Abstract
Ⅰ. Introduction ? Background and purpose of the study -In assessing society's pressure on the environment, it is necessary to intervene not only on the production side, but also on the consumption side; however, there is to this point no research technique with which to evaluate the impact of consumption. -In particular, waste generation is closely related to consumption patterns, but there is no evaluation technique that can identify which types of waste are generated and treated as a result of certain consumption behaviors and product consumption. -Citizens tend to focus on visible household (living) waste, and it is necessary to provide citizens with information that allows them to link their consumption with the associated invisible industrial waste, as well as efforts to reduce that waste. -Therefore, the purpose of this study is to develop a technique for evaluating the waste footprint of household consumption expenditure (i.e., the total amount of business waste before consumption and household (living) waste after consumption) on a trial basis. ? Content of the study -This paper examined policy trends in sustainable consumption and examples of consumption-based environmental impact assessment in this area by considering domestic and international policy as well as research trends. The particular focus is on examining the case of waste footprint assessment and the establishment of waste input and output tables. -For domestic household consumption pattern, we examined household consumption patterns in 2019 and analyzed changes in household consumption expenditure over the past ten years. For domestic household waste generation status, we summarized the status of waste generation and treatment. -In the development of an evaluation method for the waste footprint associated with household consumption expenditure, the definition and evaluation method of the waste footprint are introduced, and the main research content comprises the construction and analysis of the Waste Input-Output Table (WIOT) to estimate the generation of waste before consumption. The total waste and net waste generation induction coefficients derived from the WIO analysis were linked with household consumption expenditure items to estimate the amount of waste before consumption of household consumption expenditure and accordingly evaluate the waste footprint. -In conclusion, a waste footprint assessment method (proposal) and a plan for advancement are proposed, along with a policy for suppressing waste generation and reducing disposal amount derived from WIO analysis results and waste footprint assessment results. Ⅱ. Domestic and Foreign Policy and Research Trends ? Sustainable consumption and production -Sustainable consumption and production corresponds to Sustainable Development Goal 12, and the emphasis is placed on preparing an integrated strategy for production and consumption. -It is necessary to define what a sustainable consumption pattern is and to increase the efficiency from the supply side by evaluating the impact throughout the value chain with life cycle thinking. -The impact of a lifestyle on the environment is not 'intentional' but rather the 'result' of people trying to satisfy the needs and desires of society. To create a sustainable consumption pattern, it is necessary to understand the consumption pattern of society and establish a process of proposing a suitable form (a bottom-up method). ? Consumption-based environmental impact assessment -The European Environment Agency emphasized that environmental problems cannot be solved using only production and technology- oriented policies, and that changes in consumption behavior are necessary to complement technological improvements (management of rebound effects). -The Environmentally Extended Input Output Analysis (EEIOA) developed by the European Statistical Office is used to measure environmental pressures related to production and consumption. -Recently, the European Statistical Office has proposed evaluation methods for both household-level consumption footprint and country-level consumption footprint