dc.description.abstract Ⅰ. Background and Objectives 1. Background ? Need to promote policies that link biodiversity and ecosystem-based carbon sinks ㅇDespite being a significant method for reducing greenhouse gases, carbon absorption through nature and ecosystems has been overlooked and has only recently begun to receive serious international attention. ㅇAdvanced countries such as the EU and international agreements like the Convention on Biological Diversity emphasize the conservation and restoration of ecosystems and biodiversity as a nature-based solution (NbS) for responding to the climate crisis. ㅇFurthermore, related government ministries such as the Ministry of Environment and the Ministry of Oceans and Fisheries are developing carbon-neutral implementation plans and preparing strategies to manage and expand carbon sinks. However, there is insufficient research on specific measures. ? Need for plans to increase forest and ocean carbon sinks ㅇBetween 2007 and 2016, human activities resulted in global carbon emissions of approximately 10.69 PgC per year. Out of this amount, an estimated 5.97 PgC of carbon was stored by land and marine ecosystems, with an annual storage rate of 56% in these ecosystems (Keenan and Williams, 2018). ㅇAs greenhouse gas absorption by natural ecosystems like vegetation, forests, and oceans is being recognized as a significant alternative for reducing greenhouse gas emissions, the international community is exploring nature-based solutions to address the issue. ㅇIn Korea, there is insufficient activity and national statistics on carbon absorption in various forests and marine ecosystems. Existing data are scattered across different sectors, making it challenging to analyze total domestic carbon absorption and carbon absorption by local government. ㅇThus, it is critical to develop an effective and successful policy for increasing forest and ocean carbon sinks, while considering domestic circumstances and reflecting biodiversity conservation and restoration efforts. 2. Purpose and scope of research ㅇThe goal of this study is to investigate approaches for increasing carbon sinks across various sectors of ecosystems and develop a policy for their promotion. The research will be conducted over a period of three years. ㅇThis report covers the forest ecosystem and marine ecosystem sectors as the topics for the first year. ㅇIn the second year, the research will focus on soil ecosystems and agricultural ecosystems, followed by wetland ecosystems and urban ecosystems in the third year. The objective is to develop comprehensive policies for increasing carbon absorption in ecosystems at the national level. 3. Research topics and the performance framework ? Analysis of the domestic and international biodiversity conservation policies for carbon absorption in forest and marine ecosystems ㅇAnalysis of the trends in the biodiversity conservation policy of major international organizations ㅇAnalysis of the trends in the biodiversity conservation policy in major countries ㅇAnalysis of the trends in the national biodiversity conservation policy and carbon neutrality implementation through nature ㅇAnalysis of the trends in local governments’ biodiversity conservation policies and carbon neutrality implementation through nature ? Trends in Domestic and International Biodiversity Conservation Policies on Carbon Absorption in Forest and Marine Ecosystems 1. Trends in biodiversity conservation policies of major international organizations ㅇThe Convention on Biodiversity (CBD) is currently discussing the Post- 2020 Global Biodiversity Framework, which will serve as the new global framework for biodiversity after the 2011-2020 Strategic Plan for Biodiversity. ㅇSome of the goals that have been achieved are mainly related to establishing the foundation for biodiversity enhancement, such as expanding habitats that underpin biodiversity, developing national strategies, and increasing funding, rather than directly promoting biodiversity conservation itself. ㅇThe United Nations Framework Convention on Climate Change (UNFCCC) has been discussing emission reduction obligations, primarily for developed countries that bear historical responsibility for emitting greenhouse gases and causing climate change. However, with the failure of developed countries to achieve their greenhouse gas reduction targets and the rapid increase in greenhouse gas emissions from developing countries, a new climate change regime has opened up in which both developed and developing countries participate in greenhouse gas reduction obligations. ㅇAt the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, the ‘Glasgow Climate Pact’ was adopted. At the Glasgow COP, nature-based solutions were highlighted as an important strategy for addressing climate change. 