Abstract
Ⅰ. 서론 1. 연구의 필요성 및 목적 ?탄소중립은 탄소 중심이었던 사회 전 분야의 시스템 및 작동 원리를 탈탄소화하는 대전환적 국가 전략으로, 기술뿐만 아니라 사회의 인식과 구조의 변화가 필수 ㅇ정책 결정 및 이행 과정에서 국민참여의 중요성 대두 -정부에서 추진 중인 ‘2050 탄소중립 추진전략’에서도 국민인식 제고를 위한 소통과 사회적 합의 도출을 강조하고 있으나 구체적인 방법에 대한 고민이 부족함 ?시민과학은 ‘시민의 참여’와 ‘근거 기반의 정책 운영’이라는 두 가지 목표를 함께 달성할 수 있는 시민참여 기법 ㅇ탄소중립 정책 과정에서 시민과학 활성화 방안을 모색하여 시민참여의 과학화와 체계화를 도모하고 탄소중립 정책에 대한 국민 수용성을 제고하고자 함 2. 연구의 범위와 내용 ?탄소중립 정책 과정에서의 시민과학의 활용성 발굴과 활성화 방안 제안 ㅇ시민과학의 개념 및 유형, 관련 논의 검토 ㅇ해외 시민과학 현황 분석을 통한 우리나라에서의 적용 가능성 고찰 ㅇ국내 시민과학 현황 파악 및 시민과학 관계자 인식조사 ㅇ탄소중립 사회 구현을 위한 시민과학 활용 방안 제안 Ⅱ. 이론적 배경 1. 탄소중립 사회와 시민과학 ?탄소중립은 사회적 대전환으로 제도적 기반 강화와 더불어 중앙-지방-시민 협동 네트워크 및 공동체 활성화가 중요함 ㅇ정책 수립 과정에서 적극적인 시민참여의 보장 및 국민 공감대 형성을 위한 정보 공유 시스템 강화 필요 ?정책 결정의 과학성 및 민주성 동시 추구 필요 ㅇ과학성만 강조하는 전통적 정책 결정은 절차적 정당성을 훼손하며, 민주성만 강조하는 참여적 정책 결정은 비합리적 의사결정 가능성이 존재 ㅇ시민과학을 활용하여 과학성과 민주성 두 축의 조화 형성 -정책 결정을 위한 근거 수집 과정에 시민이 참여함으로써 시민참여 과정에서 발생할 수 있는 정보의 불균형 해소에 기여 2. 시민과학의 개념 ? 열린 과학(open science) 움직임과 맞물려 시민과학 대두 ㅇ시민과학에 대한 논의가 활발해짐에 따라 시민과학에 대한 정의도 다양하게 내려짐 -Haklay et al.(2021)의 연구에서는 시민과학의 정의를 도구적(instrumental) 관점, 기술적(descriptive) 관점, 규범적(normative) 관점의 세 가지로 구분함 ㅇ시민과학과 시민과학에 참여하는 시민의 역할에 대한 관점에는 차이가 존재함 -Sauermann et al.(2020)은 시민과학을 설명하는 두 가지 관점으로 ‘생산성(productivity)’과 ‘민주화(democratization)’ 도출 3. 시민과학의 유형 ?‘시민과학을 정책적으로 활용하는 것’과 ‘정책 과정에서의 시민이 참여하는 것’에 대한 개념적 혼용 존재 ㅇ전문가 중심의 과학 정책 결정 과정에서 소외된 일반인의 전문성을 이해하고 과학 지식의 생산이 시민 지향적이 되어야 한다는 ‘과학 민주화’의 관점과 과학에 대한 대중의 접근이 용이해야 한다는 ‘과학에 대한 대중 이해’가 시민과학 논의의 기반을 제공하며 혼란 발생 ㅇ모든 시민과학의 목적이 정책적인 활용이나 공론화에 있는 것은 아니라는 점에서 정책 과정에서의 시민참여와 다름 ? 시민과학 유형은 시민의 참여 형태와 시민이 참여하는 영역의 범위에 따라 구분됨 -가장 대표적인 분류는 Bonney et al.(2009)의 시민과학 유형으로, 시민과학을 기여형 (contributory), 협력형(collaborative), 공동생산형(co-created)으로 분류함 4. 시민과학의 정책적 기여 ? 시민과학은 과학적 가치, 참여적 가치, 실용적 가치의 세 가지 측면에서 탄소중립 사회 구현에 기여할 수 있음 ㅇ 과학적 가치 -다양한 형태의 새로운 데이터를 수집하고 축적함으로써 증거 기반 정책 결정 촉진 -커뮤니티의 경험을 바탕으로 관심 대상이나 문제 지점을 정확히 포착할 수 있으며,전문가 데이터의 미시적 및 거시적 간극을 채움 ㅇ 참여적 가치 -환경문제에 대한 시민의 직접적인 이해를 높이고 데이터에 대한 신뢰 증대 -이해관계자가 직접 참여함으로써 이해관계자 간의 신뢰 구축 및 갈등 관리 ㅇ 실용적 가치 -시민과학 활동 참여가 환경 실천으로 연결됨으로써 환경 리터러시 증대, 정책 수용성 제고 및 친환경 실천 강화 Ⅲ. 해외 주요국의 시민과학 현황 1. 해외 사례 분포 조사 ? 대표적인 시민과학 플랫폼 5개에 등록된 활동을 중심으로 분석 진행 ㅇ 활동 유형과 주제의 분포는 우리나라와 큰 차이가 없으나 프로젝트를 주도하는 주체는 다양하게 나타남 2. 정책적 활용을 위한 지원 ? 미국, EU, 독일 등 8개국에서 어떻게 정책적으로 시민과학을 활용하는지 검토 ㅇ미국은 온라인 플랫폼 CitizenScience.gov를 통해 연방정부 각 기관의 시민과학 활용을 장려하였고, 2017년 ?크라우드소싱 및 시민과학법(Crowdsourcing and Citizen Science Act)? 제정을 통해 시민과학을 법제화함 ㅇEU는 소시엔타이즈(SOCIENTIZE) 프로젝트를 통해 유럽 시민과학에 대한 녹서와 백서를 마련하였고, 유럽시민과학협회(ESCA)와 시민과학 플랫폼 EU-Citizen.Science를 마련 ㅇ독일은 시민과학 역량 강화 프로젝트 GEWISS를 기반으로 온라인 플랫폼 B?rger schaffen Wissen을 구축하였으며, 시민과학 프로젝트에 대한 평가를 진행 ㅇ오스트리아의 경우 매년 오스트리아 시민과학 회의를 개최하고 있으며, 오스트리아 시민과학 네트워크(CSNA)는 파트너 기관 간 양해각서 체결을 통해 시민과학 발전을 공식화함 ㅇ네덜란드는 열린 과학 실현을 위한 수단으로 시민과학을 지원하고 있으며, ‘국가 프로그램 열린 과학’에서 주요 프로그램 라인에 시민과학을 포함 ㅇ슬로바키아는 ‘열린 과학을 위한 국가 전략 2021-2028’의 주요 전략 중 하나로 ‘시민과학 육성’을 제시 ㅇ호주의 경우 연방정부보다 지방정부 차원에서 시민과학 관련 정책을 먼저 마련하였으며, 정부 차원에서는 ‘호주국가과학성명’을 통해 ‘모든 호주인(all Australians)’을 강조하며 국민의 과학적 기여를 인정 ㅇ 2019년 G7의 G-과학 아카데미(G-Science Academies)는 가장 시급한 과제 중 하나로 시민과학을 선정하였으며, 구체적인 시민과학 활성화 방안 제시 3. 주요 사례 분석 ? 기후대기 분야 ㅇ벨기에에서는 CurieuzeNeuzen이라는 시민주도형 대기질 측정 프로젝트를 진행하였는데, 이를 바탕으로 정책 담당자들이 시민들과 대기질 정책을 논의하고 있음 ㅇ네덜란드의 New Year’s Eve Fireworks는 시민들이 불꽃놀이 이후의 미세먼지를 측정하는 프로젝트로, 취합된 데이터는 정부 포털에 등록되어 공식적으로 측정된 데이터를 보완하는 데 활용되고 있음 ㅇEU의 Horizon2020 프로그램의 일환인 AURORA 프로젝트는 시민들이 개인의 탄소배출량 및 에너지 소비 행동을 관찰하는 것으로, 탄소중립에 대한 시민 인식을 증진하고 친환경 행동을 촉진 ㅇSOCIO-BEE는 청년, 노인, 직장인 대상으로 진행하는 대기오염 매핑 프로젝트로, 일회성이 아닌 지속가능하고 재현가능한 방향을 추구 ? 