기후변화 취약성 지수분석을 통한 국가적응역량 제고방안 모색

Abstract

Reviewing the National-level Indices to Climate Change Impact, Adaptation and Vulnerability with Focusing on South Korea’s Current State “Framework Act on Low Carbon, Green Growth”, entered into force in April, 2010, and it includes Article 48 of assessment of impacts of climate change and implementation of measures for adaptation. It is essential to assess impacts of climate change, and establish and implement the policy for climate change adaptation. This study, therefore, aims to research the vulnerability of Korea to climate change mainly through various climate-related composite indices and suggest the policy strategies for adaptation. First, we reviewed the existing indices related to climate change and environment with focusing on its methodology. Second, we reviewed the existing indices in order to understand the climate change vulnerability of Korea. Third, we analyzed the data used to estimate the Vulnerability- Resilience Indicator (VRI) by Malone et al., so that we could assess the different standardizing methods and the role of data distribution, and point out the important issues related to choosing the proxy variables and obtaining the recent data in developing the indices. Finally, we suggested a list of environmental policies based on Korea's climate change vulnerability.