that consider consumption in a way that extends beyond the existing product-level LCA evaluation method. -Zero Waste Scotland measured the carbon footprint based on material footprint and pounded that 82% of its carbon footprint comes from the goods and services we purchase. -The reduction of the carbon footprint in Scotland was mainly being driven by the decarbonization of energy, followed by the circular economy as a major strategy. ? Waste footprint assessment cases -The Swedish Environmental Research Institute has developed a waste footprint measurement method with the aim of improving consumer understanding and awareness of the total waste generated in the process of producing products for consumption. -It shows that what we perceive as waste after consumption is only part of the total waste generation and the waste generation in the manufacturing and raw material production process is significant. -In France and Australia, WIOT was established at the researcher level to evaluate the waste footprint of household consumption expenditure. -In a recent study by Towa et al. (2021), WIOT was established at the regional level rather than the national level, and the waste footprint was evaluated in terms of local consumption. ? Example of building a waste input/output calculation table -The waste input and output model was classified into a i) waste extended input-output (WEIO model), ii) Waste input-output (WIO model), iii) Physical input-output (PIO model), and iv) Hybrid input-output (HIO model) depending on whether the unit of the input and output table is a monetary unit or a material unit, whether the waste data includes only the generation or processing as well, and what information it represents. -WIO model is the most frequently used, in which IO tables are presented in monetary units and waste streams are presented in physical units. -Japan was judged to be the only country that has built a nationally approved waste input and output table, and in other countries, researchers are building WIOT for nations individually. -In Korea, Shin Sang-Cheol et al. (2015) have established a waste input and output matrix that includes ten industries, three types of waste, and two treatment methods based on the 2010 industry-related table. Ⅲ. Domestic Household Consumption Patterns and Waste Generation Status ? Domestic household consumption patterns -As of 2019, food consumption accounted for the largest portion of household consumption at 28%, followed by automobile purchase and transportation fuel costs, other goods and services, education, health, housing costs and maintenance, and clothing, shoes, and home textiles. -As a result of analyzing consumption patterns over the past ten years from 2007 to 2016, food consumption along with clothing and shoes consumption expenditure were decreasing, while expenditures in entertainment, culture, health, household goods and household services, housing, water, light, communication, and transportation sectors are increasing significantly. -In detail, bread and rice cakes, processed meat, fruits and fruit products, home appliances and related services, car purchases and other transportation (such as aviation, etc.), telecommunications equipment, travel and hobbies activities were on the rise. Spending on insurance and other finance products were increasing as well. ? Current status of domestic waste generation and disposal -Waste was largely divided into household waste and industrial waste, and statistics are prepared using the classification system shown in below. -It is reported that industrial waste was ten times more than household waste, and in 2020, industrial waste increased by 8.1% compared to the previous year. -According to the waste generation trend over the past five years, household waste has been increasing slightly, while waste in the production stage (industrial waste) has been increasing as well (year-on-year in crease of 13.0% in 2019 and 8.1% in 2020). -Among the waste in the production stage, the increase in commercial waste and waste from industrial process was particularly large. -Domestic