에너지 ㅇ태양광에너지 데이터 수집과 관련한 시민과학 프로젝트는 미국의 Open PV 및 유럽의 Generation Solar가 대표적이며, 모두 사진을 기반으로 데이터를 수집함 ㅇSaving Energy@home은 시민들이 공공건물 및 개인 주택의 에너지 소비량 정보를 제공하면 연구자들이 개인 에너지 소비 절감 가능성을 연구하는 방식으로 전문가와 시민 간의 연구 협력을 지원 ㅇStep Change라는 초국가 협력 프로젝트의 일환으로 독일 에너지 커뮤니티에서 재생에너지 공유를 위한 자료를 수집하며, 우간다의 농업 분야 재생에너지 생산 잠재력을 조사하고 있음 ? 순환경제 ㅇ스코틀랜드 정부는 영국의 The Great Litter Count 프로젝트를 기반으로 폐기물 방지 프로젝트인 Zero Waste Scotland와 그 일환으로 해양폐기물 수거 프로젝트 Marine LitterWatch를 진행함 ㅇ스웨덴의 Plastexperimentet는 시민들이 플라스틱 쓰레기를 수거하고 식별 불가한 쓰레기에 대해서는 직접 구성성분 분석을 위한 실험을 진행함 ㅇ네덜란드 외무부 지원을 받은 아프리카의 Cheetah 프로젝트는 앱을 통해 제공되는 농작물 운송 관련 정보에 대해 운송자들이 정확성을 보완함으로써 농작물 소실을 예방함 ㅇ스웨덴에서는 학교에서의 음식물쓰레기를 감축하고자 학생들이 스스로 음식 낭비 정도를 체크하고 친환경 행동으로의 전환을 도모하는 프로젝트 Svinnkollen을 진행함 ? 탄소흡수/저장 ㅇ호주는 Carbon Tracker Tool을 개발해 낙농업자들이 스스로 탄소배출량을 확인하도록 하여 탄소발자국 감축에 기여하고자 함 ㅇSciStarter에서 진행한 GreenprintMaps와 Urban Forest Map, 미국의 Tree Inventory Project는 모두 나무 탄소흡수원을 조사하는 프로젝트로, 시민들이 나무를 관찰하고 매핑하여 나무 관리 정책의 개선에 기여함 ㅇ호주의 Blue Carbon Lab은 시민들이 습지에서 탄소저장량 분석을 위한 데이터 수집 활동을 하는 프로젝트 ? 시민참여 ㅇ미국 농림부에서는 Q방법론을 활용해 시민참여형 생태계 서비스 평가 가이드라인 구축 실험을 진행 ㅇ캐나다에서는 환경영향평가에 주민을 참여시키며, 갈등 관리와 방법론 등 문제의 방지를 위해 펀딩 프로그램 동시 운영 ㅇGLOBE Program은 탄소 데이터 수집에 대한 가이드라인인 Carbon Cycle을 제공함으로써 시민과학의 접근성 제고 및 데이터의 품질 향상에 기여 Ⅳ. 국내 시민과학 현황 1. 국내 시민과학 활동 현황 ? 생물다양성, 기후·대기, 해양, 지역문제 해결 등 4개 분야에서 총 10개 시민과학 활동 사례 분석 ㅇ해외 사례와 마찬가지로 국내에서도 환경 분야에서는 생물다양성과 관련된 시민과학 프로그램이 많이 이루어지고 있으며, 모니터링 결과를 쉽게 기록할 수 있는 온라인 플랫폼 네이처링을 이용하고 있음 ㅇ기후·대기 분야에서는 악취, 대기질, 폭염 등 문제를 다루고 있으며 모니터링과 매핑을 함께 진행하고 있음 ㅇ해양 분야의 경우 해양폐기물과 갯벌 중심으로 모니터링이 주로 이루어지고 있음 ㅇ지역문제 해결과 관련해서는 과학기술정보통신부 및 정보통신산업진흥원에서 주관하는 SOS랩 사업을 통해 지원받은 총 8개 지자체가 각 지역의 정책적 우선도에 따라 프로젝트 진행 ?시민과학 촉진과 발전에 기여하고 있는 지구사랑탐사대, 숲과나눔, 시민환경연구소 등 총 6개 조직 검토 ㅇ시민과학이 발달한 해외 국가와 달리 국내에서는 국가 차원에서의 시민과학 플랫폼이나 조직이 아직 마련되지 않았지만, 다수 조직들이 여러 형태로 시민과학을 지원하고 있음 -전문가 및 시민 간의 연계, 시민 아이디어 및 연구 지원, 시민과학 홍보, 데이터 기록 및 관리, 연구결과를 이용한 정책 제안 등 다각도에서 시민과학 활성화에 기여 2. 관계자 의견 수렴을 통한 시민과학의 이해 ?학계, 시민과학자, 시민과학 거점, 시민과학 활용, 정책 연구 등 다양한 분야에 걸쳐 시민과학 관계자를 대상으로 심층 인터뷰 진행 ㅇ국내 시민과학의 전반적인 특징에 대해서는 시민과학의 태생적 특성에서 비롯된 의견이 많음 -데이터 축적 및 활용 관련 문제, 한정적인 활동 분야, 제도적 지원 부족, 전문가 참여 저조 등 국내 시민과학 현황의 문제점이 언급됨 ㅇ시민과학의 정책적 활용과 관련해서는 시민과학에 대한 인지도 부족, 시민과 정책 담당자 혹은 전문가 간의 상호 불신, 시민 데이터에 대한 평가 및 검증 등이 언급됨 ?시민참여 관련 업무 담당 공무원 99명을 대상으로 시민참여 및 시민과학에 대한 인식조사 실시 ㅇ전반적인 시민참여 활동에 대한 의견을 확인해 본 결과 시민참여의 중요성을 높게 평가함 -‘다양한 의견의 반영’(40.4%), ‘정책 수용성 증대’(15.2%), ‘시민의식 함양’(13.1%) 등 시민참여가 절차적 정당성에 기여한다고 평가한 반면, ‘집단 이기주의의 개입’ (44.4%) 등 시민참여가 또 다른 갈등 요인으로 작용할 수 있다는 우려도 존재 ㅇ시민과학에 대한 인지도는 매우 낮지만 시민과학에 대한 평가는 긍정적으로 나타남 -시민과학의 활용에 대해 일반적인 정책적 활용(긍정 46.4%, 부정 18.2%), 자신이 속한 분야에서의 정책적 활용(긍정 44.4%, 부정 16.1%), 과학적 활용(긍정 50.5%, 부정 14.1%) 모두에서 긍정 평가가 부정 평가에 비해 높게 나옴 ?시민과학의 데이터적 가치는 어느 정도 인정하고 있으나, 시민과학을 시민참여를 통한 의사결정의 일환으로 받아들이는 인식은 낮음 ?과학적 데이터 생산 주체로서 시민에 대한 기대가 높지만 데이터 품질이나 실제 운영에 대해서는 우려 존재 -시민과학의 정책적 활용 강화 방안으로는 시민 역량 강화나 홍보와 같이 시민과학에 대한 인식 제고가 필요하며, 장기적으로는 플랫폼 구축, 평가 방안 마련, 시민참여 증대 등 기반 확보가 필요하다고 응답 -탄소중립 관련 정책 분야 중 자원순환 분야에서의 활용도가 가장 높을 것이라는 응답이 55.6%로 가장 많이 나옴 Ⅴ. 정책 제언 1. 시민과학의 정책적 활용 강화를 위한 제언 ? 제도적 지원 ㅇ 탄소중립 관련 계획 수립 시 시민과학 활동을 고려 -?기후위기 대응을 위한 탄소중립·녹색성장 기본법? 및 관련 계획 수립 시 시민참여의 일환으로 시민과학 고려 -국가·광역·기초 단위 계획에서의 차별적 적용 필요 ㅇ중간지원조직 지정 및 지원 -시민과학 결과물의 정책적 선용을 위해 정책과 시민과학을 연결할 수 있는 중간지원조직 필요 -해외의 경우 중간지원조직이 시민과학의 발전을 이끄는 구심점 역할을 함 -운영 방법의 경우 새로운 조직 구성, 기존의 시민과학 활동 주관 단체에 대한 후원, 해당 기능 수행 가능 기관에 시민과학 역할 부여 등 다양한 방안을 고려할 수 있음 ㅇ 시민과학 플랫폼 개발 -시민과학에 대한 인식과 접근성 증대를 위해 데이터 저장소이자, 전문과학과 시민과학, 정책담당자와 시민과학, 시민과학 수요자와 공급자 등을 연결하는 공간 구축 필요 -중간지원조직 지정 후 플랫폼 개발 및 운영 역할 부여 ? 정책 연계성 강화 ㅇ 시민과학 활동 설계 시 정책적 목표 고려 -정책 목표에 따라 적합한 시민과학 활동을 계획함으로써 시민과학의 정책적 활용을 촉진할 수 있음 -시민과학을 잘 활용하기 위해 프로그램 설계 시점부터 필요한 결과물이 무엇인지, 이를 어떻게 활용할 것인지 등을 설정할 필요가 있음 ㅇ 학교 환경교육 연계 프로그램 -탄소중립 관련 국가 추진전략 및 계획들에서는 국민 소통을 강조하며 홍보·교육 중심의 인식 전환을 유도하고자 함 -방과 후 수업이나 동아리 활동의 활용, 탄소중립 중점학교 중심의 시범사업 진행 등을 고려할 수 있음 ? 