2. Trends in biodiversity conservation policies of major countries ? Trends in policies for increasing carbon sinks in forest ecosystems ㅇEurope, Germany, the United Kingdom, Japan, and others emphasize nature conservation, restoration, transformation, and global biodiversity conservation, and have established natural networks to protect and restore nature. They designate 30% of land as protected areas and designate areas with exceptional biodiversity (such as primeval forests and virgin forests) as strictly protected areas (at the level of one-third of protected areas), so as to establish ecological corridors. ㅇFurthermore, there are efforts to promote and enhance ecosystem services, reduce social costs of climate change, and improve resilience. Additionally, there are plans to promote the development of ecological, green, and carbon capture technologies and to utilize them to enhance ecosystem protection, restoration, and carbon storage. Also, efforts are underway to achieve net-zero emissions by 2050 by supporting green growth of the forestry, lumber, and wood industries based on the sustainable use of forest resources. ? Trends in policies for increasing carbon sinks in marine ecosystems ㅇRecently, the ‘Glasgow Climate Pact’ was adopted at the COP26 of the UNFCCC. In the ocean sector as well, the importance of protecting and restoring marine ecosystems was included in the joint statement. ㅇIn the European Green Deal policy, Europe acknowledges the important role of aquaculture, including cultivation of shellfish and seaweed, in mitigating climate change. They aim to expand support for aquaculture as a means to adapt to and mitigate climate change. ㅇThe United States has introduced the Ocean-Based Climate Solutions Act and is actively promoting restoration projects to improve the structure and function of marine ecosystems. The National Oceanic and Atmospheric Administration (NOAA) is implementing the Living Shoreline project, which aims to reduce carbon emissions, prevent erosion, and reduce pollution through the restoration and expansion of tidal wetlands. ㅇAustralia has world-leading policies related to blue carbon. The country is strengthening international efforts to protect coastal blue carbon ecosystems and working to improve national policies for conserving, protecting, and restoring these ecosystems. 3. National biodiversity conservation policies and trends towards natural-based carbon neutrality ? Trends in South Korea’s policy to increase forest carbon sinks ㅇThe Forest Sector Promotion Strategy for Achieving Carbon Neutrality by 2050 announced in December 2021 is a national strategy to maintain and enhance the carbon absorption and storage capacity of forests, and to preserve and restore carbon sinks. The policy direction aims to contribute to carbon neutrality implementation through sustainable forest management and conservation/restoration, and includes including new forest carbon sinks, enhancing forest carbon absorption capacity, promoting the use of wood and forest biomass, and conserving and restoring forest carbon sinks. In addition, to preserve and restore forest carbon sinks, the policy aims to strengthen the support policy for protected areas within private forests, expand the acquisition of private forests, and expand forest protection areas (1.2 million ha) by 2050. It also aims to simplify forest protection area types and improve the related system. ㅇThe Fifth National Biodiversity Strategy is pursuing the restoration and recovery of ecosystem connectivity. Specifically, it aims to conserve and restore 20% of ecologically damaged areas, with a focus on large-scale ecological zones, to enhance ecosystem connectivity. By developing incentive policies for protected areas in private forests and other measures, the strategy aims to expand forest protection areas to cover 12% of the national territory by 2030. ? Trends in South Korea’s policy to increase ocean carbon sinks ㅇIn October 2021, the Ministry of Oceans and Fisheries announced the 2050 Carbon Neutrality Roadmap for the Ocean and Fisheries Sector. The roadmap includes greenhouse gas reduction plans in five major sectors: shipping, fisheries and coastal areas, ocean energy, blue carbon, and ports. In particular, the blue carbon sector aims to achieve a net absorption of 1.362 million tons of carbon and is actively pursuing the goal. ㅇIn addition, in September 2021, the Basic Plan for the Management and Restoration of First-generation Tidal Flats and Other Tidal Flats was established based on the Tidal Flat Act, which includes plans to manage Korea’s blue carbon through