waste was generated in descending order of food waste, waste paper, and waste synthetic resin. -Waste from industrial process were mainly emitted from ‘Manufacturing’, ‘Electricity, gas, steam and air conditioning supply’, ‘Water supply; sewage, waste management, materials recovery’. -Among manufacturing industries, ‘Manufacture of basic metals’ industry generated the most waste. -As of 2020, the waste treatment rate (incineration + landfill rate) was analyzed as consisting of domestic waste 37.3%, waste from industrial process 11.3%, construction waste 1.0%, and hazardous waste 31.2%. Ⅳ. Development of Waste Footprint Evaluation Technique for Household Consumer Expenditure 1. Definition and evaluation method of waste footprint -Through WIO analysis, it is possible to identify not only post-consumption waste that is directly generated as a result of consumption, but also waste that is generated indirectly throughout the product supply chain. Total waste generation is defined as the waste footprint of consumption. 2. Building WIO ?The Waste Industry Input-Output Table Analysis (WIO) can evaluate the environmental impact of the representative products and services by industry without any omissions in the economy as a whole. ?The analysis of waste footprint of consumption is possible through WIO analysis. -It is possible to understand post-consumption waste that is directly generated as a result of consumption, as well as waste that is indirectly generated in the product supply chain. ?WIO expanded the existing input-output table by adding information on the net generation of waste from industry and final demand sectors, and waste recycled in the industry. ㅇ Structure of waste input/output matrix. -In this case, X1,1, X1,2 mean the intermediate transaction amount in the production sector, X1,2 means the transaction amount of the waste disposal sector (incineration, landfill), f1 means the final demand sector's transaction amount, W1 means the waste generation amount of the waste disposal sector, and means the final demand sector's waste generation amount. -An allocation matrix is a matrix that indicates how final treatment is performed for each waste, and it is generally expressed as S. ㅇ If we reorganize the formula in the form of unit output (x1, x2) and assume that A1 is the coefficient according to activity and that G1 is the net waste generation coefficient caused by production, then we have -The input coefficient matrix representing the direct waste-inducing effect and the inducement coefficient matrix reflecting the direct and indirect inducement effects can be defined as follows. ? In this study, 2019 IO table from the Bank of Korea is used, and waste treatment (incineration, landfill) was divided into separate industries ㅇIn total, there were 35 industries that were composed of 33 industries and two waste treatment industries based on the major classifications of the KSIC. ㅇSurvey data on incineration and landfill companies conducted by Shin et al. (2015) were used to derive the input amount of intermediate materials for incineration and landfill. ?Waste-related data includes industrial waste(commercial waste and waste from industrial processes), construction waste, hazardous waste, and household waste ㅇFor the types of waste, this study incorporates 77 types of wastes -There are 24 types of industrial waste, 13 household waste, 18 construction waste, and 22 hazardous waste sites. ㅇSince there was no data on the actual recycling input, the waste input quantity to the recycling facility is used as an alternative. ㅇSince data on household waste at workplaces generated by the manufacturing industry was not provided, the number of employees by type of business was used as a weight for household waste at workplaces. 