시민과학 역량 강화 ㅇ 전문가와의 협업 증대로 시민과학 활동 고도화 -시민과학 활용의 가장 큰 장애물 중 하나인 데이터 품질 문제를 해결하기 위해 전문가의 참여가 반드시 필요함 -시민과학 활용 정책 연구과제 발굴, 은퇴 과학자 등 퇴직 연구인력 활용, 그린캠퍼스 사업, 환경 특화 대학원 등과의 연계 활동 등을 고려할 수 있음 ㅇ 시민과학 평가 가이드라인 개발 -시민과학을 정책적으로 활용하기 위해서는 투입 예산 대비 효과에 대한 면밀한 분석을 통해 시민과학에 대한 불신 문제를 사전에 방지해야 함 -벤치마킹 데이터, 시민과학 연구 절차, 결과물 및 데이터 관리 방법 등에 대한 평가 기준의 설정이 필요함 ㅇ 시민참여 확대를 위한 도구 개발 -참가자의 특성에 맞는 참여 방법 개발 필요 -게임화, IoT 센서 활용, QR코드, GPS 매핑 등 다양한 기술 활용 제안 2. 탄소중립 정책에서 활용 가능한 시민과학 프로그램 ? 데이터 수집 ㅇ시민참여형 탄소공간지도 작성 ㅇ블루카본 시민모니터링 ㅇ가로수 관리 데이터 수집 ㅇ전기차 충전소 설치 관련 데이터 수집 ㅇ소규모 태양광 발전량 조사 ? 이해관계자 참여 ㅇ주민 참여형 환경영향평가 ㅇ재생에너지 발전시설의 수용성 증대를 위한 갈등지도 작성 ? 환경교육 및 실천 ㅇ공유컵 거점 지정을 위한 데이터 수집 ㅇ가정 음식물쓰레기 조사 Ⅵ. 결론 ?탄소중립 사회 실현을 위한 시민참여 방법론으로 시민과학을 제시하고 국내외 사례 및 관계자 인식조사를 통해 적용 가능성을 탐색함 ㅇ시민들이 직접 정책 근거 수집에 참여하고 해당 데이터를 정책 논의의 장에 활용함으로써 의견 기반이 아닌 근거 기반 의사결정을 돕는 동시에 정책 운영의 투명성을 도모할 수 있음 ㅇ관계자 인터뷰와 시민참여 담당 공무원 대상 설문조사를 통해 시민과학의 한계와 우려에 대해 확인할 수 있었으나, 이를 보완할 경우 정책적 기여도는 높을 것으로 평가됨 -특히 자원순환과 같이 국민들의 참여와 실천이 필요한 영역에서의 적용 가능성이 높을 것으로 판단 -전반적인 역량 관리와 품질 관리를 통해 시민과학에 대한 인식을 개선하고 확대해 나가야 할 것임


Ⅰ. Introduction 1. Rationale and purpose of research ? Achieving carbon neutrality is a national goal for the Great Transition of the entire carbon-centric system and operational principle in society into a decarbonized society. To this end, it is imperative to transform not only technology but also the perception and structure of society. ㅇ The emerging importance of public participation in policy-making and implementation - The 2050 Carbon Neutral Strategy which is being promoted by the government also emphasizes communication and a social consensus to raise public awareness, but it has not given sufficient consideration to specific methods ? Citizen science is one of the citizen participation methods to achieve both goals of democratic public participation and evidence-based policy implementation. ㅇ The present study aims to seek the best ways to promote the scientification and systemization of citizen participation and to enhance public policy acceptance during the implementation of carbon neutrality policy by revitalizing citizen science. 2. Research scope ? Discover the best ways to utilize and revitalize citizen science during the implementation of carbon neutrality policy ㅇ Review the concept and types of citizen science and related discussions ㅇ Examine the applicable validity of citizen science in the domestic context through the review of the overseas cases ㅇ Identify the current status of citizen science in Korea and survey the perceptions of the parties concerned in citizen science ㅇ Suggest ways of utilizing citizen science to achieve a carbon-neutral society Ⅱ. Theoretical Background 1. Citizen science and carbon-neutral society ? Achieving carbon neutrality is the Great Transition, and therefore, it is important to reinforce the institutional foundation and vitalize the cooperative network and community among the central government, local governments, and citizens. ㅇ It is necessary to reinforce the information-sharing system to ensure active citizen participation in policy-making and to form a social consensus. ? It is necessary to facilitate both scientific accuracy and democratic legitimacy in policy-making. ㅇ Traditional policy-making that emphasizes only scientific expertise undermines procedural legitimacy, and participatory policy-making that emphasizes only democracy has the potential to result in irrational decisions. ㅇ Strike a balance between science and democracy by utilizing citizen science - Enable the citizens to participate in the process of collecting evidence for