axis included the matrix centered on possible cases. Ⅵ. Conclusion and Suggestions 1. The need to standardize and verify waste-related data ?Collecting real-time data on the full lifecycle of waste, from generation to transportation to treatment is essential for building a digital information system for resource circulation. 2. Plans to improve system usability and expand the scope of users ?The efficiency of the resource circulation digital information system could be maximized by organically linking the plans for resource circulation at the central government level and the plans for urban development and waste treatment facilities at the local government level. 3. Legislative issues to enhance the system’s effectiveness ?To disclose the data properly, a solid legal basis is required for determining that the data is administrative information, not corporate information, and the specific procedures for the disclosure should be established. ?The current volume-based waste disposal needs to be changed to weight-based waste disposal to implement the digital-based waste disposal system. ?When installing public waste resource management facilities, the investments made by residents need to be efficiently managed according to the types of investment funds (i.e., industrial bonds, industrial fund investment, equity participation investment, etc) 4.The need to prepare a strategy for linking government projects and R&D ?Strategies to link the digitalization efforts with the digital-based carbon-neutral city project led by all ministries (for a seven year-period from 2023) and the resource circulation carbon-neutral circular economy technology development project planned by the Ministry of Environment (from 2024 to 2030) are needed. -