3. WIO analysis result ? (Based on total waste generation) Direct and indirect inducing effect on waste treatment ㅇComparing the effects of incineration and landfill treatment for all industries, the effect of inducing landfill treatment was about 2.3 times larger than that of incineration treatment -In both incineration and landfill treatment, the size of the indirect inducement effect was larger than the direct inducement effect. ? (Based on total waste generation) Direct and indirect waste generation- inducement effects by waste type ㅇBased on the direct waste generation coefficient, waste inducement of primary metal products was the largest, and construction waste was only discharged from the construction industry. ㅇConsidering the effects of direct and indirect waste generation, the general waste inducement coefficient had an indirect effect on primary metal products and electricity, construction waste on a real estate service (L) that was closely related to the construction industry and hazardous waste on computers and electronic devices, and metal processing products. ? (Based on total waste generation) Waste amount attributed to each final demand ㅇRegarding general waste, 70% of the total domestic generation was from consumption, 41% was from investment, and 70% from export. ㅇ Investment attribution accounts for 96% in construction waste. ㅇ Consumption accounts for 72% of plastic waste generation. ? (Based on net waste generation) Direct and indirect inducing effect on waste treatment ㅇIn terms of net generation, the inducement effect of landfill treatment was approximately 1.7 times greater than that of incineration treatment. ㅇServices such as restaurant and lodging services (I) or public administration and national defense (O) had significant direct/indirect inducement effects. ? (Based on net waste generation) Direct and indirect waste generation induced effects by waste type ㅇBased on the direct inducement effect, general waste had a large inducement coefficient of power, gas, and steam, and hazardous waste had a significant inducement coefficient of primary metal products (C07). ㅇWhen comparing direct and indirect effects, the net generation inducement of waste in wood, paper, and printing (C03) industries was the largest among all industries. -Indirect inducement effects on sludge and plastic waste, which were frequently generated in chemical products (C05), food and beverages (C01), and construction (F), appear to be significant. ? (Based on net waste generation) Waste amount attributed to each final demand ㅇIn the case of general waste, 81% of the net waste generated in Korea was attributed to consumption, and exports account for approximately 27% whereas investment accounts for approximately 18%. ㅇRegarding hazardous waste, the amount of attribution of exports was significantly higher at 61% due to the heavy dependence on the exports of major industries (C05 and C12 etc.) with a large net generation of hazardous wastes. ? Comparison of total inducement effect and net inducement effect ㅇThe net generation was about 10% of the total generation. Specifically, in the case of construction waste, a significant amount was processed through the recycling process, so the net generation amount is only 1.1% of the total generation. ㅇThere was a difference in rank between the waste inducement in terms of net generation and total generation. ㅇAs a result of examining the attributable amount by final demand, in the case of net generation, the proportion of attribution to consumption increased by about twice compared to the total generation. ? Key findings from WIO analysis ㅇNot only is there a considerable level of direct generation inducement effect of waste, but there was also a considerable level of indirect inducement effect. -Based on the total generation, the indirect effect was 1.23 times higher than the direct effect, and the indirect effect was 82% of the direct effect based on the net generation. ㅇIn the case of the service industry, the effect of direct inducement is small, but the effect of indirect inducement was large. Hence, it is necessary to further review these industries when establishing waste management policies. -It was not sufficient enough to reduce the amount of waste by directly purchasing fewer products, and also, it is necessary for consumers to think about the indirect relationship with other products of the service. ㅇSince a large amount of domestic waste