국가지속가능발전위원회의 변천 과정 고찰 : 역사적 신제도주의 통합적 관점 적용

Abstract

본 연구는 역사적 신제도주의에 기반을 둔 통합적 관점을 적용하여 지속가능발전위원회의 역사적 변화과정을 통합적？체계적으로 분석하고, 이를 통해 SDGs 시대에 걸맞은 지속가능발전위원회의 역할에 대한 정책적 함의를 도출하는 것을 목적으로 한다. 1기부터 10기까지 지속가능발전위원회를 대통령 소속 시기와 환경부 소속 시기 위원회로 시기를 구분하였고, 구조, 제도, 행위자와 주요 성과를 분석하였다. SDGs로 지속가능발전의 패러다임 변화에 따라 새롭게 구성될 지속가능발전위원회의 기능과 역할은 재조정될 필요가 있다. 지속가능발전위원회의 운영 방향도 과거 포괄적이고 규범적인 성격에서 구체적인 목표 달성을 위한 체제로 전환될 필요가 있다. [핵심주제어] 지속가능발전, 지속가능발전위원회, 지속가능발전목표, 역사적 신제도주의

This study comprehensively and systematically analyzes the historical change process of the Commission on Sustainable Development by applying an integrated perspective based on historical neo-institutionalism. The study aims to derive the policy implications of the role of the Commission on Sustainable Development. For this end, From the 1st to the 10th Committee for Sustainable Development was divided into the period under the President, and the period under the Ministry of Environment, Based on the theory, this study analyzes the structure, system, actors, and major achievements. In line with the SDGs and the paradigm shift of sustainable development, the functions and roles of the Sustainable Development Committee, which will be newly formed, need to be readjusted. The operational direction of the Commission on Sustainable Development also needs to be changed from a comprehensive and normative functions in the past to a system for achieving specific goals.
