Abstract
Improvement of EIA in Constructing Military Facilities in Korea - Focusing on the military fire training site - The term ’environment’ includes the whole world; land, water, air, plants, animals and even people. Environmental impacts can arise naturally, although the majority of those concerned with is caused by human activity. Warfare is destructive to humans and their natural environment. Environmental damage comes from battle. So the military’s primary mission is to win using overwhelming combat power. And military force has to prepare and level up the combat power in order to win the warfare. In Korea, the military activities have made a serious problems to humans and their natural environment, and people has been disappointed with that. Especially, the MND(Ministry of National Defense) has lost a suit "EIA of Baekgol division’s fire training site" through Supreme Court judicial precedent. After this case Baekgol division is training neighbor’s site and there may be a failure to prepare defense readiness condition. This paper examines problems of EIA in military training site how to improve them through analysing the EISs and examples of military facilities and fire training site. The problems in EIA at the military facilities, especially fire training site, can be subdivided to five specific objects. First, the scope of project subject to the fire training site is not defined clearly. It is hard to set the scope of the fire training site, owing to characteristics of weapons and ammunitions. The second problem is troubles in inspecting site and predicting effects owing to the specialty of military fire training site. The third problem is related to military security. The effect of camouflage code will not be firmly believed. It is different to open of military’s data range to the public in accordance with unit’s conditions. The forth problem is not to reflect key assessment items to EIS of military fire training site. The categories and items of the military fire training site are stipulated in 7 items in the assessment section of the Article 5 of the EIA Act on Environment, Transportation and Natural Disaster and Article 4 of its Enforcement Decree. The key items except soil and waste which are key to project subject of military fire training site, but soil and waste items are very important in project subject of military fire training site. So these items must be included. The fifth problem is that the stakeholders of the project do not fully understand characteristics of military facilities. MND and military units are well aware of how environmental issues are important. And they have put a variety of efforts over the last ten years. But due to lack of basic environmental facilities and equipments, EIA system has not been mature. With this background, we will plan to EIA system in project subject of military fire training site. 1. The participation of the environmental council for public, environmental agency and MND must be institutionalized through improving of MND’s environmental system 2. The probability error will be applied to improve assessment methodology about the project subject of military fire training site. The probability error of the military field manual is scientific method demonstrated through real fire test in U.S. Army. The method of probability error promotes effect prediction, mitigation and reliability. 3. Base must be created in MND’s EIA system for military facilities. MND can do military training legally, the public can get the property right and environmental right. The MND’s primary goal of environmental management is to manage, minimise and mitigate impacts from the organizations’s activities. The MND’s environmental organization will develop and implement cost-effective measures to protect. And it will sustain the environment, supporting military operations, installation management, and materiel development. Finally, the MND will have to integrate environmental values into its mission in order to sustain readiness, improve the soldier’s quality of life, strengthen community relationships, and provide sound stewardship of resources.