the expansion of blue carbon projects and the development of blue carbon enhancement technology. The blue carbon ecosystems recognized by the IPCC currently include seagrass beds and mangrove forests growing in estuaries and coastal sediments. In addition to Korea’s existing tidal flats and seagrass, the plan aims to discover new carbon sinks from marine ecological resources that can be recognized as carbon sinks by the IPCC. 4. Local government policies for biodiversity conservation and trends in nature-based carbon neutrality implementation ㅇ In the case of local governments in Korea, the foundation for policy implementation was established through the development of the plans listed below. - Comprehensive Plan for Climate Change Response in Gyeonggi Province - Basic Plan for Carbon Neutrality Promotion Strategy in Gangwon Province by 2040 - Second Comprehensive Plan for Climate Change Response in Chungnam Province - Comprehensive Plan for Gyeongsangbuk-do (2021-2040) - Fourth Comprehensive Plan for Jeollanam-do (2021-2040) - Implementation Plan for Conservation and Management of Marine Ecosystems in Incheon Metropolitan City (2021-2030) - Marine Spatial Planning for Jeju Special Self-Governing Province (2019-2028) - Third Environmental Conservation Plan for Gangwon Province (2018-2025) ? Forest ecosystem ㅇIn the forest ecosystem sector, efforts are being made to promote green space development, expand park development, restore ecosystems, create carbon-neutral parks and wetland eco-parks, and carry out afforestation projects. In addition, local governments with abundant forests are establishing fire-resistant inner forests, restoring urban eco-cores, controlling forest pests, promoting the use of forest biomass, and setting policy directions for protecting and managing excellent ecological areas. ? Marine ecosystem ㅇThe marine ecosystem sector is pursuing the designation of wetland conservation areas, protection of marine ecosystem habitats, preservation and restoration of marine life, advancement of the management and conservation of marine ecosystem services, and enhancement of coastal management. In addition, efforts are being made to restore the habitats of domestic shellfish (oysters), establish artificial seaweed beds to enhance carbon absorption capabilities, conduct environmental and ecological surveys to address climate change, foster eco-friendly smart fisheries, and create underwater forests and sea forests. Ⅲ. Investigation and Analysis of Current Status and Spatiotemporal Changes in Carbon Sequestration of Forest and Marine Ecosystems 1. Investigation of major countries’ ecological carbon sequestration capacity and spatiotemporal changes ? Current status and changes in carbon absorption in forest ecosystems ㅇFrom 2010 to 2021, the global forest ecosystem emitted 8.38 GtCO2e/yr of carbon and sequestered 15.6 GtCO2e/yr, resulting in a net uptake of 7.17 GtCO2e/yr. ㅇFrom 2010 to 2021, the forest ecosystem in the United States emitted 0.83 GtCO2e/yr and absorbed 1.52 GtCO2e/yr, resulting in a net uptake of 0.69 GtCO2e/yr. The forest ecosystem in Canada emitted 0.41 GtCO2e/yr and absorbed 1.36 GtCO2e/yr, resulting in a net uptake of 0.95 GtCO2e/yr. However, the natural forest area in Canada was 421 million hectares (43% of the national territory) in 2010, and 2.52 million hectares were lost or damaged by 2021. ㅇCongo, which has the only tropical rainforest that can serve as a powerful carbon sink among the three major tropical rainforests (the Amazon Basin, the Congo Basin, and Southeast Asia), emits 0.50 GtCO2e/yr and absorbs 0.82 GtCO2e/yr, resulting in a net carbon uptake of 0.32 GtCO2e/yr. However, the natural forest area of the Congo, which accounted for 85% of the country’s land in 2010 at 198 Mha, has been degraded by 1.25 Mha as of 2021, resulting in an emission of 0.82 GtCO2e/yr. ? Current status and changes in carbon absorption in marine ecosystems ㅇThe global average cumulative carbon sequestration potential of coastal blue carbon is estimated to be 24.0±1.4 MtC/yr for mangroves, 13.4±1.4 MtC/yr for saltmarshes, and 43.9±12.1 MtC/yr for seagrasses. ㅇTo comply with the North American Agreement on Environmental Cooperation (NAAEC), the North American Commission for Environmental Cooperation (CEC) was established by the United States, Canada, and Mexico. National agencies such as Natural Resources Canada and the United States Geological Survey are producing a North American environmental map that includes access to the location information of the three representative blue carbon categories and provides quantitative values for their carbon sequestration and accumulation. ㅇAustralia has strengthened its policies to conserve vegetated coastal ecosystems (VCE), such as salt marshes, mangrove forests, and seagrasses, to mitigate greenhouse gas emissions. Globally, VCEs contribute 5-11% (70-185 TgC from above-ground biomass and 1,055-1,540 TgC from the top 1 m of soil) of carbon sequestration. The potential CO2 emissions from VCE loss are estimated to be 2.1-3.1 TgCO2e/yr, which accounts for 12-21% of Australia’s annual CO2 emissions from land-use change. 