자연기반해법 거버넌스 개선방안 : 도시숲을 중심으로

Abstract

본 연구는 자연기반해법의 일환인 도시숲의 거버넌스를 개선하는 방안을 제안하는 데 목적이 있다. 이를 위해, 세계자연보전연맹(IUCN)의 국제표준과 거버넌스 지표의 적용 가능성을 검토한 후, 우리나라 도시숲 거버넌스의 현황을 분석하고 그에 따른 시사점을 도출하여 개선방안을 제시하였다. 도시숲 거버넌스 개선방안은 IUCN 국제표준 거버넌스 지표를 활용한 방안과 도시숲법 내 거버넌스 강화방안으로 나누어 제시하였다. 향후 필요한 연구로는 도시숲의 경제성 분석과 평가, 생물다양성 및 생태계 건강성 분석과 평가, 그리고 장기적 모니터링 등이 있다. As an aspect of nature-based solutions, this study aims to propose measures to improve the governance of urban forests. To achieve this, we reviewed the applicability of the International Union for Conservation of Nature (IUCN) international standards and governance indicators, then analyzed the current status of urban forest governance in the Republic of Korea, from which we derived implications to suggest improvement measures. The proposed improvements to urban forest governance are divided into two categories: measures utilizing the IUCN international governance indicators and measures to strengthen governance within the Urban Forest Act. Future research must include an economic analysis, an evaluation of urban forests, an analysis and evaluation of biodiversity and ecosystem health, and long-term monitoring.