policy-making, thereby contributing to resolving information asymmetry that may arise during citizen participation 2. Concept of citizen science ? Citizen science emerging in line with the open science movement ㅇ As the discussion around citizen science continues to grow, a diverse set of definitions have been developed regarding citizen science. - In the study of Haklay et al. (2021), the definition of citizen science is classified into the instrumental aspect, the descriptive aspect, and the normative aspect. ㅇ There is a difference concerning the views on citizen science and the role of citizens participating in citizen science. - Sauermann et al. (2020) introduced the productivity view and democratization view to describe citizen science. 3. Types of citizen science ? There is a conceptual mixture in the use of citizen science for policies and citizen participation in the policy process. ㅇ Both the “democratization of science” perspective that asserts the importance of understanding the expertise of lay people who are marginalized in the expert-centered science policy-making process and the production of scientific knowledge should be citizen-oriented, and the “public understanding of science” perspective which asserts that the public should be allowed easy access to science laid the foundation for a discussion on citizen science, causing confusion. ㅇ It is different from citizen participation in the policy process since the entire purpose of citizen science is not to utilize it for a policy or refer it to public opinion. ? Citizen science is categorized according to types of citizen participation and the scope of the area in which citizens participate. ㅇ The leading classification is the one presented by Bonney et al. (2009), which classified citizen science into contributory, collaborative, and co-created ones. 3. Policy contributions of citizen science ? Citizen science may contribute to the realization of a carbon-neutral society in the three aspects of scientific value, participatory value, and practical value. ㅇ Scientific value - It facilitates evidence-based policy-making by collecting and building new data from various sources. - Based on the experience in the community, it pinpoints the objects of interest or problems and bridges the micro and macro gaps in expert data. ㅇ Participatory value - It improves the citizens’ understanding on environmental issues and increases the data credibility. - It allows the stakeholders to directly participate in the policy process to build trust among the stakeholders and manage conflicts. ㅇ Practical value - It improves environmental literacy, enhances policy acceptance, and reinforces pro-environmental behaviors by encouraging engagement in citizen science activities that lead to environmental practices. Ⅲ. Current Status of Citizen Science Overseas 1. Distribution of the overseas cases ? An analysis was conducted with a focus on the activities registered in the five leading citizen science platforms. ㅇ The types of activities and the distribution of subjects are not significantly different from those of Korea, but the main agents who lead the projects are more diverse. 