2. Review and categorization of ecosystem status in South Korea for increasing carbon sinks ? Current status and changes in forest ecosystems ㅇAs of 2020, the forest area in Korea was 6,286,438 hectares, with coniferous forests accounting for 2,319,832 hectares, broad-leaved forests for 2,002,150 hectares, mixed forests for 1,662,541 hectares, bamboo forests for 21,162 hectares, and non-forest land for 281,753 hectares. The composition ratio of forest types is 36.9% for coniferous forests, 31.8% for broad-leaved forests, 26.4% for mixed forests, 0.3% for bamboo forests, and 4.5% for non-forest land. For the purpose of this study, bamboo forests and non-forest land, which have a small proportion of forest coverage, are excluded, and the forest types are classified into coniferous forests, broad-leaved forests, and mixed forests. ㅇThe total forest area in Korea, consisting of coniferous, broadleaf, and mixed forests, decreased by 2.9% in the last ten years, resulting in an area of 59,840.23 km2 as of 2020. The area of coniferous forests was 2,319,832 hectares, reflecting a 10.1% decline compared to the 2010 figure. The area of broadleaf forests was 2,000,215 hectares, reflecting a 16.5% increase compared to the 2010 figure. The area of mixed forests was 1,662,541 hectares, reflecting a 10.9% decrease compared to the 2010 figure. ? Current status and changes in marine ecosystems ㅇSince 2003, South Korea has conducted a nationwide survey of tidal flats every five years and disclosed the area of coastal wetlands. As of 2018, the area of tidal flats was 2,482.0 km2, reflecting a decrease of 5.2 km2 compared to the 2013 figure. While this is a slightly greater decrease than the 2.2 km2 decrease between the 2008 and 2013 surveys, the trend of decreasing tidal flat area continues. ㅇThe National Comprehensive Survey of Marine Ecosystems conducted by the Korea Marine Environment Management Corporation (KOEM) includes a systematic survey of halophytes in tidal flats. The survey investigates the area of tidal flats and their vegetation and classifies plant communities to estimate the area of each community. ㅇThe internationally recognized marine carbon sinks are mangroves, salt marshes, and seagrasses. Efforts are underway in South Korea to establish blue carbon ecosystems, but although there are salt marshes and seagrasses, currently there are no mangrove habitats. ㅇHowever, the area of tidal flats in Korea is approximately 2,450 km2, which is 54 to 77 times larger than the combined area of mangroves and salt marshes. Therefore, it is very important for Korea to obtain Blue Carbon certification for tidal flats to promote blue carbon projects. 3. Investigation and analysis of domestic carbon sequestration capacity and pilot analysis of carbon sequestration potential ? Investigation and analysis of carbon sequestration capacity in forest ecosystems ㅇ This study obtained forest area data by tree species from the Forest Basic Statistics report published by the Korea Forest Service in 2011, 2016, and 2021. The carbon sequestration capacity data by tree species and age class was obtained from the National Standard of Forest Carbon Sequestration published by the Korea Forest Research Institute in 2013. In this study, mixed forests were defined as forests with a mixture of both coniferous and broad-leaved trees, and the proportions of coniferous and broad-leaved trees in mixed forests were assumed to be equal based on the Greenhouse Gas Inventory and Research Center report published in 2020. ㅇAccording to the results of carbon sequestration estimation, the amount of carbon absorbed by forest ecosystems was 56.4×106tCO2/yr in 2010, 55.1×106tCO2/yr in 2015, and 52.6×106tCO2/yr in 2020, showing a 6.6% decrease over the past decade. The rate of change in carbon sequestration by forest ecosystems was -1.7% from 2010 to 2015 and -5.0% from 2015 to 2020, indicating an accelerating reduction in carbon absorption and raising concerns. ? Investigation and analysis of carbon sequestration capacity in marine ecosystems ㅇFrom 2017 to 2020, a survey was conducted in 21 coastal wetland areas in South Korea to estimate the potential amount of blue carbon stored in sediment. This was the first attempt in the country to measure the blue carbon