환경감시 정책수립 지원을 위한 전략 마련

Abstract

환경에 대한 국민적 인식과 관심이 지속적으로 증대되고 있다. 이에 정부는 다양한 환경감시 관련 제도를 운영하고 있으며 이를 위해 많은 인력과 예산을 투입하고 있다. 그러나 현행 환경감시 업무는 지능화 및 다양화되는 불법행위에 대해 효율적으로 대응하기에 한계가 있으며, 현재의 인력 및 예산 등의 여건으로는 다양하고 수많은 배출업소에 대한 효율적인 환경감시 업무 수행이 어려운 상황이다. 따라서 환경감시에 있어 체계적이고 거시적인 추진전략과 종합계획이 마련되어야 하는 실정이다. 본 연구에서는 환경감시에 대한 체계적인 업무 수행 방안을 마련하고 과학적 기반의 환경감시 업무 수행 체계를 구축하고자 하였다. 이를 통해 현행 환경감시 체계의 강화와 환경범죄 감소 및 예방에 기여할 수 있을 것으로 판단된다. Public awareness and concern regarding the environment are continuously growing. Accordingly, governments operate a variety of environmental monitoring systems in which they have invested considerable human resources and funds. However, current environmental monitoring work faces challenges in efficiently addressing various shrewed but illegal activities. Additionally, performing efficient monitoring of various emission sites poses difficulties that are constrainted by existing personnel and budgetary conditions. Therefore, it is necessary to develop a systematic and macroscopic implementation strategy and a comprehensive plan for environmental monitoring. This study aims to devlop a systematic planning structure and establish a scientific system for environmental monitoring work. This study is anticipated to enhance existing environmental monitoring systems, thereby contributing to the reduction and prevention of environmental crimes.