2. Support for policy use ? Review of how citizen science is used for policy in eight countries, including the US, EU, and Germany ㅇ The United States encouraged federal agencies to use citizen science through the online platform Citizenscience.gov, and enacted the “Crowdsourcing and Citizen Science Act” in 2017. ㅇ The EU published a green paper and white paper on European citizen science as a part of the SOCIENTIZE project and launched the citizen science platform EU-Citizen.Science together with the European Citizen Science Association (ESCA). ㅇ Germany has built an online platform, B?rger schaffen Wissen, based on the capacity-building program and online platform for citizen science GEWISS, and evaluated the citizen science project. ㅇ Austria holds the Austrian Citizen Science Conference every year, and the Citizen Science Network Austria (CSNA) formalizes the development of citizen science through a memorandum of understanding among the partner institutions. ㅇ The Netherlands provides support for citizen science as a means to foster open science and includes citizen science as a major program line in the “National Programme Open Science.” ㅇ Slovakia has presented ‘citizen science support’ as one of the main strategies for the “Slovak National Strategy for Open Science 2021 ? 2028.” ㅇ Australia has formulated citizen science-related policies at the local government level before the national government. At the Australian government level, “Australia’s National Science Statement” emphasizes “all Australians,” thus recognizing the scientific contribution of lay people. ㅇ Citizen science was selected as one of the most urgent issues of the G7 Science Academies in 2019, and the specific plan to revitalize citizen science was presented. 3. Case studies ? Climate and atmosphere ㅇ In Belgium, a citizen-led air quality measurement project called CurieuzeNeuzen was implemented and based on this, policymakers are having discussions on the air quality policies with the citizens. ㅇ New Year’s Eve Fireworks of the Netherlands is a project designed to allow its citizens to measure the particulate matter concentration after fireworks, and the collected data is registered on the government portal and used to improve the officially measured data. ㅇ The AURORA project, part of the EU’s Horizon2020 program, allows its citizens to observe individual carbon emissions and energy consumption behaviors to increase public awareness of carbon neutrality and facilitate green behavior. ㅇ SOCIO-BEE is an air pollution mapping project for young adults, elderly people, and everyday commuters, and it aims to adopt sustainable and replicable behaviors rather than a one-time intervention. ? Energy ㅇ The Open PV in the US and the Generation Solar in Europe are leading examples concerning the collection of data on solar energy, and both collect data based on photographs. ㅇ Saving Energy@home supports research collaboration between experts and citizens by encouraging the citizens to provide information on energy consumption in public buildings and private homes so that the researchers can study the possibility of reduction in individual energy consumption. ㅇ As part of a transnational cooperation project called Step Change, it is investigating renewable energy-sharing incentives in the German energy community and energy production potential in agriculture in Uganda. ? Circular economy ㅇ Based on The Great Litter Count of the UK, the Scottish government conducts Zero Waste Scotland, a project designed to deliver waste-reducing initiatives, and Marine LitterWatch, a marine waste collection project as part of it. ㅇ Plastexperimentet of Sweden encourages citizens to collect plastic waste and conducts experiments to analyze the composition of unidentifiable waste. ㅇ Cheetah, developed under the support of the Dutch Ministry of Foreign Affairs, is designed to prevent crop loss by enabling transporters to improve the accuracy of the information on the transportation of crops through an