potential in coastal wetlands. ㅇAfter collecting core sediment samples from 21 coastal wetland areas nationwide, the organic carbon stocks and sequestration rates were assessed. Using remote sensing techniques, the national potential blue carbon stocks were estimated, and the annual carbon sequestration amount was evaluated. ㅇOverall, the organic carbon storage in South Korea was estimated to be approximately 13.142 million 2,149 MgC, with an annual sequestration rate of 71,383 MgC (260,000 MgCO2eq). ㅇSince remote sensing did not distinguish clearly between salt marshes and tidal flats, the total quantity of coastal wetlands in South Korea was estimated based on the entire dataset. However, further research is required to calculate the rates of organic carbon accumulation and sequestration for each habitat separately. ? Data collection and pilot analysis for analyzing carbon sequestration potential (forest ecosystems) ㅇThe northern limit of deciduous broad-leaved forests in South Korea is shifting northward, and the area of bamboo forests is also expanding. Therefore, this study estimates the carbon sequestration amount of deciduous broad-leaved forests and bamboo forests that are expanding their habitats due to climate change. ㅇThe evergreen broad-leaved forest was defined as including species such as prickly castor-oil tree, Japanese umbrella pine, laurel oak, konara oak, evergreen oak, Sasa veitchii, yew, and other evergreen broad-leaved trees. The forest area by age and the carbon sequestration coefficients of the evergreen broad-leaved forest and bamboo forest were obtained from the map (scale 1:5,000) provided by the Forest Inventory and Planning Institute, and the coefficients were either modified or used as is. The carbon sequestration amount of the evergreen broad-leaved forest was estimated using the average of the minimum and maximum carbon sequestration coefficients by age in Iizuka and Tateishi (2015). ㅇThe carbon sequestration of the evergreen broad-leaved forests was estimated to be 55.9×103 tCO2/yr, and that of the bamboo forests was estimated to be 591.2×103 tCO2/yr. As latitude increases, the area of the evergreen broad-leaved forests and bamboo forests decreases due to growth environment limitations, resulting in a decrease in carbon sequestration. ? Data collection and pilot analysis for analyzing carbon sequestration potential (marine ecosystems) ㅇThe estimation of intertidal flat area in coastal areas was based on the 2018 Nationwide Intertidal Flat Area Survey conducted by the Ministry of Oceans and Fisheries in 2018. ㅇTo increase the data accuracy in the area calculation, three additional steps were taken. In the 2018 National Survey of Tidal Flats, areas less than 0.1 km2 were recorded as 0 and not used in statistical calculations. However, in this study, to prevent underestimation of tidal flat area, the area of tidal flats nationwide was recalculated in units of 1 m2 and converted to hectares. Second, regions with data construction errors were excluded. Lastly, the northern areas were excluded based on the Northern Limit Line (NLL). ㅇThe carbon sequestration coefficients used in this study were derived from the nationwide research on carbon sequestration in tidal flats (Lee et al., 2021). The estimated carbon sequestration potential of tidal flats was 224×103tCO2/yr. After refining the tidal flat area, the carbon sequestration amount was found to decrease from the previous research result of 259×103tCO2/yr. Ⅳ. Analysis and Evaluation of Domestic and International Biodiversity Conservation Policies Related to Forest and Marine Ecosystems ? Achievements and limitations of domestic forest ecosystem policies ㅇThe medium- to long-term policies for the forest sector have been established to achieve carbon neutrality, including forest protection, conservation, expansion, restoration, species replacement, prevention of forest fires, sustainable forest management, and forestry activities. However, the activity area and calculation coefficients for estimating carbon sequestration in forest ecosystems are still at the level of Approach 1 (national non-spatial data) and Tier 2 (applying national default coefficients), indicating the need for an improved system for estimating carbon sequestration in forest ecosystems using Approach 3 (land- use-specific spatial and temporal data) and Tier 3 (applying spatial and temporal coefficients). ㅇConsidering the achievements and limitations of domestic policies, the integration with forest biodiversity conservation should be a priority. In this regard, forest biodiversity conservation should include not only protection and restoration but also the management of threats and the transition