was treated for recycling, there is a need for additional research into the actual amount of recycling. ㅇWhen looking at the attribution of waste, the proportion of overseas waste such as exports and imports was quite high in domestic waste generation. -In addition, review on the industrial and overseas sectors must also be conducted to comprehensively reduce domestic waste generation. ㅇIn the case of plastic waste, a large proportion was attributed to consumption among final demands. -In the case of plastic waste, most waste was generated for domestic consumption, suggesting that there is a need for close scrutiny to reduce the use of plastics in households. 4.Assessing the waste footprint of household consumption expenditure using the WIO ? Composition of household consumption expenditure and expenditure items -This is based on the total amount of each item of household final consumption expenditure in the input-output table, and the amount of expenditure for each item within the item is proportionally according to the household trend survey. ?Matching household consumption expenditure items with input-output table products -Currently, in the national waste generation and treatment status statistics, waste generation data was only published based on major categories (33 industries), so household consumption expenditure matching was based on this. -Although housing-related consumption expenditure was related to construction waste, housing purchase costs were not included in the consumption expenditure details; in the case of other housing-related services, although labor costs and common power costs required for maintenance of residential facilities are included in the expenditure details, it was difficult to designate an exact product, so housing-related expenditure was excluded. -In the case of water supply and sewage and waste treatment costs, actual costs for waterworks, sewage treatment, and waste treatment were excluded, as they do not reflect the exact costs with taxes included in addition to the amount spent by households. Excluded items account for about 8% of total consumption expenditure. ?Estimation of total waste generation before consumption of household consumption expenditure -The final waste inducement coefficient was calculated by adding direct inducement coefficient in wholesale and retail and product brokerage services to the total waste and net waste inducement coefficients for each item. -The domestic waste generation rate was calculated after excluding the impact of imports by utilizing the attribution amount of waste generated by discharge facility by final demand. -As of 2019, the total domestic waste generation attributable to household consumption was 39 million tonnes. -Household consumption expenditure represented a contribution rate of 39% of the annual generation of total waste (non-discharge facility, discharge facility, hazardous) (100 million tonnes/year). -Total waste generated by household consumption expenditure was 1.8 times more in industrial waste than it was in household (living) waste. -Among them, residential fuel cost, transportation, and food consumption account for a high contribution, and in the case of clothing and shoes, the contribution of hazardous waste was high. -45% of waste synthetic resin was generated at home and 55% is generated at workplaces, particularly in food consumption-related industries. ?Estimation of net waste generation before consumption of household consumption expenditure -As of 2019, the total amount of domestic waste generated by household consumption expenditure was 13 million tonnes/year. -Household consumption expenditure represented a 66% contribution rate among net waste generation (commercial waste+waste from industrial processes+hazardous waste = 19.76 million tonnes/year). -Net waste attributable to household consumption expenditures was generated at similar levels in visible household waste and industrial waste (commercial waste + waste from industrial processes + hazardous waste). The impact of household waste was greater than that of net waste (disposal waste) because