app. ㅇ In Sweden, to reduce food waste in schools, the project Svinnkollen and Forskar Fredag are implemented in which students monitor their food waste and promote the transition into pro-environmental behavior. ? Carbon sink and storage ㅇ Australia seeks to contribute towards reducing its carbon footprint by developing a carbon tracker tool and allowing cattle farmers to monitor their carbon emissions. ㅇ GreenprintMaps and Urban Forest Map implemented by Scistarter, and the Tree Inventory Project in the US are projects designed to investigate tree carbon sinks, and they allow the citizens to observe and map trees to contribute towards improving the tree management policies. ㅇ Blue Carbon Lab in Australia is a project that allows citizens to collect data to analyze the carbon stored in wetlands. ? Citizen participation ㅇ The US Department of Agriculture has sought to develop guidelines for evaluating the citizen participatory ecosystem service assessment using the Q methodology. ㅇ In Canada, a funding program was launched to engage local inhabitants in the environmental impact assessment and prevent problems, such as conflict management, simultaneously. ㅇ The Globe Program is designed to contribute towards enhancing the accessibility of citizen science and improving the quality of data by providing the carbon cycle, a guideline for carbon data collection. Ⅳ. Current Status of Citizen Science in Korea 1. Status of citizen science activities in Korea ? Analysis of the ten cases of citizen science activities in four areas: biodiversity, climate/atmosphere, ocean, and social problem-solving ㅇ Similar to the overseas cases, many biodiversity-related citizen science programs are available in the environment field in Korea, and the online platform Naturing is being used to enable the easy recording of monitoring results. ㅇ In the field of climate and atmosphere, problems such as odor, air quality, and heat waves are being dealt with and monitored, and mapped. ㅇ In the marine sector, marine waste, and tidal flats are primarily monitored. ㅇ By aiming to solve social problems, eight local governments backed up through the SOS Lab project hosted by the Ministry of Science and ICT and the National IT Industry Promotion Agency implemented the project according to the policy priorities of each region. ? Review of six organizations contributing to the promoting and developing of citizen science, including the Earth Love Expedition Team, Forest and Sharing, and Environment Research Institute for Citizens ㅇ Unlike other countries where citizen science is well established, there is no citizen science platform or organization yet available at the national level in Korea, but many organizations are supporting citizen science in various formats. - Contributing to the revitalization of citizen science from diverse angles, such as boosting collaboration between experts and citizens, supporting for citizens’ ideas and research, publicizing citizen science, recording and managing data, and making policy proposals according to the study results 2. Understanding citizen science through the opinions of the stakeholders ? Conducting in-depth interviews with citizen science stakeholders in various fields such as academia, citizen scientists, citizen science hubs, and the utilization of citizen science ㅇ As for the overall characteristics of citizen science in Korea, many opinions stem from the innate characteristics of citizen science. - Problems regarding the current status of citizen science in Korea were mentioned, and these include data accumulation and