to a carbon-neutral forestry system. The integration with forest biodiversity conservation should be based on scientific evidence and take a comprehensive and balanced approach, considering both cooperative and offsetting effects. ? Achievements and limitations of domestic marine ecosystem policies ㅇThe field of carbon sequestration in marine ecosystems is in its early stages of technological and policy development. The international community is actively developing and implementing coordinated policies to expand the carbon absorption capacity of blue carbon ecosystems. In particular, research mechanisms that can be linked to coastal restoration, pollution control, and the growth of halophytes are being strongly promoted and linked in a broad framework. ㅇHowever, while recognizing the importance of existing and new blue carbon and the need for their recognition and expansion by international organizations, South Korea still lacks policies that provide budget allocation for basic research and implementation. With specific policies in place at the national level, efforts must be made to provide an impetus to local governments along the coasts for strong promotion. Through this, systematic accumulation of coastal carbon sink data on a per-local government basis can be achieved, and the necessary certification for Korea’s own blue carbon can be established. Ⅴ. Development of Policies for Enhancing Biodiversity in Korea Related to Expanding Carbon Absorption in Forest and Marine Ecosystems 1. Policy proposals for enhancing national biodiversity in relation to increasing carbon sinks ? Forest ecosystems ㅇThe transition to Sustainable Forest Management (SFM), which is based on the conservation and promotion of forest biodiversity, is inevitable. Therefore, efforts are needed to transition towards sustainable forest management by supplementing and revising relevant laws such as the Framework Act on Forestry and the Creation and Management of Forest Resources Act which were enacted and are enforced from the perspective of efficiency in timber production for non-protected areas. In addition, active utilization of the Guidelines for Sustainable Forest Resource Management based on SFM and the Forest Carbon Offset System is necessary. ㅇPolicy direction for increasing forest carbon sinks - Transition to a synergy-based forest management approach between sectors such as biodiversity conservation and ecosystem services - 3S forest management for forest carbon management - Transition to a forest lifecycle management based on a social communication-oriented circular economy of forests - Transition to science-based forest carbon sink management technology - Management of forest carbon sinks based on watershed and landscape - Establishment of infrastructure for domestic and international implementation (Forest carbon management based on international emissions trading) ? Marine ecosystems ㅇDue to the difficulty of acquiring spatial information in the ocean compared to on land, a long-term investment is necessary for investigating blue carbon and new carbon sinks in the ocean. As it is difficult to conduct nationwide field surveys, annual data on the distribution and area of coastal wetlands should be obtained through remote sensing, while also leading the international standards for spatial information on blue carbon. Strategies to link policies for ecosystem carbon sinks with national greenhouse gas reduction targets ㅇIn the case of the forest ecosystem sector, the IPCC recognizes greenhouse gas absorption based on the forest management rate attributable to forest management activities. However, in South Korea, the forest management rate is low due to a lack of data on forest activity management, resulting in only about 50% of the total greenhouse gas absorption being recognized. Therefore, collecting, managing, analyzing, and sharing historical spatial and temporal information on forest management activities must be carried out at the highest level. In addition, it is necessary to clearly distinguish between boundaries and areas of forest ecosystem sinks to determine the absorption coefficient and improve inventory items. Through these policy improvements, specific management plans for forest ecosystems can be systematized at the local government level, and the basic inventory data calculated at the local government level can serve as the basis for IPCC certification at the national level. ㅇThe history of research on blue carbon in marine ecosystems is short and currently being actively pursued internationally. Blue carbon is not included in the national greenhouse gas inventory, and continuous basic research and policy strengthening are needed for