the recycling rate is lower than that of industrial waste. -In terms of net waste generation, residential fuel costs had the greatest impact, followed by food consumption. The contribution of net waste (disposal waste) to hazardous waste was significant in the transportation sector; among them, the contribution of automobile purchases is large. -Food consumption contributed substantially to net waste generation in both general and hazardous waste. -In the case of net waste of waste synthetic resin, the proportion of household (living) waste and workplace waste was 63:37, and the impact of post-consumption waste is greater than that of pre-consumption waste. -Net waste of waste synthetic resin was the largest in the food consumption sector, except for other products and services. Ⅴ. Conclusions and Suggestions ?Waste Footprint Evaluation Method of Household Consumption Expenditure (plan) -WIO has been established, and the current state of domestic waste statistics is judged to be highly reliable when compared to overseas (categorized by type of industry). -It consists of 33 industries, 69 waste items, and two treatment methods, and it does not include a recycling flow, so it does not take a complete form. -Separate analysis of total waste and net waste (excluding recycling capacity) to consider the impact on recycling -A static model that does not consider the service life of durable goods for post-consumption waste -Analysis of domestic waste generation which excludes the impact of imports through the attribution amount by final demand -In previous studies, the impact of consumption was analyzed in terms of the final demand on the input-output table after the WIOT was established; in this study, the household trend survey statistics were used to provide a foundation for future analysis according to household characteristics. ?Proposal for WIOT and advancement of Waste Footprint Evaluation Method of Household Consumption Expenditure -As the status of waste generation and treatment was only announced for 33 industries, it is necessary to subdivide industries into types. -It is necessary to analyze the effect of avoidance due to recycling by establishing a statistical base that can identify the recycling flow that re-enters into the industry. - It is necessary to further develop it into an environmental footprint evaluation technique with household consumption expenditure by preparing input-output tables about not only waste but also other environmental impacts. ? Suggestions for waste generation control and disposal reduction ㅇ Producer aspect (WIO analysis result) -There is a need for a shift from business unit management to supply chain unit management: Indirectly generated waste is high, particularly in the case of service industries, direct discharges are low, but indirect discharges are high. -Production/demand side management of large-volume waste-generating industries should be established while considering performance within the industry: In the case of industries where change is difficult (low performance and small variance between businesses), circularity policies on repair, remanufacturing, and so on should be reinforced. -Provision of product waste footprint information: By providing consumers with easy-to-understand information on the amount of waste generated by product consumption, feedback is provided to companies that reduce waste. Waste generation can be an efficient index as it is intuitive, closer to citizen life than carbon emissions, and its impact is not irrelevant to carbon neutrality (e.g., it is a concept similar to UL’s landfill zero certification, which domestic companies are currently receiving certification for, but applying it to the supply chain should be considered). ㅇ Consumer aspect (waste footprint analysis result) -In the case of workplace waste, the recycling flow needs to be managed, and more effort needs to be put into household (home) waste recycling to increase the rate or to control the generation of waste. -Regarding the suppression of waste synthetic resin, there is a need to simultaneously establish