utilization problems, limited areas of activities, lack of institutional support, and the low participation of experts. ㅇ With the policy use of citizen science, the lack of awareness of citizen science, mutual distrust between the citizens and policymakers or experts, and the evaluation and verification of citizen data were brought up. ? Surveying the perception towards citizen participation and the citizen science of 99 public officials in charge of citizen participation-related tasks ㅇ We asked the overall opinions on the citizen participation activities, and the respondents regarded citizen participation as highly important. - While they rated citizen participation by means such as “the reflection of diverse opinions (40.4%),” “increase in policy acceptance (15.2%),” and ”the cultivation of civil awareness (13.1%),” to contribute to procedural legitimacy, there were concerns that citizen participation may give rise to an additional conflict factor such as “the intervention of group egoism (44.4%).” ㅇ The level of citizen science awareness is very low, but citizen science is rated as positive. - In terms of the use of citizen science, positive ratings were higher than negative ratings in general policy application (46.4%), policy application in the relevant field (44.4%), and scientific application (50.5%). ? Although the citizen science data is acknowledged as valuable to some extent, the level of citizen science awareness as part of the decision-making through citizen participation is low. ? There is a high expectation that citizens will serve as main agents of the production of scientific data, but concerns exist over the data quality and actual operation. - In terms of the measures designed to reinforce the policy utilization of citizen science, the respondents answered that it is necessary to improve the perception towards citizen science by means such as building the citizens’ capacity and improving public relations and to lay the groundwork by building a platform, developing the evaluation measures, and increasing citizen participation. - Among the policy fields related to carbon neutrality, most respondents said that resource circulation (55.6%) would be the most applicable. Ⅴ. Conclusion and Suggestions 1. Overall study results and conclusion ? Presenting citizen science as a way to encourage citizen participation in achieving a carbon-neutral society and exploring its applicability through domestic and international cases and stakeholder awareness surveys ㅇ Citizens directly participate in the establishment of a policy foundation and the collected data is used in the venue for policy discussions, helping to make decisions based on valid grounds rather than opinions, while facilitating transparency in police operation. ㅇ Although this study was able to identify the limitations and concerns involving citizen science through the interviews of stakeholders and the surveys of public officials in charge of tasks related to citizen participation, the respondents answered that its contribution to policy-making would be highly significant once it is modified. - In particular, it will be universally applicable to areas that require the participation and practice of the citizens, such as resource circulation. - The perception towards citizen science should be improved and expanded through overall capacity management and quality control. 