inventory restructuring. While the inventory has a wetland category, there is an urgent need to add a separate coastal wetland category or a carbon sink category for marine ecosystems. It is necessary to establish this through institutional arrangements and to strengthen policy recognition of the function of blue carbon as a carbon sink. Once the foundation is laid at the national level, it will provide momentum for the implementation of local policies for increasing ecosystem carbon sinks that reflect local characteristics. If local blue carbon databases continue to be established, they can serve as a basis for national-level international certification and the development of additional new blue carbon projects. 3. Strategies for linking national policies and local conservation policies to enhance implementation capacity ㅇAt the national level, it is believed that most policies related to forest and other ecosystem carbon sinks have the necessary implementation capacity and are being actively pursued. However, it is important to note that at the local level, policies are formulated based on the characteristics of each region while adhering to the policies established by the natonal government. Gangwon-do and Chungcheongnam-do, two major areas of this year’s research, possess abundant forest, marine, and coastal resources, and it was found that they proposed policy directions focusing on these resources. However, even if local governments formulate policies, various support and cooperation from the central government are necessary for their implementation. Additionally, since the budget for policy implementation for carbon sequestration may vary depending on the ecosystem type in each region, the central government needs to devise detailed plans, especially establishing institutional measures to strengthen the foundation for local governments to effectively implement their ecosystem carbon sequestration. -

산림생태계 탄소흡수량 현황 및 변화 ㅇ2010~2021년 전지구 단위 산림생태계는, 탄소를 8.38Gtco2e/yr를 배출하고 15.6Gtco2e/yr를 흡수하였으므로 순흡수량은 7.17Gtco2e/yr임 ㅇ2010~2021년 미국 산림생태계는, 0.83Gtco2e/yr를 배출하고 1.52Gtco2e/yr를 흡수하였으므로 순흡수량은 0.69Gtco2e/yr임. 캐나다 산림생태계는, 0.41Gtco2e/yr를 배출하고 1.36Gtco2e/yr를 흡수하였으므로 순흡수량은 0.95Gtco2e/yr임. 그러나 캐나다 산림생태계 면적(자연림)은 2010년 421Mha(국토의 43%)로, 2021년 2.52Mha가 훼손됨 ㅇ3대 열대우림(아마존 유역, 콩고 유역, 남동아시아) 중 유일하게 강력한 순탄소흡수원으로 역할을 할 수 있는 열대우림이 위치한 콩고는, 0.50Gtco2e/yr를 배출하고, 0.82Gtco2e/yr를 흡수하였으므로 순흡수량은 0.32Gtco2e/yr임. 그러나 콩고 산림생태계 면적(자연림)은 2010년 198Mha(국토의 85%)로, 2021년 1.25Mha가 훼손되면서 0.82Gtco2e를 배출하는 효과가 발생함 ? 해양생태계 탄소흡수량 현황 및 변화 ㅇ전 세계 연안 블루카본의 연평균 누적 탄소침적 잠재량은 맹그로브 24.0±1.4 MtC/yr, 염습지 13.4±1.4 MtC/yr, 해초지 43.9±12.1 MtC/yr로 평가 ㅇ미국, 캐나다 그리고 멕시코는 북미환경협력협정(NAAEC)을 이행하기 위하여 ‘북아메리카 환경협력위원회’를 설립함. 캐나다 천연자원부(Natural Resources Canada), 미국 지질조사국(United States Geological Survey) 등 국가기관에서 북아메리카 환경지도를 제작하는데, 블루카본 대표 3개 항목의 위치정보에 접근 가능하며 탄소흡수량 및 침적량에 대한 정량적 수치 제공 ㅇ호주의 경우, 온실가스를 완화하기 위해 염습지, 맹그로브 숲, 해초지 등의 해안 식물생태계(VCE: Vegetated Coastal Ecosystem) 보존을 목표로 하는 정책 강화. 전 세계적으로 VCE 탄소흡수의 5~11%(지상 바이오매스에서 70~185TgC, 토양의 상부 1m에서 1,055~1,540TgC) 정도 기여. 현재 VCE 손실로 인한 잠재 CO2 배출량은 2.1~3.1Tgco2e/yr로 추정되며, 본 수치는 호주 토지이용 변화로 인한 연간 CO2 배출량의 12~21% 정도로 추산 2. 탄소흡수원 확대를 위한 우리나라 생태계 현황 검토 및 유형화 ? 산림생태계 현황 및 변화 ㅇ2020년 기준 산림 면적은 628만 6,438ha로, 침엽수림은 231만 9,832ha, 활엽수림은 200만 2,150ha, 혼효림은 166만 2,541ha, 죽림은 2만 162ha, 무입목지는 28만 1,753ha임. 임상별 산림 구성 비율은 침엽수림, 활엽수림, 혼효림, 죽림, 무입목지가 각각 36.9%, 31.8%, 26.4%, 0.3%, 4.5%로, 본 연구에서는 산림 구성 비율이 낮은 죽림과 무입목지를 제외한 침엽수림, 활엽수림, 혼효림으로 유형화 ㅇ2020년 기준 산림 면적(침엽수림, 활엽수림, 혼효림)은 598만 4,523ha로, 지난 10년간 2.9% 감소. 침엽수림 면적은 231만 9,832ha로, 2010년 대비 10.1% 감소하였으며, 활엽수림 면적은 200만 2,150ha로, 2010년 대비 16.5% 증가. 또한, 혼효림 면적은 166만 2,541ha로, 2010년 대비 10.9% 감소 ? 해양생태계 현황 및 변화 ㅇ우리나라는 2003년부터 5년 주기로 전국갯벌면적조사를 실시하여 연안습지 면적 공표. 2018년 갯벌 면적은 2,482.0km2로, 2013년보다 5.2km2 감소. 2013년 조사에서 갯벌 면적이 2008년보다 2.2km2 감소한 것에 비하면 조금 더 감소 ㅇ해양환경공단의 ‘국가 해양생태계 종합조사’에서 갯벌생태계 염생식물 조사가 체계적으로 이루어지고 있음. 갯벌명 및 식생 면적을 조사하고 식물군락명을 분류하여 군락의 면적을 산정 ㅇ현재 국제사회에서 인정받고 있는 해양 탄소흡수원은 맹그로브, 염습지, 잘피임. 국내에는 블루카본 유형을 구축하기 위해 노력하고 있으나, 염습지와 잘피림이 있고 맹그로브 서식지는 없는 상황 ㅇ하지만, 국내 갯벌 면적은 약 2,450km2로 잘피림과 염습지에 비해 약 54~77배 큰 면적을 가지고 있음. 따라서 우리나라는 갯벌의 블루카본 인증이 블루카본 증진에 매우 중요한 상황 3. 국내 탄소흡수량 현황 조사·분석 및 탄소흡수 잠재력 시범 분석 ? 산림생태계 탄소흡수량 현황 조사·분석 ㅇ본 연구에서는 산림 수종별 면적은 산림청(2011년, 2016년, 2021년)의 ‘산림기본통계’를, 수종 임령별 탄소흡수량은 국립산림과학원(2013년)의 ‘산림 탄소흡수량 국가표준’을 활용. 혼효림은 침엽수림과 활엽수림이 혼합 분포한 산림으로, 본 연구에서는 혼효림 내 침엽수림과 활엽수림의 비중이 동일하다는 가정하에 분석을 진행(온실가스종합정보센터, 2020, p.266) ㅇ탄소흡수량 산출 결과, 산림생태계의 탄소흡수량은 2010년 56.4×106tCO2/yr, 2015년 55.1×106tCO2/yr, 2020년 52.6×106tCO2/yr로, 지난 10년간 산림생태계의 탄소흡수량은 6.6% 감소. 산림생태계의 탄소흡수 변화율은 2010~2015년 -1.7%, 2015~2020년 -5.0%로, 탄소흡수 감소가 가속화되고 있는 것으로 우려 ? 