Ⅰ. Introduction 1. Research background ? Establishing a carbon price system in the era of carbon neutrality is a major challenge. ㅇ The emissions trading scheme (ETS) is the most representative policy tool that reflects carbon prices. ㅇ Mid- to long-term monitoring is needed to redefine the meaning of the domestic ETS and revitalize the market. ? Changes in domestic and international situations regarding the ETS ㅇ In Korea, the ETS is closely related to the promotion of energy conversion and the basic direction of the new government’s climate and energy policy. 2. Research objectives ㅇ Summarizing and analyzing domestic ETS issues that should be identified by the new government ㅇ Suggesting policy directions, strategy, and the priority implementation system of the domestic ETS based on the analysis of issues Ⅱ. Current Status of the ETS 1. Analysis of the current status ? There are 25 countries implementing the emission trading scheme worldwide. ㅇSouth Korea has higher coverage levels (73%) compared to other countries. ㅇ The K-ETS market is limited in size, especially in terms of the trading volume, compared to those of EU and the United States. - The small transaction size is due to the structure of market participation (centered on the small number of high-emitting emission companies) and the restriction imposed on it (restriction on third-party participation). - Korea has different emission allocation methods, market stabilization measures, and liberalization methods of energy and power markets from other major countries. 2. Major improvements ? Need to review the following major improvement tasks ㅇ (Redefining and strengthening the domestic ETS policy) It is necessary to reestablish the meaning of the ETS by strengthening the link between the climate policy and energy policy and improve market functioning. ㅇ (Determination of an emissions cap) Currently, when a new participant comes in, the emissions cap is raised. It is necessary to make it predictable when setting an emissions cap in consideration of the national reduction roadmap. ㅇ (Energy transition sector) Allocation plans in the energy transition sector should be improved so that they reflect environmental dispatch and the introduction of the leading market. ㅇ (Management of indirect emissions in terms of the electrification) As to indirect emissions, there are pros and cons on whether to include (a lack of incentives for reducing indirect emissions and the electricity market structure) or exclude (overseas cases and double regulation) them. It is necessary to review the necessity of the management of indirect emissions with regard to electrification. ㅇ (Approach of auctioning) Currently, auctioning is being applied to 10% of non-subject sectors after selecting free allocation industries. It is necessary to review measures to expand auctioning including the adjustment of the criteria and targets of auctioning. ㅇ (Free allocation (benchmark allocation) approach) The average emission efficiency level is currently being applied. Promoting reductions in BM sectors and considering the international environment such as EU-ETS and CBAM are necessary. ㅇ (Stabilizing the market and strengthening the flexibility) There are emissions price spikes due to the restrictions on flexibility. Policy measures are needed to enhance market confidence and to stabilize the market. ㅇ (Supporting industry sectors) There is a need to review the supportive measures for enhancing the investment in new technologies in connection with the K-ETS considering carbon pricing. 3. Policy suggestions ? The perspective of reorganizing and strengthening the regulation (regulative function of the ETS) ㅇ Preliminary determination of the emissions cap corresponding to the national reduction target ㅇ Improving predictability and promoting facility investment through step-by-step reinforcement of BAT standards and prior publication of BM coefficients ㅇ Establishment of point-in-time standards and guidelines for the effective management and future exclusion of indirect emissions ? The perspective of regulation innovation (market function of the ETS) ㅇ Improving the standard, rate, and methodology of deciding subjects of auctioning ㅇ Establishment of a power generation management plan reflecting the power market restructuring road-map ㅇ Expansion of flexibility mechanisms and introduction of market-based stabilization mechanisms to cope with price fluctuations of emission rights ? Strengthening the reduction-related investment ㅇ Developing the methods for the efficient use of profits from auctions ㅇ Developing a legal system for enhancing investments in new technology in industry sectors such as CCfD 4. Policy promotion and priorities ? Announcing the policy direction and strategies of K-ETS ㅇ The new government should decide the direction and strategies of K-ETS including the timeline, specific roadmap, and governance strategy, ? Priorities among specific strategies ㅇ Specific strategies include strengthening the predictability and market stability, and establishing the foundation for K-ETS. Strengthening the predictability of the K-ETS system is a short-term priority. ㅇ Strengthening the predictability - Pre-decided emissions caps according to the national greenhouse gas reduction goals - Allocation plans (a free allocation system/auctioning, upgrading the BM method, and expansion of auction by industry) - Management plans for indirect emissions in the era of electrification (criteria and timeline) - Carbon pricing (price of emissions rights set in consideration of the relationship with non-ETS areas vs. transportation, energy, and environmental tax) ㅇ Strengthening the market stability - A market stabilization mechanism plan based on the market rules to cope with price fluctuations of emission rights (plans for immediate market stabilization, improvement of carryover rules, use of reserves, etc.) - Measures to reduce the burden of carbon pricing (promoting the normalization of energy prices and gradual implementation of power and gas charges in connection with sudden changes in the international energy prices) ㅇ Creating the foundation - Strengthening the link with energy transition policies (promotion of improving the power market system, such as revising the Electric Utility Act and the Electricity Market Operation Rules) - Strengthening the creation of an investment environment (preparing alternatives to utilizing the profits from emissions auctions and preparing a system to promote future investment in new technologies in the industry) - Establishing and operating governance for public deliberation on carbon pricing