efforts for a zero-waste movement among not only citizens, but also food consumption-related industries (the contribution of household and workplace to total waste generation is at the same level). -Energy consumption is analyzed as a factor that affects not only carbon neutrality but also waste generation, and green transportation policy measures can ultimately contribute to reducing waste generation. -In the case of clothing and textile products, there is a need for efforts to reduce the generation of hazardous waste. -In the case of food consumption, both gross waste and net waste make a large contribution, and net waste generation makes a particularly high contribution. This is largely attributable to not only the direct discharge of food waste, but also the influence of other indirect wastes related to food consumption.

WIOT 구축 ? (폐기물 총발생량 기준) 폐기물의 최종수요별 귀속량 ㅇ 일반폐기물의 경우 국내 총발생량의 70%가 소비에 기인하며, 투자는 41%, 수출은 70%를 차지하였음 ㅇ 건설폐기물 총발생량의 투자 귀속 비중은 96% 정도로 압도적임 ㅇ 폐합성수지의 경우 총발생량 중 소비에 기인한 비중이 72% 수준으로 가장 높았음 ? (폐기물 순발생량 기준) 폐기물의 최종수요별 귀속량 ㅇ 일반폐기물의 경우 국내 순발생량의 81%가 소비에 기인한 것으로 나타났으며, 수출이 약 27%, 투자가 약 18% 수준으로 나타남 ㅇ 지정폐기물의 경우, 지정폐기물 순발생량이 많은 주요 업종(C05, C12 등)의 수출 의존도가 크기 때문에 수출에 귀속되는 양이 61%로 상당히 높은 모습을 보였음 ? 총유발효과와 순유발효과 비교 ㅇ 순발생량은 총발생량의 약 10% 수준임. 특히 건설폐기물의 경우, 상당량이 재활용으로 처리되기에 순발생량이 총발생량의 1.1% 수준에 불과 ㅇ 순발생량 측면의 유발계수와 총발생량 측면의 유발계수 간에 순위상 차이 존재 ㅇ 최종수요별 귀속량을 살펴본 결과, 순발생량의 경우 소비 귀속 비중이 총발생량의 경우에 비해 2배가량 증가함 - 처분량을 줄이기 위해서는 소비구조의 변화가 필요함을 의미 ? WIO 분석을 통한 주요 결과 ㅇ 폐기물의 직접적 발생 유발효과뿐 아니라 간접적 발생 유발효과도 상당한 수준으로 나타남 - 총발생량 기준으로는 간접 유발효과가 직접 유발효과의 1.23배 수준이며, 순발생량 기준으로도 간접효과가 직접효과의 82% 수준 ㅇ 서비스업의 경우 직접적 발생 유발효과는 작지만 간접적 발생 유발효과가 크기에, 폐기물 관리정책 수립 시 이들 업종에 대한 추가적인 검토가 필요함 - 결국 서비스 내 상품구성에 대한 고민이 필요하며, 서비스 전 과정에 대한 환경영향을 평가하는 환경표지인증품목을 지속적으로 개발·확대하는 것이 필요 ㅇ 국내 폐기물 중 최종처리 단계에서 재활용되는 부분이 많기 때문에 실질 재활용량에 대한 통계 구축 및 추가 연구가 필요 ㅇ최종수요별 귀속량을 살펴보았을 때 국내 폐기물 발생 중 수출 및 수입 등 해외 연관 비중이 상당히 높음 -국내 가계 부문에 대한 연구에 더하여 산업 부문 및 해외 부문에 대한 검토도 함께 이루어져야 종합적인 국내 폐기물 발생 저감이 가능함 - 특히 지정폐기물의 경우 수출입에 대한 귀속량이 다른 폐기물종류에 비해 높음 ㅇ 폐합성수지의 경우 최종수요 중 소비 귀속량이 많음 - 폐합성수지의 경우 국내 소비를 위해 대부분의 폐기물이 발생되며, 가계 내 폐합성 수지 소비패턴 조사 및 발생량 저감을 위한 면밀한 분석이 필요함 4. WIO를 활용한 가계 소비지출의 폐기물발자국 평가 ? 가계 소비지출액 및 지출항목 구성 - 투입산출표의 가계 최종소비지출액의 항목별 총액을 기본으로 하고, 항목 내 세부항목별 지출액은 가계동향조사의 비율로 할당하여 구성 ? 가계 소비지출 항목과 투입산출표 상품 매칭 - 현재 ‘전국 폐기물 발생 및 처리현황’ 통계에서 폐기물 발생량 데이터가 대분류(33개 업종) 기준으로만 공표되어 있으므로 이를 기준으로 매칭 - 주거와 관련된 소비지출은 건설폐기물과 연관이 있지만, 주거구입 비용이 소비지출 내역에 포함되어 있지 않고, ‘기타 주거 관련 서비스’의 경우 주거시설의 유지관리에 필요한 인건비 및 공동전력비용 등이 포함되나 정확한 상품의 지정이 어려워 제외 - ‘상하수도 및 폐기물처리’의 경우에는 실제 상수도사업비, 하수처리비, 폐기물처리비는 가계에서 지출하는 금액 외에 세금도 투입되기 때문에 정확한 비용을 반영하고 있지 않아 제외. 제외한 항목은 전체 소비지출액 중 약 8%를 차지 ? 가계 소비지출의 소비 전 폐기물 총발생량 추정 - 항목별 총폐기물 및 순폐기물 발생 유발계수에 도소매 및 상품중개서비스의 직접적 폐기물 발생 유발계수를 더하여 최종 폐기물 발생 유발계수를 산출 - 최종수요별 사업장배출시설계폐기물 발생 귀속량을 활용하여 수입으로 인한 폐기물 영향을 배제한 후 국내 폐기물 발생비율 산출 - 2019년 기준으로 가계 소비지출 기인 국내 폐기물 총발생량은 3,900만 톤 - 가계 소비지출은 연간 발생하는 폐기물(생활계, 배출시설계, 지정) 총발생량(1억 톤/연) 중 39%의 기여율을 나타냄 - 가계 소비지출에 의한 폐기물 총발생량은 생활폐기물이 사업장폐기물의 1.8배로 더 많이 발생 - 그중 주거연료비와 교통, 식품 소비에 의한 발생 기여가 높으며, 의류·신발의 경우 지정폐기물 발생 기여가 높게 나타남 - 폐합성수지는 45%가 가정에서, 55%가 사업장에서 발생. 특히 식품 소비 관련 업종에서의 발생이 높음 ? 가계 소비지출의 소비 전 폐기물 순발생량 추정 - 2019년 기준으로 가계 소비지출 기인 국내 폐기물 순발생량은 1,300만 톤/연 규모 - 가계 소비지출은 연간 발생하는 폐기물(생활계, 배출시설계, 지정) 순발생량(1,976만 톤/연) 중 66%의 기여율을 나타냄 - 가계 소비지출에 기인한 폐기물 순발생량은 생활폐기물과 사업장폐기물에서 비슷한 수준임. 생활폐기물의 영향이 순발생 폐기물, 즉 처분폐기물에서 더 크게 나타나는 이유는 사업장폐기물에 비해 재활용률이 낮기 때문 - 폐기물 전체 순발생량으로 보면 주거연료비의 영향이 가장 크고, 그다음으로는 식품 소비 부문의 영향이 크게 나타남. 지정폐기물에 대한 순발생 폐기물(처분폐기물) 기여는 교통 부문이 크게 나타나며 그중 자동차 구입에 의한 기여가 큼 - 식품 소비는 일반폐기물 및 지정폐기물 모두에서 순폐기물 순발생량에 크게 기여함 - 폐합성수지의 순폐기물의 경우에는 가정(생활)폐기물과 사업장폐기물의 순발생량 비율이 63:37로, 소비 후 폐기물의 영향이 소비 전 폐기물보다 큼 - 폐합성수지의 순발생량은 기타상품·서비스를 제외하면 식품 소비 부문에서 가장 크게 발생함 Ⅴ. 결론 및 제언 ? 가계 소비지출의 폐기물발자국 평가기법(안) - 본 연구를 통해 WIO 구축 기반을 마련하였으며, 국내 폐기물 통계 현황은 해외와 비교해보았을 때 업종별 구분이 되어 있어 신뢰도가 높은 수준으로 판단됨 - 33개 업종, 69개 폐기물 품목, 2개의 처리방법으로 구성하였으며, 재활용 흐름은 포함하지 않아 완전한 형태를 취하지는 않음 - 재활용의 영향을 고려하기 위해 폐기물 총발생량과 순발생량(재활용량 제외)을 구분하여 분석 - 소비 후 폐기물에 대해 내구재의 사용수명을 고려하지 않는 정적 모델 - 최종수요별 귀속량을 통해 수입에 의한 영향을 배제하고 국내 폐기물 발생에 대해 분석 - 기존 선행연구에서는 WIOT 구축 후 투입산출표상의 최종수요를 통해 소비의 영향을 분석하였으나, 본 연구에서는 가계동향조사 통계를 활용하여 향후 가구의 특성에 따른 분석이 가능하도록 기반 마련 ?