해양생태계 탄소흡수량 현황 조사·분석 ㅇ국내에서는 최초로 전 연안의 갯벌 퇴적물 내 블루카본 잠재량을 산정하기 위해 지난 2017년부터 2020년까지 국내 갯벌 21개 지역을 대상으로 조사 진행 ㅇ전국 연안 갯벌 21개 지역에서 채취한 코어 퇴적물 내 유기탄소 저장량(organic carbon stocks) 및 유기탄소 침적률(organic carbon sequestration rate)을 조사한 후, 원격탐사 기법을 활용하여 전국 단위의 블루카본 잠재량을 산출하여 연간 탄소흡수량 평가 ㅇ종합적으로 우리나라 전체의 유기탄소 저장량은 약 1,314만 2,149MgC이었고, 침적량은 연간 7만 1,383MgC(26만 2,000Mgco2e)로 추정 ㅇ국내 갯벌의 전체적인 양은, 원격탐사로 명확하게 염습지와 갯벌이 분리되지 않았기 때문에 전체 데이터를 기반으로 추정하였으며, 향후 서식지별 유기탄소 축적량과 침적량을 산출하기 위해서는 추가 연구 추진 필요 ? 탄소흡수 잠재력 분석을 위한 자료수집 및 시범 분석(산림생태계) ㅇ우리나라 상록활엽수림의 북방한계선은 북상 중이며, 죽림 면적 역시 확대되고 있음. 이에 본 연구는 기후변화에 따라 서식처가 확장되고 있는 상록활엽수림 및 죽림의 탄소흡수량 추정 ㅇ상록활엽수림은 가시나무, 구실잣밤나무, 녹나무, 굴거리나무, 활칠나무, 사스레피나무, 후박나무, 새덕이, 기타상록활엽수로 정의하였으며, 상록활엽수림 및 죽림의 임령별 산림 면적은 산림청 수치임상도(1:5,000)에서 추출하였으며, 상록활엽수림 및 죽림의 탄소흡수 계수는 기존 계수값을 변형 혹은 그대로 적용. Iizuka and Tateishi(2015)의 상록활엽수림 임령별 최소·최대 탄소흡수 계수값의 평균을 활용하여 상록활엽수림의 탄소흡수량을 추정함 ㅇ상록활엽수림의 탄소흡수량은 55.9×103tCO2/yr, 죽림의 탄소흡수량은 591.2×103 tCO2/yr로 산정. 위도가 올라감에 따라 생육환경의 한계로 상록활엽수림 및 죽림 면적이 감소하면서 탄소흡수량도 감소하는 경향을 보임 ? 탄소흡수 잠재력 분석을 위한 자료수집 및 시범 분석(해양생태계) ㅇ연안 지역의 갯벌 면적 산정은 2018년 해양수산부에서 수행한 ‘2018년 전국갯벌면적조사’를 기준으로 수행 ㅇ면적 산정 과정에서의 데이터 정밀성을 높이고자 세 가지 추가 작업을 수행. 첫째, ‘2018 전국갯벌면적조사’ 보고서에서는 0.1km2 미만인 객체의 면적을 0으로 입력하고 통계 계산에 포함하지 않았으나, 본 연구에서는 갯벌 면적의 과소 추정을 방지하기 위하여 전국의 갯벌 면적을 1m2 단위로 계산하여 헥타르로 재변환함. 둘째, 데이터 구축과정에서 오류가 발생한 지역 제외. 마지막으로 북방한계선(NLL: Northern Limit Line)을 기준으로 이북지역 제외 ㅇ탄소흡수량 계수는 전국 갯벌 탄소흡수량 연구결과를 사용(Lee et al., 2021). 갯벌의 탄소흡수 잠재량 산출 결과 224×103tCO2/yr로 산정됨. 갯벌 면적 정밀화 후, 기존 연구결과인 259×103tCO2/yr보다 감소 Ⅳ. 산림 및 해양생태계 관련 국내외 생물다양성 보전정책 성과 분석·평가 ? 국내 산림생태계 정책 성과와 한계점 ㅇ산림 보호·보전·확대·복원, 수종 교체, 산지전용 제어, 지속가능한 산림경영 및 임업활동 등 탄소중립 실현을 위한 산림 부문의 중장기 정책을 마련함. 그러나, 산림생태계의 탄소흡수량 산정을 위한 활동 면적 및 산정계수는 Approach 1(국가 전체 비공간 자료) 및 Tier 2(국가 고유계수 적용) 수준에 머물고 있어, Approach 3(토지이용별 시공간 변화 자료) 및 Tier 3(시공간 단위 계수 적용)으로 나아가기 위한 산림생태계 탄소흡수량 산정 체계의 개선 필요 ㅇ국내 정책의 성과와 한계를 고려할 때, 산림 생물다양성 보전과의 연계가 우선적으로 이루어져야 함. 이때 산림 생물다양성 보전은 생물다양성 보호·복원과 함께 위협요인의 관리, 탄소중립형 임업 체제로의 전환 역시 포함해야 하며, 산림 생물다양성 보전과의 연계는 과학적 근거에 기반하고, 공동 및 상쇄 효과를 고려한 종합적이며 균형 잡힌 접근 필요 ? 국내 해양생태계 정책 성과와 한계점 분석 ㅇ해양생태계 탄소흡수원 분야는 기술적·정책적으로 추진 초기단계임. 국제사회는 블루카본에 대한 가치를 높이 평가하여 흡수원 기능을 확대하기 위한 연계 정책들을 수립하여 추진하고 있음. 특히 연안 복원, 오염, 염생식물의 생장 등 연계할 수 있는 연구 메커니즘을 큰 틀에서 연계하여 강력히 추진하고 있음 ㅇ그러나, 국내에서는 기존 블루카본 또는 신규 블루카본에 대해 국제기구의 인정 및 확대의 필요성을 제시하고 중요성을 공감하고 있으나, 기초연구에 대한 예산 투입 등 이행을 뒷받침하는 정책이 아직은 부족한 실정. 국가 단위에서 구체적인 정책을 수립하였기 때문에 연안에 접해 있는 지자체에서 강력히 추진할 수 있는 동력을 마련해야 할 것으로 판단됨. 이를 통해 지자체별 연안 탄소흡수원 데이터베이스를 체계적으로 쌓아나가 우리나라만의 블루카본 인증 제반 사항 구축 필요 Ⅴ. 산림 및 해양생태계 탄소흡수 확대 관련 우리나라 생물다양성 증진 정책개발 1. 탄소흡수원 확대 관련 국가 생물다양성 증진 정책 제언 ? 산림생태계 부문 ㅇ산림 생물다양성의 보전·증진을 기반으로 하는 생태계 기반의 산림관리인 지속가능한 산림경영(SFM: Sustainable Forest Management)으로의 전환이 불가피하게 됨. 따라서 보호지역 외 지역에 대하여 기존에 목재 생산의 효율성이라는 관점에서 마련·운영된 산림 및 임업 부문의 ?산림기본법?, ?산림자원의 조성 및 관리에 관한 법률? 등 관계법의 보완 및 개정과 지속가능한 산림경영(SFM: Sustainable Forest Management)을 기반으로 한 ?지속가능한 산림자원 관리지침? 및 ‘산림탄소상쇄제도’ 등을 적극적으로 활용하여 지속가능한 산림경영으로 전환 노력 필요 ㅇ산림생태계 부문 탄소흡수원 확대를 위한 정책 방향 - 생물다양성과 생태계서비스 등 부문 간 시너지형 산림관리로의 전환 - 3S형 산림관리로서의 산림탄소경영 - 사회소통형 산림순환경영을 통한 전 주기적 산림관리로의 전환 - 과학 기반의 산림흡수원 관리기술로의 전환 - 유역 및 경관 중심의 산림 탄소흡수원 관리 - 국내외 이행 기반 마련(국제탄소무역형 산림탄소경영) ? 해양생태계 부문 ㅇ육상과 비교하여 공간정보 획득이 난해하기 때문에, 해양에서 블루카본 및 신규 탄소흡수원의 실태 조사는 중장기적 투자 필요. 전국 규모의 현장조사가 어렵기 때문에 원격탐사를 이용한 전국 염습지 분포 면적의 연간 데이터 확보와 동시에 블루카본 공간정보 관련 국제 표준을 선도하여야 함. 블루카본 인벤토리가 구축된 후에는 국가 온실가스 인벤토리에 블루카본을 반영하고 MRV(측정, 보고, 검증) 지침에 근거하여 매년 블루카본을 통한 온실가스 배출·흡수량 산정에 대한 검증을 진행 필요 ㅇ해양생태계 부문 탄소흡수원 확대를 위한 정책 방향 - 블루카본 사업 및 국제 인증을 위한 계획 수립 - 블루카본 관련 해양·수산 분야 R&D 확대를 통한 기반 확보 - 종합적인 블루카본 사업을 추진하기 위한 법적 기반을 강화 - 기후변화 분야를 기반으로 하는 국제협력 확대 2. 생태계 탄소흡수원 정책과 국가 온실가스 감축목표의 연계방안 ㅇ산림생태계 부문의 경우, IPCC에서는 산림경영 활동에 의한 산림경영률에 따라 온실가스 흡수량을 인정하고 있으나, 국내 산림의 경우 산림사업의 활동자료가 관리되고 있지 않아 산림경영률이 저조하기 때문에 50% 정도만 인정받고 있는 실정. 따라서, 산림관리 시공간 이력 정보의 수집, 보유, 관리, 분석, 공유로 산림활동 자료 관리가 최고 수준으로 되어야 하며, 아울러 산림생태계 흡수원 간의 경계 및 면적에 대한 구분을 명확히 하여 흡수계수 산정과 인벤토리 항목 개선 필요. 이런 정책 개선에 따라 지자체의 산림생태계에 대한 구체적인 관리 방안을 체계화할 수 있을 것이며, 지자체 단위에서 산정한 인벤토리 기초자료가 국가 단위에서 IPCC 인증을 위한 근거가 될 것임 ㅇ해양생태계 부문의 블루카본은 국제적으로도 연구가 시작된 역사가 짧으며 현재 활발히 연구 추진 중. 블루카본은 국가 온실가스 인벤토리에 포함되지 않으며, 인벤토리 재편을 위한 지속적인 기초연구 및 정책 강화 필요. 인벤토리 항목 중 습지 항목이 있는데, 해당 항목 내에 연안습지 항목을 추가 개편하거나 별도의 해양생태계 탄소흡수원 항목 추가 시급. 이를 제도적 장치로 확립하여 우리나라 블루카본 연구의 DB 구축 및 탄소흡수원으로서의 기능에 대한 정책적 인식 강화 필요. 이를 통해 국가 단위에서 기틀이 만들어지면 지역적 특성이 반영된 지자체의 생태계 탄소흡수원 확대 정책이 이행될 수 있는 추진동력이 만들어질 것임. 이러한 지자체 블루카본 기초 DB가 지속적으로 구축되면 국가 단위에서 국제 인증을 받고 추가적인 신규 블루카본 마련에 근거로 활용 가능 3. 이행력 강화를 위한 국가 정책과 지자체 보전정책의 연계방안 ㅇ국가 단위에서는 산림 및 생태계 기반 탄소흡수원 정책 대다수가 이행력을 가지고 추진되는 것으로 판단됨. 여기서 중요한 사항은, 지자체에서는 국가에서 수립한 정책을 기반으로 각 지자체의 특성을 반영하여 정책을 수립한다는 점인데, 금년도 연구에서 주로 다룬 산림자원 또는 해양·연안자원을 많이 보유한 강원도와 충청남도에서는 해당 자원에 집중하여 가용한 정책 수립 방향을 제시함. 다만, 지자체가 정책을 수립하더라도 이행을 위해 다양한 제반 사항이 필요하므로 중앙정부 차원에서 지원 및 협력 강화 필요. 더욱이 생태계 유형별로 탄소흡수를 위한 정책 이행 예산이 지자체마다 상이할 것이므로, 중앙정부는 이와 관련한 세부 방안을 마련하여야 할 것이며, 특히 제도적 장치를 마련하여 지자체가 수립한 생태계 탄소흡수 정책을 실효성 있게 이행할 수 있는 기틀 강화 필요 -