2. Suggestions for reinforcing the use of citizen science in policies ? Institutional support ㅇ Consider the citizen science activities when developing plans associated with carbon neutrality - Consider citizen science as part of the citizen participation when establishing the Framework Act on Carbon Neutrality and Green Growth and the related plans - Need for differential application to the national/metropolitan/basic plans ㅇ Designation and support of intermediary organizations - There is a need for intermediary organizations with the capacity to connect the policy with citizen science for the effective use of the outcome of citizen science to the policy. - Intermediary organizations should play a pivotal role in driving the development of citizen science overseas. - The operation method may consider various measures, such as forming a new organization, sponsoring an existing citizen science-related activity group, and assigning the role of citizen science to institutions that can perform relevant functions. ㅇ Development of a citizen science platform - To increase awareness and access to citizen science, it is necessary to build a space designed to serve as a data repository and connect professional science and citizen science, policymakers and citizen science, and citizen science consumers and suppliers. - After designating an intermediary organization, the role of developing and operating a platform should be assigned. ? Reinforcement of the policy association ㅇ Consider the policy goals when designing the citizen science activities - Planning the appropriate citizen science activities for policy goals may facilitate the application of citizen science to the policy. - To make effective use of citizen science, it is necessary to determine what outcomes are required and how to use them from the program designing stage. ㅇ Educational programs associated with the school environment - To emphasize public communication in the carbon neutrality-related strategies and plans and encourage transition in the awareness oriented towards public relations and education - It is possible to consider making effective use of after-school classes and club activities and proceeding with pilot programs oriented towards carbon-neutral schools. ? Reinforcement of citizen science capacity ㅇ Advancement of citizen science activities by increasing the collaboration with experts - To address the data quality issue, which is one of the biggest obstacles to the use of citizen science, experts must actively participate. - It is possible to consider exploring triggering factors for the academic community, utilizing retired research personnel such as retired scientists, and activities associated with green campus projects and environment-specific graduate schools. ㅇ Development of guidelines for the evaluation of citizen science - To make use of citizen science in policy, it is necessary to conduct a detailed analysis of the effect against the assigned budget to prevent the problem of distrust in citizen science. - It is necessary to develop the evaluation standards for benchmarking data, citizen science research procedures, outcomes, and data management methods. ㅇ Development of tools designed to extend citizen participation - Need to develop a participation method ideal for the characteristics of the participants - Proposal to make use of different technologies such as gamification, IoT sensor application, QR code, GPS mapping, etc. 3. Citizen science programs applicable to carbon neutrality policies ? Data collection ㅇ Create a carbon space map for citizen participation ㅇ Monitor blue carbon citizens ㅇ Collect street tree management data ㅇ Collect data related to the installation of EV charging stations ㅇ Investigate small-scale solar power generation ?
